OVERVIEW OF THE FUNCTIONS OF THE POST

Background Information

The Education Sector in Lebanon has and continues to face several shocks. From the Syrian crisis’ impact, which doubled the number of children enrolled in Basic Education and overstrained the system; to the current economic collapse of the country, that is affecting every sector and household. The COVID-19 pandemic has also caused significant school and learning disruption across the country, exacerbating existing vulnerabilities and causing learning loss. On top of this multi-layered crisis, the Beirut Post explosions of August 2020 caused major damaged to the education sector, both infrastructural and social-emotional. In light of all these challenges, Lebanon needs significant support to counter the impact of these many challenges.

The UNESCO Lebanon Education Programme aims to support Lebanon in mitigating the impact of these multiple crises and to provide the Ministry of Education and Higher Education with the needed technical support in multiple areas of work, in the aim of improving the provision and quality of education across sectors.

More specifically, UNESCO’s Li Beirut Initiative aims to enhance education at the heart of the recovery process following the Beirut Port blasts. Moreover, UNESCO Beirut will provide upstream support to the Ministry of Education and Higher Education to implement, monitor and report on the progress of the Five Year Plan, while also advancing on the Education 2030 Agenda, to meet Lebanon’s commitment to SDG4. In fact, UNESCO Beirut, with support from IIEP, has provided technical assistance to MEHE to develop its Five Year General Education Plan 2021-2025 that is anchored under the overall umbrella of SDG4. In the coming 2 years, UNESCO will play the role of MEHE’s technical partner in implementing this national plan.

In this context, UNESCO is recruiting an Education Project Officer to lead the implementation of several projects and to support related LiBeirut Initiative.

Long Description

Under the overall authority of the Director of the UNESCO Regional Bureau for Education in the Arab States and the direct supervision of the National Professional Officer, the Education Project Officer shall be responsible for contributing to UNESCO’s lead coordinating role of Lebanon Five Year General Education Plan and supporting the implementation of LiBeirut Initiative.  S/he will be expected to perform the following essential duties:

Long Description

  • Project Management:
    • Provide overall and day to day coordination to assigned projects and activities;
    • Regularly update project implementation plans (objectives, targets reached and progress rates, timeline and detailed implementation schedules, etc.);
    • Follow up to ensure timely implementation and efficient performance of vendors and sub-contractors;
    • Review, archive, and keep record of all communications and documentation related to the project;

 

  • Monitoring and Reporting:
    • Track the progress of the assigned projects and prepare periodic progress reports, including technical and financial progress reports, and briefing/progress reports to donors. Reports should show ongoing progress and results on agreed-upon targets and expenditures over time;
    • Contribute to preparing semi-annual reports and final narrative reports, highlighting achievements, results, challenges faced, lessons learnt, and recommendations for future action or intervention;

Long Description

  • Communication and Coordination:
    • Follow up with the communication officer and other relevant colleagues on the implementation of the communication plans of the assigned projects;
    • Ensure that visibility requirements and guidelines of UNESCO, donors and project partners are respected and followed in events and in written, audio-visual, or any other materials;
    • Coordinate and support the organization of visibility events and activities related to the projects, including coordination with different stakeholders, event logistics, preparation of visibility materials, etc.;
    • Maintain continuous and regular communication with implementing partners (such as contractors, consultants, partner NGOs, etc.) throughout the projects’ life cycle;
    • Maintain an online and offline record of all documents and materials related to the projects.

REQUIRED QUALIFICATIONS

Education:

Advanced University degree (Master's or equivalent) in Education or development studies and/or related fields in Human Sciences.

 

 

Work experience:

Minimum 4 (four) years of relevant professional experience in project or programme management, coordination, administration or a related area.

Competencies and skills:

  • Excellent written and oral communication skills.
  • Excellent organizational ability to manage priorities.
  • Excellent interpersonal skills and ability to build trust-based relationships with colleagues at all levels and with partners.
  • Ability to work in a multicultural team with sensitivity, high sense of confidentiality and respect for diversity.
  • Ability to identify and analyses issues; problem solving and solution oriented.
  • Capacity to adjust work schedules and meet tight deadlines, as well as strong IT skills.

Languages:

Excellent knowledge (written and spoken) of English and Arabic.
