Under the overall authority of the Director of the Internal Oversight Service (IOS) and the direct supervision of the Head of Evaluation, the incumbent will assist the Evaluation Office’s efforts in providing evaluation driven evidence-based advice on the improvement of UNESCO’s activities/programmes/projects as per scheduled long-term (C/4) and short-term (C/5) evaluation plans.


More specifically, the incumbent will:


Be responsible for the Evaluation Office’s contribution to the evaluation of activities financed from regular and extrabudgetary sources, in particular:

  • Manage/conduct corporate evaluations of UNESCO programmes and policies that are impartial, independent, credible and meet professional standards in line with the UNESCO Evaluation Policy and UN Evaluation Norms and Standards. 
  • Identify, supervise and manage evaluation consultants.  
  • Contribute to continuous methodological improvements and the development of guidelines and procedures to be applied by evaluators in assessing programmes results of activities. 
  • Contribute to the strengthening of the decentralized evaluation function by providing advice and backstopping to evaluation focal points and decentralized evaluation managers. 
  • Be responsible for communicating evaluation findings and recommendations in the most adequate format and channels to the different audiences.
  • Conduct practical training of evaluation focal points, Field Office and Secretariat staff members.
  • Participate in meetings, workshops and other discussion fora to establish a dialogue on evaluation results.
  • Support the presentation of evaluation and other Office reports to governing bodies including the Executive Board.
  • Oversee the implementation of evaluation recommendations and the appropriate integration of lessons learned in programme activities of the Organization.
  • Participate in working groups of the United Nations Evaluation Group (UNEG).

  • Advanced university degree (Master's degree or equivalent) in social sciences or a related field.


Work Experience

  • Minimum of 4 years of relevant professional experience, of which preferably 2 years acquired at international level, with at least 3 years related to conducting and/or managing programme and project evaluation.


Skills/ Competencies

  • Proven project/programme management and coordination.
  • Ability to establish links between the Organization strategies and the achievement of the IOS objectives and to identify key issues and opportunities.
  • Excellent written and oral communication skills, with proven ability to draft clearly and concisely high-quality communication and reports for different audiences.
  • Proven team coordination and management skills with ability to maintain effective working relationships in a multicultural environment. 
  • Excellent interpersonal and negotiation skills, as well as ability to network with a range of partners and other stakeholders.
  • Proven ability to work independently and with minimum supervision.
  • Result-oriented approach and willingness to learn.
  • Good level of IT skills (MS Office, use and maintenance of database and tracking system, web-based applications).



  • Excellent knowledge (oral and written) of English and French.




  • Other degrees relevant to or training in evaluation principles and practices, with a particular emphasis on developing and monitoring performance indicators, theory of change and recommendations follow-up.


Work Experience

  • Experience and or familiarity with one or more of UNESCO’s programmatic sectors or UNESCO’s Global Priorities (Africa and Gender Equality). 
  • Familiarity with the work and general functioning of the international organizations of the UN System.


Skills/ Competencies

  • Familiarity with software packages for quantitative data analysis (e.g SPSS), qualitative data analysis (Nvivo) and data visualization (Tableau). 



  • Knowledge (oral, written, comprehension) of another official language of UNESCO (Arabic, Chinese, Russian and Spanish).
