UNESCO Global Report ‘Re|Shaping Cultural Policies’

 

The Secretariat of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005 Convention) is looking for qualified and experienced individuals, teams or companies to design and produce a set of infographics to be included in the third edition of the UNESCO Global Report ‘Re|Shaping Cultural Policies’, to be published in February 2022.

Expressions of interest should reach UNESCO by Thursday 22 July 2021. The starting date for this work should be end of August 2021 and the final work should be delivered by end of November 2021.

 

Background

The 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions (hereafter ‘2005 Convention’) is an international standard-setting instrument providing a framework for the governance of culture. The most recent UNESCO Convention in the field of culture and ratified to date by 149 Parties, it encourages governments to introduce policies that protect and promote the diversity of cultural expressions.

The Global Report series was conceived as a tool to monitor the implementation of the 2005 Convention since its adoption, and facilitate information sharing and knowledge production on the many ways in which the promotion of the diversity of cultural expressions is being pursued across the world. The first edition of the Global Report was launched in December 2015 and the second edition was launched in December 2017. Supported since its initial launch by the Swedish International Development Cooperation Agency (SIDA), the third edition of the Global Report will be produced as part of the project ‘Reshaping Cultural Policies for the Promotion of Fundamental Freedoms and the Diversity of Cultural Expressions’.

The Global Report serves as a benchmarking and monitoring tool by analysing current trends, tracking progress and identifying the principal advances, but also difficulties, weaknesses and challenges faced by Parties and other relevant policy actors when developing and implementing policies in the areas covered by the Convention. It provides examples of innovative policies and measures, setting in motion the process of building new indicators of progress in these domains. The report thus serves to support evidence-based policy, and to strengthen informed, transparent and participatory systems of governance.

Each chapter of the report, written by an international expert and directly related to the areas of monitoring of the 2005 Convention, will comprise a series of key messages, an analysis based on data collected from various sources and, in particular, from State Parties’ quadrennial periodic reports on policies and measures implemented, messages from eminent personalities in the field, case studies, innovative measures, good practices, policy recommendations, visualized data, photos and infographics.

The Global Report will be produced in English, Spanish and French. Translations in additional languages may be foreseen following the launch.

In this context, UNESCO is launching a call for expressions of interest from qualified and experienced individuals, teams or companies to design and produce a set of infographics to be included in the third edition of the UNESCO Global Report ‘Re|Shaping Cultural Policies’, to be published in February 2022.

 

Tasks

Under the general supervision of the Chief of the Diversity of Cultural Expressions Entity and the direct supervision of the Head of the Statutory Meetings and Research Unit, in close collaboration with the graphic designer, the Contractor will produce a set of infographics to be used in the third edition of the Global Report, ensuring overall simple and consistent data visualisation. The main purpose of these infographics is to allow the uninitiated reader to grasp, at a glance, the main messages of the report. They will also be used in the communication materials developed by UNESCO around the Global Report.

For this purpose, the Contractor shall perform the following tasks:

1. Design and produce a set of 12 infographics based on the key messages and data presented in each chapter and in the overall 2022 Global Report, in English (original), French and Spanish.

To this end, the Contractor shall:

1.1. Create infographics in English (original), French and Spanish for the 11 chapters of the Global Report, covering the following topics:

i. The impact of the COVID-19 pandemic on the cultural and creative industries (CCIs);

ii. Cultural Polices;

iii. Media diversity;

iv. Digital environment;

v. Civil society;

vi. Mobility of artists and cultural professionals;

vii. Flow of cultural goods and services;

viii. Treaties and agreements;

ix. Culture and sustainable development;

x. Gender equality;

xi. Artistic freedom

1.2. Create in English (original), French and Spanish one infographic addressing the main findings of the overall 2022 Global Report;

1.3. The content of each infographic will be translated from English (original) into French and Spanish by UNESCO. The contractor must insert translated content into infographics for their final French and Spanish versions;

1.4. The information to be represented in the infographics will be selected by the Contractor, based on its reading of the chapters, in collaboration with UNESCO;

1.5. The infographics will draw on key messages and quantitative data to clearly and effectively communicate the information presented in each chapter. The infographics will each offer a single, informative visual image, or series of images, representing data and information pertinent to each of the chapters and the overall Global Report. The infographics should contain all the information necessary for understanding the argument and main findings of the chapter;

1.6. Infographics must be delivered as PDF and vectors. Photoshop/Illustrator files should also be delivered;

1.7. The 12 infographics will be produced for both print and web formats;

1.8. Fonts and colour palettes, consistent with the Global Report series and the Monitoring Framework of the 2005 Convention, will be provided by UNESCO;

1.9. The Contractor shall submit the above-mentioned content to UNESCO by the following deadlines:

  • By 10 September 2021, submit to UNESCO for approval a minimum of three mock-up proposals for one of the chapters (tbd), in English;
  • By 1 October 2021, submit to UNESCO for approval all final infographics in English;
  • By 22 October 2021 submit to UNESCO the final infographics in English;
  • By 26 November 2021 submit to UNESCO the final infographics in French and Spanish.

 

Qualifications and skills

The applicant(s) shall have the following qualifications:

  • Relevant experience in the production of data visualisations and infographics;
  • Proven experience of working in English, French and Spanish.

 

The following experiences and competencies would be an asset:

  • Relevant experience in producing infographics for publications and resource materials for an international audience and/or policymakers;
  • Experience in data visualization and/or designing publications the field of cultural and creative industries (CCIs);
  • Experience with international organizations and/or other agencies of the United Nations;
  • A university degree or technical diploma in graphic design, communications, or a related field.

 

How to apply

Interested candidates are invited to send their expression of interest to UNESCO, in English or French. The following information should be included:

  • A portfolio including at least three examples of past data visualization work;
  • A budget estimate (quoted in US dollars or EUR only) with a breakdown of the cost based on the number of working days required for the deliverables described above;
  • A detailed workplan for the assignment;
  • Curriculum Vitae(s) of expert(s) involved in the creation and execution of the data visualization and profile information on the organization, if applicable.
