OVERVIEW OF THE FUNCTIONS OF THE POST

 

I. Background:

UNESCO’s Strategy on Education for Health and Wellbeing highlights two strategic priorities: 1) to ensure that all children and young people benefit from good quality, comprehensive sexuality education that includes HIV education; 2) to ensure that all children and young people have access to safe, inclusive, health-promoting learning environments. The organization works through teams located at global, regional and country levels to take forward activities that are culturally appropriate, gender-transformative and evidence-based.

Within the scope of the aforementioned strategy, UNESCO’s Section of Health and Education co-convenes a Global Partnership Forum on Comprehensive Sexuality Education with UNFPA. UNESCO and UNFPA host the Secretariat of the Global Partnership Forum on CSE which has over 50 member organisations and has the goal of advancing research, promoting good practice, enhancing collaboration, and overcoming challenges on the journey towards CSE. Thus far, the Forum has hosted a series of 12 webinars for its members on different thematic topics, with a range of inputs from members. The Global Partnership Forum on CSE, functioning since December 2020, is aiming to have a more public-facing presence and produce knowledge management products on CSE for use by policy makers, practitioners and young people around the world. Currently, the Partnership Forum has a logo and agreed branding, but has not yet undertaken any external communications.

II. Purpose of the contract:

UNESCO is seeking a professional consultant, with expertise in communications, to support the Secretariat of the Global Partnership Forum on CSE to develop its public communications and enhance knowledge management and sharing of content. The consultant will provide strategic advice as well as producing and editing both written and audio-visual content.

III. Duties and responsibilities:

The consultant will contribute to the global image building, branding and knowledge management of the Global Partnership Forum on CSE by taking responsibility for providing inputs or leadership on specific tasks related to the following areas of work:

1.    Develop and execute a clear communications strategy leveraging the members’ existing communication channels, and associated workplan for the Partnership Forum for 2022
a.    Propose and develop channels of external communication for the Partnership Forum, communications products and compelling calls to action
b.    Develop and deliver on SMART outcomes

 

2.    Lead the planning and development of high-quality, high-impact, creative and engaging content (graphics, audio-visuals, animations, and others) on CSE for different digital platforms and audiences 
a.    Transform technical content on CSE into public and social media-friendly language to increase engagement from various sets of audiences, e.g. 1) parents/teachers/young people, 2) government officials from Education/health ministries, 3) faith-based organisations) 

3.    Editing, branding and uploading of short videos from webinar recordings, in close consultation with the Secretariat Team:
a.    Review all recordings from the monthly meetings of the CSE Partnership Forum and select short clips
b.    Edit and brand clips appropriately with inputs from the Secretariat Team 
c.    Propose and implement a dissemination plan for the clips 

 

 

IV. Deliverables:

The consultant will work as part of the UNESCO & UNFPA joint Secretariat team and can be based anywhere in the world. The consultant will work remotely. 

The consultant will report to the Programme Specialist, within the Section for Health and Education at UNESCO, responsible for the Global Partnership Forum on CSE. UNFPA representatives, as co-Secretariat of the Partnership Forum, will also provide inputs (alongside UNESCO) as will the Advisory Group of 8 people.  

Payments will be linked to specific deliverables as below:
•    Communications strategy for the Global Partnership Forum on CSE that addresses its objectives (Jan-Feb 2022)
•    Associated communications workplan for 2022 (Jan-Feb 2022)
•    Dissemination plan for knowledge products and other content (Mar 2022)
•    A series of high-quality, high-impact, creative and engaging content on CSE for diverse social media and web platforms and audiences (Mar-Apr 2022)
•    Edited and branded knowledge management video clips of highlights from webinar recordings (approximately 12 webinars) (Mar-May 2022)
•    Development of, and ongoing updates of social media collaterals for the Forum, including follow-up with members’ communications focal points (Feb-May 2022)

REQUIRED QUALIFICATIONS

 

EDUCATION
University degree (equivalent to Masters or higher) in communications, digital media, design, marketing or related field

WORK EXPERIENCE
5+ years of relevant post qualification experience in a professional setting in communication, digital marketing, broadcast, and/or new media, including managing social media channels with significant followings. Experience of working with the UN is highly desirable. 

LANGUAGES
Fluency (oral and written) in English. Ability to communicate in French or Spanish is a significant asset. 

 

 

SKILLS/COMPETENCIES
-    Thorough professional knowledge and experience on one or more of the following: messaging and communications on sexuality, health or sexual and reproductive health and rights, education for health and well-being;
-    High level of skills in graphic design, video editing, and social media;
-    Strong experience and understanding of audience segmentation, appropriate tools and media to use per segment, and a clear understanding of development work;
-    Demonstrated track record of developing successful, compelling social media campaigns that achieve strong engagement among multiple target audiences
-    Proven ability to write engaging, flawless social media copy on tight deadlines.
-    Strong creative disposition and demonstrated ability to stay ahead of the curve in terms of digital trends.
-    Good communication and interpersonal skills 
-    Ability to work independently, be proactive, prioritize and deliver to deadline with good attention to detail, as well as work under pressure.
