Research and development in education management and planning

IIEP-UNESCO provides planners and political decision-makers with relevant resources, data, and tools to support their decisions in favour of more efficient, inclusive, and fair education systems. Our research and development (R&D) supports our technical assistance missions with UNESCO Member States and feeds into our training courses. By producing new knowledge and developing new tools, we encourage education reforms and anticipate the future. Find out all about our R&D activities.

Research: Our ongoing programmes

The orientation of IIEP’s research is determined by the needs of education systems, particularly in developing countries, reflecting UNESCO’s priorities. Discover the seven research programmes launched in the framework of IIEP’s Medium-Term Strategy for 2018-2021:

What is the audience for our research?

Our work is aimed at a broad audience of specialists in the educational planning and management sector, including:

  • public decision-makers and actors in education systems, at central or decentralized level,
  • professionals in international institutions and non-governmental organizations,
  • academics, teacher-researchers, and students working in the field of ‘education & development’.

How are the results of IIEP’s research published?

Through the production of publications, policy briefing notes, methodology guides, and working documents, IIEP supports education reforms with factual data.

In addition, the organization of research seminars, political forums, and strategy discussions encourage reflection and discussion on perspectives in educational planning and management.

Development: Our projects and tools

In collaboration with external actors and experts, IIEP runs projects that aim to define new methodologies and develop practical tools intended for education managers and planners. Discover IIEP’s development activities.

Geospatial data in education planning and management Policy Toolbox platform 

 

In January 2021, IIEP organised its first hackathon, ‘Hacking EdPlanning’. Over 48 hours, more than 100 participants from across the world developed around ten digital prototypes to address tomorrow’s challenges in education planning.

Our R&D vision

IIEP’s researchers identify current trends in education policies and document new approaches linked to technical and methodological aspects of educational planning and management. Our research approach is guided by four overarching objectives.

Produce high-level applied research

IIEP is known for its research on subjects of practical importance, based on qualitative as well as quantitative methodologies. Our work is subjected to strict quality control through a peer review protocol and addresses contemporary issues in educational planning and management.

Develop methodologies, standards, and tools

In parallel with the publication of our own work specializing in educational planning and management, we contribute to the sharing of good practice by producing and disseminating standards, tools, practical recommendations, and methodologies, for the benefit of all.

Support communities of practice

By developing research reports and syntheses, policy briefing notes, advice on implementation, and methodological tools, IIEP contributes to enriching public debate. This support to communities of practices is also evident in our role as a mediator, at the crossroads of sometimes competing ideas and points of view, and emerging theories. In this respect, we rely on a broad range of dissemination tools.

IIEP believes in the value of partnerships and collaboration for the production and management of learning. It places its activities in a global context of very diverse actors and a growing circle of international, national, and local partnerships, whether in the institutional, academic or private sectors.

IIEP’s theory of change, to evaluate the impact of R&D activities

How do the intellectual output and tools developed by IIEP lead to positive change in education planning and management practices? How do they contribute to improving educational systems?IIEP’s theory of change seeks to objectify the answers to these questions.

This frame of reference developed by the Institute’s R&D team, inspired by specialist literature, establishes expected relationships between:

  • R&D activities carried out by IIEP,
  • R&D products such as publications and methodologies,
  • the results and finally the impact of each of the Institute’s R&D projects.

Our institutional and financial partners

IIEP’s goal is to enable States to develop and implement more efficient educational policies, in cooperation with national and international agencies. Many partners support our R&D activities.

 

IIEP’s R&D team: Openness and collaboration

Our Institute relies on a pool of dozens of researchers around the world. Among them, resident researchers at IIEP coordinate the R&D programmes from the Paris head office and our offices for Latin America in Buenos Aires and for Africa in Dakar. Our research mission is developed in close collaboration with national research centres and local researchers, thereby contributing to capacity building and development of South-South collaboration.
