The 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions calls for the establishment of sustainable systems of governance for culture that are based on informed, participatory and transparent policy processes. Since 2014, UNESCO has been running a capacity development programme on policy monitoring, supported by the Swedish International Development Cooperation Agency (Sida). Providing technical assistance for the elaboration of quadrennial periodic reports (QPR) and identifying policy priorities related to emerging areas such as media diversity, artistic freedom and gender equality, this programme strengthens the human and institutional capacities of governments and civil society in developing countries. QPRs assess the impact of policies and measures taken to stimulate the cultural and creative sectors, while promoting fundamental freedoms and sustainable development. The QPRs also constitute a key source of information for the Re|Shaping Cultural Policies Global Report series and UNESCO’s online Policy Monitoring Platform, which analyze trends, track progress, identify challenges and provide innovative examples to advocate for participative and evidence-based policy change worldwide.
