Most European countries offer inadequate or no protection from discrimination against LGBTI students

Just 22 of 49 Council of Europe member states had policies or action plans explicitly addressing and prohibiting school bullying based on grounds of variations of at least one sex characteristic (sexual orientation, gender identity/expression or variations of sex characteristics).
