A rapid assessment of the inclusive open and distance learning solutions for students with disabilities in Rwanda and Mauritius

This analytical report highlights a very important topic for the world and for society: inclusive education as a significant issue in the context of the global Education 2030 Agenda and special education to safeguard the rights and interests of persons with disabilities. The core content of this report is based on the rapid assessment of two countries of the African region, namely Rwanda and Mauritius.

UNESCO has been advocating for the global community to work together to find ways to remove barriers to learning for persons with disabilities and to provide them with appropriate conditions for equal access to education. With technological developments, the inevitable move towards digitalization of education and open and distance learning (ODL) solutions, supported by information and communication technology (ICT), gives impetus, potential, and hope for a more inclusive, equitable, and quality education for students with disabilities.

UNESCO IITE together with UNESCO International Institute for Educational Planning (UNESCO IIEP) produced this report, in the context of the Global Programme Supporting Disability Inclusive Covid-19 Response and Recovery at National Level supported by the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) Multi Partner Trust Fund.
