Vacancy: National Consultants’ positions in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan

UNESCO Almaty Office is seeking for consultants from its four cluster countries: Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan (full time basis).

UNESCO Almaty Office is launching a regional project, funded by the Adaptation fund, on “Reducing vulnerabilities of populations in the Central Asia region from glacier lake outburst floods in a changing climate” and is seeking for four consultants to act as the country coordinators in implementing the project activities in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan in its initiation stage, including contribution to the organization of the project inception workshop. The consultants will undertake their tasks under the overall authority of the Director of the UNESCO Office in Almaty and direct supervision of the Programme Specialist, Natural Sciences Unit, UNESCO Office in Almaty.
The consultants will work closely with the project team, implementing partners as well as national stakeholders in the respective project countries.

Scope of Work and Tasks
• Ensure close cooperation with national authorities and other stakeholders during the project execution and serve as a project liaison to the project team, national authorities, country-level civil society organizations, and other country-level stakeholders;
• Contribute to the development of and ensure implementation of national activities according to the project’s workplan;
• Collect and report on information related to the country-level activities;
• Undertake in-country assignments on behalf of the project team as and when required;
• Provide inputs to the concept note of the inception workshop as well as its report;
• Coordinate country representation for the inception workshop, such as liaising with national partners and ensuring their participation;
• Coordinate organization of the project-related activities at national level, including training workshops;
• Prepare inputs for the knowledge management platform of the project and contribute with the communications aspects on the project, at country level;
• Provide guidance on national stakeholders to the project team;
• Liaise, consult and network with national and regional stakeholders as required.

Duration
The tasks are to be carried out over a period of three months between March-May 2021, with possibility of extension (type of contract to be determined).

Qualifications
• Advanced university degree in environment, climate related studies, disaster risk reduction, natural resources management, or a closely related field;
• A minimum of 5 years’ relevant work experience in project management related to international or bilateral projects;
• Demonstrated solid knowledge of climate change adaptation, with an emphasis on disaster risk reduction in Central Asia as an asset;
• Experience in working and collaborating with governments and in the public participation development process;
• Excellent knowledge of English and Russian, including writing and communication skills, knowledge of relevant national language/s;
• Knowledge and understanding of the UN system and UNESCO as an asset;
• Ability to work with multidisciplinary groups of experts and in multinational environment;
• Good communication, problem solving and planning skills;
• Computer literacy with practical experience in Microsoft packages.
