UNESCO Signed a Memorandum with the Ministry of Education and Science of Republic of Kazakhstan

On 17 June 2021 a Memorandum of cooperation was signed between the Ministry of Education and Science and UNESCO, which included key factors in improving the quality of education. Against the background of the recent global events related to the Covid-19 pandemic, the physical activity of people of all ages in the world is declining to a level that is dangerous to health, and the consequences of the pandemic of non-communicable diseases are worrying the whole world, which will obviously affect the quality of physical education in educational institutions.

Krista Pikkat, Director of the UNESCO Almaty Cluster Office for Kyrgyzstan, Tajikistan, Uzbekistan and Kazakhstan and Tastanbek Esentaev, director of the National Scientific and Practical Center for Physical Culture of the Ministry of Education and Science of the Republic of Kazakhstan signed a memorandum within the framework of initiatives aimed at the optimal solution of the issues of physical culture development in the country and strengthening the health of the younger generation.


The activities proposed by UNESCO on the basis of the content of the memorandum will strengthen the physical education policy in order to accelerate the development of human capital. After all, physical education is the most effective way to instill in all children and youth skills, knowledge, values and promote the active involvement of the younger generation in society.

Therefore, the International Charter of Physical Education and Sports, adopted by UNESCO in 1978, defined physical education as an important element of basic legal and continuing education for all.

In the future, in accordance with the Memorandum, it is planned to conduct a large-scale study of the physical development and physical fitness of all Kazakhstani children, adolescents and youth. In turn, it is expected that this will have a positive impact on strengthening the principles of a healthy lifestyle in society.

Within the framework of cooperation, UNESCO and the Ministry of Education and Science of the Republic of Kazakhstan are also conducting additional physical culture activities in order to increase physical activity in all educational institutions.

It is worth noting that a working group consisting of representatives of the National Scientific and Practical Center of Physical Culture of the Ministry of Education and Science of the Republic of Kazakhstan, UNESCO and the Ministry of Culture and Sports of the Republic of Kazakhstan will be created to approve the work plan for improving quality physical education in the educational policy and strategy.


The National Scientific and Practical Center for Physical Culture, with the support of the Ministry of Education and Science, will support the further development of ideas of high-quality physical education, the use of innovative and inclusive approaches, the improvement of the system of training, retraining and professional development of teachers and the partnership between the school and sports community.
