OVERVIEW OF THE FUNCTIONS OF THE POST

 

Founded in 1964 by the late Nobel Laureate Abdus Salam and located in Trieste (Italy), the Abdus Salam International Centre for Theoretical Physics (ICTP) seeks to accomplish its mandate by providing scientists from developing countries with the continuing education and skills that they need to enjoy long and productive careers.

 

The purpose of this position is to be responsible for all Technical Facility Management and act as reference point for all technical and work and building related safety measures and issues at the ICTP campus.

 

Under the direct supervision on the Senior Operations Officer, the incumbent prepares budget plans and is responsible for the preparation and completion of approved projects in order to maintain and improve facilities and infrastructure on the campus. The incumbent is responsible for all budgets related to facility management, and is responsible for all projects in the area of (extra-ordinary) maintenance, safety and security. The incumbent supervises the Technical Service and Maintenance Team which performs mainly ordinary maintenance tasks. The responsibilities include:

Long Description

  • Draft budget plans for the facilities of ICTP for the medium and short term. Act as Allotment Holder for the approved budget plans. Propose and implement a thorough programme with constant verification of results and monitoring of expenditures. Ensure that all UNESCO rules and procedures are applied. Collaborate closely with Procurement and the Certifying Officers.
  • Act as Project manager of large technical projects in order to improve or maintain facilities, infrastructure and systems (e.g. security systems, centralized fire alarm systems, heating and air-conditioning systems, solar energy systems). Ensure that the energy efficiency of the buildings is improved and all forms of environmental impacts and running costs are reduced. Draft project plans and present them to the Supervisor. Perform all activities in order organize approved projects and follow them through to their completion.
  • Oversee the work safety on the campus and establish processes and operating procedures to ensure personnel are working safely and are trained to monitor and manage safety at their workplace. Propose preventive actions and projects. Represent the organization in meetings with suppliers and ensure that suppliers respect all applicable safety requirements. Act as the focal/key point for any emergency preparedness and oversee the preparation of emergency plans. Collaborate with external consultants in security matters, risk management and prevention and fire hazard prevention.
  • Provide guidance on all facility matters and supervise the Technical Service and Maintenance Team.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced university degree (Master's degree or equivalent) in facilities management, engineering (preferably electrical or mechanical engineering), logistics, or other related fields. A first-level university degree in combination with an additional two (2) years of qualifying professional experience may be accepted in lieu of the advanced university degree.

 

Work Experience

  • Minimum of two (2) years of relevant professional experience in engineering, facilities management, logistics experience, or other related fields.
  • Working experience in building engineering systems, with practical involvement in the procedures required to implement operational routines for large buildings.

 

Skills and competencies

  • Demonstrated ability to organize and prioritize workloads and to work under pressure to deadlines.
  • Ability to read and interpret construction blueprints, specifications, drawings, maps, and/or other related technical documents, interpret and apply applicable laws, rules, and regulations.
  • Proven track record in analyzing and making sound recommendations on complex management and administrative issues, including identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of goals.
  • Ability to develop long-range renovation and maintenance schedules and estimating costs over time.
  • Skills in defining maintenance standards to assure continuous service ability of buildings and structures.
  • Ability to work independently under general guidance, and to exercise initiative and judgement.
  • Integrity, tact, discretion and the ability to work as part of a team in an international environment.
  • Initiative and effective problem solving skills.
  • Good knowledge of standard computer hardware and software applications.
  • Demonstrated ability to communicate effectively (both written and oral).

 

Languages

  • Excellent knowledge (spoken and written) of English.

DESIRABLE QUALIFICATIONS

 

Work Experience

  • At least one (1) year of relevant working experience acquired at international level.
  • Experience leading and managing small to medium teams.

 

Languages

  • Knowledge of Italian.
  • Knowledge of another official UNESCO language (Arabic, Chinese, French, Russian, Spanish).
