Igor Ganshin

Mr Ganshin currently holds the position of Director of the International Cooperation Department of the Ministry of Science and Higher Education of the Russian Federation. Before joining the International Department of the Ministry in 2014, he was a Professor at the Saint Petersburg State University of Economics (2010–2014). From 2014 to 2017 he worked as Deputy Director of the International Department of the Ministry of Education and Science of the Russian Federation.

Mr Ganshin graduated from the Moscow Aviation Institute, named after S. Ordzhonikidze, in 1988 with a degree in Aircraft Radio Electronics and the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation with a degree in International Relations in 2012.

He started his professional career as an Engineer at the Research Institute of Applied Mechanics and Electrodynamics of the Moscow Aviation Institute named after S. Ordzhonikidze. Igor Ganshin has great working experience in the field of education and science, acquired at the Ministry of Science, Higher Education and Technical Policy of the Russian Federation and the Ministry of Science and Technology of the Russian Federation. He later held the position of Deputy Head of the FSUE “Research Institute “Voskhod”.

Mr Ganshin has been working at the Russian Diplomatic and Consular Russian Institutions in China for many years. He served as a Vice-consul of the General Consulate of Russia in Shanghai, as well as Second Secretary and Adviser at the Consulate of Russia in the People’s Republic of China.

Mr Ganshin has a PhD in historical sciences, he is fluent in English and Chinese. He is an Honorary Worker of Higher Professional Education of the Russian Federation and has a class rank of actual state Adviser of the Russian Federation of the 3rd class.
