OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General for Natural Sciences, and under the overall supervision of the Director of the Division of Water Sciences, under the direct supervision of the Chief of the Section of Groundwater Systems and Settlements (HYD/GSS), the incumbent will support, from a managerial and technical point of view, the execution of the large portfolio of Extrabudgetary project of the HYD/GSS section. In particular, S/he will:

  • Develop comprehensive and consolidated workplans for the projects, in close collaboration with the UNESCO field offices and with the project steering committees and ensure adequate monitoring of the projects and coordinate the evaluations, in line with UNESCO rules and regulations and with the Donors’ requirements.
  • Prepare detailed staffing plans for the projects and support the recruitment of the necessary positions.
  • Provide technical support for the preparation of project strategies, policy and operational development, including design and execution of research initiatives.
  • Provide technical advice for the design and implementation of activities within the projects.
  • Provide technical support for the implementation of the decisions and the resolutions emanating from the projects, the national authorities of the beneficiary countries.
  • Ensure technical backstopping for the programme and events and provide technical support to colleagues, Field Offices and diverse institutions as related to assignments and priorities.
  • Contribute to resource mobilization by playing an active role in funding and project proposal developments, submissions and follow-up.

REQUIRED QUALIFICATIONS

 
Education
  • Advanced university degree (Master or equivalent) in groundwater resources management, hydrogeology, earth sciences, engineering, water sciences or a related topic.
 
Work Experience
  • Minimum 4 years of relevant working experience in managing projects in the field of water sciences, of which preferably 2 years acquired at international/Intergovernmental/NGO level.
  • Experience in management of mid-sized projects.
 
Skills and Competencies
  • Excellent written and oral communication skills, including ability to draft, edit and produce reports on relevant issues.
  • Strong interpersonal skills.
  • Ability to work in a team and to maintain effective working relationships in a multidisciplinary and multicultural environment.
  • Close attention to detail and quality of work.
  • Ability to collect, consolidate, synthesize and analyze information from various sources.
  • Excellent project management and coordination skills, including organizing international seminars and conferences.
  • Strong IT skills, including with Microsoft Office software.
  • Result Based Management and Result Based Budgeting.

 

Languages

  • .Excellent knowledge (spoken and written) of English and/or French and good knowledge of the other language.

DESIRABLE QUALIFICATIONS

 

Education

  • PhD in Hydrology/Engineering/Water Resources Management.
  • Specific training on groundwater.
  • Training in project management.

 

Work Experience

  • Experience in the management of the Global Environment Facility (GEF) funded projects.
  • Work experience with specialized agencies of the UN system and/or professional NGOs and/or organizations for scientific data and technical cooperation.
  • Experience with SAP finance systems.

 

Languages

  • Good knowledge (written and spoken) of Spanish.
  • Knowledge of another official language of UNESCO (Arabic, Chinese or  Russian).
