    BACKGROUND AND RATIONALE
    The main purpose of this assignment is to develop the thematic background paper and policy brief on equity and inclusion in education which summarizes global and regional trends as well as highlights existing and emerging issues, challenges, needs and opportunities post-COVID-19 as well as recommendations based on lessons learnt on how to build back equal. The consultant is expected to prepare the background paper on equity and inclusion in education, including persons with disabilities, indigenous peoples, and children in vulnerable situations for the 2nd Asia-Pacific Regional Education Ministerial Conference (APREMC-II).

    Under the overall authority of the Director of UNESCO Bangkok, and the direct supervision of the Head of the IOC Regional Office for the Western Pacific (WESTPAC), the Contractor will develop and publish the training manual in English and Thai on seagrass mapping by using the Google Earth Engine, organize an online national user demonstration workshop on seagrass mapping, and purchase two drones to collect the ground truth data to validate the results from the Google Earth Engine in Thailand.
