Over the last four years the Ministry of Culture and Tourism together with the Ministry of Education has worked hard to create training opportunities for youth in the culture & creative sector. In the great endeavor exerted, 59 occupations at various levels (L1-L5) could be identified; occupational standards (OS) and assessment tool (AT) for each could be prepared and dispatched to the training institutions to design curricula in accord with the OS and start the training.

In the course of implementation, the Ministry of Culture and Tourism evaluated the variation of achievements among regional colleges.

However, the basement work for the production of skilled youth in the cultural and creative industries has been well done (document is annexed).

The scope of the measure covers the whole nation. Regional training institutions could offer trainings by the 59 identified occupations if they could afford. Meanwhile, they are supposed to take up some of the fields that best fit the regional resources and market.

Results expected through the implementation of the measure:

The expectation is very high. The project is intended to lead the sector by skilled man power. Various sub-sectors in the cultural and creative industries have been led by individuals who have the interest and money to get involved. Consequently, this is believed to have crippled the sector at some degree. Thus, this measure would bring experience and training together to overturn the ill-practices in the sector.

Main conclusions of the evaluation of the measure:

This project is one of the major areas of periodic evaluation taking place every 6 months in the sector. In the beginning of February 2016, while a physical supervision was carried on across the country, this project was the main point of evaluation though the result found was still far from the intended desire of the sector.

Number of occupatins and assemnet tools prepared for the identified cultural fields are the indicators to determine the impact.
