Partners align with the priorities of the Ten-Year Education and Training Plan
Indeed, the Minister of National Education, the PDEF National Technical Committee, UNICEF in its capacity as Chair of the Education Cluster (GSE), the IDB’s Education Division acting as the Coordinating Agency of the Global Partnership for Education in Haiti and civil society took part in a webinar on the occasion of the International Education Day. Mr. Bayard Lapommeray, Director of the Studies and Programming Unit (UEP) of the Ministry of National Education and Vocational Training (MENFP) presented an outline of the sector plan.
The Minister of National Education, Pierre Josué Agénor Cadet, welcomed the fact that his ministry and all the partners of the Haitian education sector now have a plan that sets out the major orientations for education over ten years.
“This plan is the result of joint work and a broad consensus on the major concerns of the sector. It was approved by all partners,” said the Minister, who called for a course to be set for its implementation.
For his part, Mr. Bruno Maes, UNICEF Representative and President of the Education Sector Group (GSE) assured that the interventions of the technical and financial partners alongside the Ministry and ONAPE, for the next ten years, will be dictated by the orientations and priorities defined in the Ten-Year Education Plan.
“We commit ourselves to base our support on the national development strategies of partner countries and to prepare periodic reports on the progress of the implementation of the strategy,” he stated.
Marie Évane Tamagnan, Education Specialist in the IDB’s Education Division, drew the attention of education stakeholders to bear in mind what has happened in the world since the Covid-19 pandemic.
“In Haiti, this reality has been all the more pronounced, with several months of school closures and today the threats to education continue. It is in this context that the IDB and the other PTFs welcome the Education Sector Plan, which highlights all the challenges and opportunities facing the Haitian education system. It highlights the critical situation of Haitian children and the difficulties of access in the public and non-public sectors,” she said in substance.
These two speeches come as a positive response to the intervention of the Director General of ONAPE, M. Delima Pierre, on the challenges and prospects of the PDEF. In his remarks at the beginning of the webinar, Mr. Pierre insisted on the need for harmonization in the interventions of all technical and financial partners, aligned with the PDEF, to achieve synergy of funding and actions while avoiding duplication.
Jean Luc Tondreau, Education Program Specialist at UNESCO has identified the expected results in the framework of the implementation of the grant for the development of an education sector plan (ESPDG) of the Global Education Partnership (GEP). In his intervention, he emphasized the strengthening of individual, organizational and institutional capacities of the national structures in charge of the analysis, planning and joint sector reviews of the education sector.
Through the implementation of the ten-year plan, the MENFP is pursuing several objectives. On the one hand, the governance of the education system must be transformed at all levels, and on the other hand, the Ministry intends to offer an effective service of quality continuing education within the reach of all citizens. The MENFP also wants to ensure that the most disadvantaged and vulnerable groups are the primary beneficiaries of the State’s efforts and investments in the education system.
