Launch of the “Mapping Research and Innovation in the Republic of Uzbekistan” Publication

On 27 October 2020, an online launch of the Publication “Mapping Research and Innovation in the Republic of Uzbekistan” took place.

The event brought together 133 participants represented by UNESCO Headquarters, Tashkent and Almaty offices, Islamic Development Bank (IsDB), the Government of Uzbekistan, UN agencies and the scientific community in Uzbekistan. The launch event was attended by high level speakers, including Dr Hayat Sindi, Chief Advisor to IsDB president and UNESCO Goodwill Ambassador, Dr Shamila Nair-Bedouelle, Assistant-Director General of UNESCO for Natural Sciences, Mr Farkhod Fayzillaev, the Deputy Permanent Delegate of the Republic of Uzbekistan to UNESCO, Dr Shaxlo Turdikulova, the newly appointed first deputy minister of the Ministry of Innovative Development of Uzbekistan, Ms Helena Fraser, the UNRC in Uzbekistan. The meeting was moderated by Dr Kristine Tovmasyan, Progarmme Specialist, UNESCO office in Almaty.

The event was jointly organized by UNESCO Headquarters and UNESCO Tashkent Office, in close cooperation with the IsDB and the Ministry of Innovative Development of Uzbekistan in the framework of the UNESCO-IsDB project on “Strengthening Inclusive Science, Technology and Innovation System in Uzbekistan”. Almaty office has been involved in this project since its initial stages, conducting the technical missions and co-organizing the consultative meetings and a workshop with the STI community in Uzbekistan.

The publication “Mapping Research and Innovation in the Republic of Uzbekistan”, available in English, Russian and Uzbek, describes the Science, Technology and Innovations (STI) landscape in Uzbekistan and suggests orientations for further strengthening the national STI system and fostering the STI development in the country. The study was developed based on UNESCO’s GO-SPIN methodology, analyzing STI systems in the national context. The ADG Natural Sciences noted “I hope that it (publication) will serve as a reference in providing evidence base for the development of national STI policies as the next step of this joint initiative. I am also confident to say that the project in Uzbekistan has helped us at UNESCO to reflect and build greater coherence in our STI policy response to other Member States’ needs.”

The deputy minister on Innovative development of Uzbekistan proposed “to take the project to a new stage by jointly creating a “Central Asian hub for the development of science, technology and innovation”. We believe that the establishment of a regional hub as an international platform for synergies and systematic exchange of experts, knowledge and experience in the field of innovation will contribute to the accelerated achievement of sustainable outcomes of the reforms, will open new opportunities for a more detailed control system of science, technology and innovation and also will build a research capacity in the countries of Central Asia.”

This publication has become the 10th volumes in the GO-SPIN country profile series at the global level and first one in Central Asia region, providing key information on STI governing bodies, legal frameworks, and policy instruments. The next step of the UNESO-IsDB project is to design the national STI policy and the action plan for Uzbekistan.
