OVERVIEW OF THE FUNCTIONS OF THE POST

Global Citizenship Education (GCED) and Education for Sustainable Development (ESD) are integral parts of UNESCO’s vision of the transformative power of education.  Both seek to empower learners to make  informed, well considered and responsible decisions and work towards more  peaceful, just and sustainable societies that value diversity of all kinds.  GCED and ESD promote holistic approaches through clear learning content and expected outcomes, innovative pedagogy and learning by doing.  Whole-school approaches are at the foundation of efforts to engage communities in achieving sustainable and equitable development.
Currently, heightened global interest in addressing sustainability challenges through education places ESD and GCED at the center of the 2030 Sustainable Development Agenda, and recognizes both approaches as key enablers of sustainable development and an integral element of quality education. Target 4.7 of Sustainable Development Goal 4 of the Agenda2030 seeks to “ensure that all learners acquire the knowledge and skills needed to promote sustainable development, including, among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and non-violence, global citizenship and appreciation of cultural diversity and of culture’s contribution to sustainable development.”
Global citizenship education (GCED) is a holistic approach to education that aspires to teach learners to embrace diversity, to be empathetic and to act responsibly at the local, national and global levels for a more peaceful and sustainable world.  GCED is a strategy for strengthening values related to inclusion and equality, and a vehicle to discuss on how children and youth participate in the decisions that affect their lives, empowering them through human rights and a broader sense of belonging to a common humanity. This approach is especially important to ensure the inclusion of those who are frequently excluded from political processes and promotes stronger representative democracy and participation.  At global level, UNESCO has produced multiple guidance documents and materials related to GCED, and currently works at regional and country levels in areas related to curriculum development learning evaluation, teacher training and pedagogical strategies.  
 

Long Description

Countries in Latin America and the Caribbean (LAC) have reaffirmed their commitment to advance policies towards achieving the SDG 4 - Education 2030 Agenda through various global and regional   consensus building processes.  The Buenos Aires Declaration affirmed during the I Regional Meeting of Education Ministers of Latin America and the Caribbean (January 2017) and the  related Regional Roadmap adopted by countries in 2018 address the region's main educational challenges and include specific commitments to ESD: “We will design and implement comprehensive programs of Education for Sustainable Development and Global Citizenship Education (GCED), which are crucial for the acquisition of values and attitudes related to human rights, gender equality and a culture of peace, non-violence and coexistence; for the protection of the environment and life on the planet; and to face the challenges of climate change.“ 
Entrusted by Member States as the coordinator of the implementation efforts of the SDG-E2030 Agenda, and the regional component of the new global framework on Education for Sustainable Development (ESD for 2030), OREALC/UNESCO Santiago supports Member States in their full implementation of the Road Map These efforts require close collaboration with other UNESCO field offices in the region and beyond, as well as Headquarters.  The multisectoral nature of the challenges in both the ESD and GCED agendas make the participation of civil society, academia, youth and other partners imperative. 
 

Long Description

Scope of the assignment:
Under the overall authority of the Director of OREALC/UNESCO Santiago and supervision and guidance from the head of the Transformative Education Section, , the incumbent will undertake the following activities with the aim of strengthening UNESCO formulation and implementation of ESD and GCED related policies, programmes and initiatives in the region.
•    Lead and coordinate UNESCO Santiago’s participation and engagement in regional activities and processes related to ESD and GCED in the region.
•    Support UNESCO Field Offices to promote, lead and coordinate activities and processes related to ESD and GCED in their respective countries.  
•    Facilitate participation of Member States, academia, civil society and activist partners from Latin America and the Caribbean in ESD and GCED activities and processes in other regions and at global level
•    Ensure continuity of UNESCO Santiago´s engagement on GCED and ESD activities through coordination and consultation with regional and national partners in Latin America and the Caribbean region.   
•    Provide backstopping support to UNESCO San Jose in implementation of the AECID project on global citizenship education and teacher training in Central America 
•    Develop an organizational regional strategy for UNESCO to promote the expansion and strengthening of ESD in Latin America and the Caribbean and a resource mobilization plan to support it. 
•    Facilitate and strengthen partnerships with other UN system agencies working on education for sustainable development, global citizenship education and related issues.  
•    Development of technical and policy documents as needed.
•    Other tasks as required.

REQUIRED QUALIFICATIONS

•    Education:  Advanced degree in education, social or environmental sciences
•    Professional experience:  At least six years relevant experience in Latin America and the Caribbean, with a focus on education for sustainable development, global citizenship education, and/or related education issues 
•    Of these years, at least 3 years’ experience in the education for sustainable development, global citizenship education or related areas in one of these sectors:  United Nations System, Government Ministry or Civil society 
•    Excellent communication skills in Spanish and English (written, oral, presentation). 
•    Independence, initiative, team-awareness and practical focus for the identification, monitoring and timely fulfillment of tasks. 
•    Flexibility and commitment to finding solutions in distance-working arrangements, as needed.
•    Only candidates with Chilean nationality and/or permission to work in Chile will be considered. 

DESIRABLE QUALIFICATIONS

•    UNESCO experience is highly desirable.  
•    Successful experience in resource mobilization (proposal development)
•    Experience in management of consultative and participatory processes among varied stakeholders.
