OVERVIEW OF THE FUNCTIONS OF THE POST
Under the direct supervision of the Head of Office in UNESCO Phnom Penh Office, in consultation with UNESCO Regional Bureaus and the Natural Sciences Sector, specifically the Division of Earth Sciences and relevant sectors at HQ, and in coordination with the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector project's (CAPFISH-Capture project) Chief Technical Advisor (CTA), the incumbent will provide coordination, technical assistance and management support for implementation of the UNESCO Phnom Penh Office’s Extrabudgetary project on “Tonle Sap Biosphere Reserve”.
Long Description
In particular the incumbent will:
- Support the overall management of the project, including facilitating timely implementation of project activities, preparing project work-plans, progress reports, and budgetary financial reporting. Prepare project procurement, and visibility communication strategies.
- Coordinate with donors, EU and FAO, to fulfill reporting requirements in a timely manner.
- Provide technical assistance for coordination and management of the high-level Tonle Sap Biosphere Reserve Coordinating Committee TSBR-CC. Support smooth functioning of the secretariat of the high-level TSBR-CC, including effective relationship and data-management for the TSBR’s activities.
Long Description
- Liaise with national partners, UNESCO’s regional and global teams, development partners, and relevant stakeholders, to provide assistance in determining project progress, identifying barriers, and supporting timely implementation of project activities.
- Support in identifying experts and partners, including preparing Terms of Reference and providing technical assistance for subject-expert missions, assessments and studies.
- Manage and conduct field-level missions, in consultation with subject-experts, officials, and relevant project partners to undertake assessments, establish baselines and provide technical assistance for improving management of the lake.
Long Description
- Maintain and strengthen strategic partnerships, including with academic institutes and universities, with stakeholders working at the Tonle Sap Biosphere Reserve, to support better coordination of activities at the lake, and promote environmental conservation and sustainable development, in line with UNESCO’s Man and the Biosphere MAB frameworks.
- Organize and coordinate workshops, conferences and consultative meetings, to connect TSBR with the global MAB frameworks, facilitate knowledge exchange, promote awareness about the TSBR, and strengthen consultative process for implementation of TSBR management plans.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (Master’s or equivalent) in the relevant field such as natural resource management, environmental studies, development economics, public policy or related a social sciences field.
Work Experience
- Minimum of 2 years of professional experience in the areas of the Natural and environmental sciences and in development economics, public policy.
- Experience in project management, notably in designing, planning, developing, monitoring and implementing projects in the natural and environmental sciences, and/or disaster risk reduction and climate change.
Skills and competencies
- Ability to work in a multicultural team and environment.
- Excellent interpersonal and communication skills written and spoken.
- Ability to maintain partnerships and fundraising in the area of the natural and environmental sciences, and/or climate change.
- Strong IT skills including knowledge of standard office software.
Languages
• Excellent knowledge of English (written and spoken).
DESIRABLE QUALIFICATIONS
Education
- University degree in natural resource management and/or development studies or management.
Work Experience
- Relevant experience working in a coordination role, dealing with governments, development partners and engaging various stakeholders.
- Experience working on natural resource management projects is desirable.
- Experience acquired at the international level.
Skills and competencies
- Ability to coordinate projects in a complex environment.
- Knowledge of UNESCO’s Natural Sciences programmes and global priorities.
- Knowledge of the implementation of the 2030 Sustainable Development Agenda and UN’s sustainable development frameworks.
- Ability to interact with a wide range of high–level partners.
- Good fund-raising and resource mobilization skills.
