Under the overall authority of the Assistant Director-General, Natural Sciences (ADG/SC), guidance from the Director of the Division of Water Sciences (DIR/SC/HYD) and Secretary of the Intergovernmental Hydrological Programme (IHP) and direct supervision from the Chief of Hydrological Systems and Water Scarcity (HSS) section, the incumbent is responsible for providing thematic coordination, implementation, monitoring and support research and analysis of  activities related to hydrological processes and extremes, water scarcity and climate change in accordance with the IHP strategic Plan and as outlined in the C4/ C5 priority areas and 2030 development agenda, Sendai Framework and Paris agreement.

In particular, the incumbent will:

Long Description

  • Contribute to the implementation and monitoring of IHP activities both regular programme and extra-budgetary projects related to hydrological processes, extremes, water scarcity and climate change in close partnership with relevant Category 2 Centres and Chairs, and UNESCO field offices.  Provides regular monitoring and prepare reports of the implemented Regular Programme/Extrabudgetary (RP/EXB) activities under the thematic responsibilities.
  • Provide technical support in the development of tools and methodologies such as flood and drought early warning systems, and climate resilient water management approaches in close partnership with relevant Category 2 centers and chairs, and UNESCO field offices.
  • Facilitate and support research, networking, and capacity building programmes to assist IHP national committees and member states on the implementation of IHP programme priorities related to hydrological processes, extremes, water scarcity and climate change.
  • Provide thematic and technical support to organize scientific events, exhibition and outreach activities and processes and prepare meeting report and provide editorial support. Provide support for drafting, reviewing papers synthesis report, preparing brochures and conference flyers when necessary.
  • Promote dissemination of products and publication to member states, UNESCO water family and other stakeholders.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced university degree (Master's or equivalent) in the field of hydrology, water resources or, soil and water management or related earth sciences.

 

Work Experience

  • Minimum 2 years of relevant professional experience in the areas of water resources research, hydrology and or soil water balance modelling of which preferably 1 year acquired at the international level.
  • Scientific and technical knowledge of flood and drought monitoring and early warning systems.
  • Relevant scientific publications related to hydrology, soil water balance model, climate scenarios and adaptation strategies.

     

Skills and competencies

  • Excellent drafting skills: ability to produce reports and papers on scientific, technical, and strategic issues.

  • Ability to carry out quality research and produce knowledge products related to hydrological processes, extremes, water scarcity and climate change.

  • Ability to provide technical and thematic contribution to scientific meetings, training courses and workshops on hydrological processes, flood and drought monitoring and early warning systems.

  • Excellent interpersonal skills, ability to work in a multicultural environment and foster team cooperation.

  • Ability to work under pressure in a complex and changing environment.

 

Language

  • Excellent knowledge (written and spoken) of English.

DESIRABLE QUALIFICATIONS

 

Education

  • Advanced University degree (PhD) in the field of hydrology, soil water balance modelling, land and water management or related field in the earth sciences.

 

Skills and competencies

  • Understanding of hydrological modelling and climate scenarios and flood and drought monitoring and early warning systems, and remote sensing for water resources management.
  • Experience in the planning and organization of training sessions and technical workshops and seminars focusing on hydrological processes, climatic scenarios and water resources assessment, flood and drought monitoring, early warning systems in developing countries.

 

Languages

  • Working knowledge of French.  
  • Knowledge of other official UNESCO languages (Arabic, Chinese, Russian or Spanish).
