Update on the Process of Defining National SDG 4 Benchmarks

The Education 2030 Framework for Action calls on countries to establish “appropriate intermediate benchmarks (e.g. for 2020 and 2025)” for the SDG indicators, seeing them as “indispensable for addressing the accountability deficit associated with longer-term targets” (§28).

On August 4th, UNESCO invited countries to submit their national benchmark values for 2025 and 2030 for each of the seven global and thematic benchmark indicators as their national contribution to the SDG4 progress.  The background information is described in the document presented to TCG8 in October 2021.

The figure below summarizes the 6 possible statuses of countries’ submissions:

  1. No plan
  2. Plans without targets defined
  3. Plans with targets defined
  4. Regional Frameworks (EU, CARICOM) have minimum target value for countries in the region
  5. Pending submission
  6. Submitted
