Issue-based Coalitions for the Europe and Central Asia region

Issue‐based Coalitions act as regional task forces to facilitate improved cooperation between different UN agencies and their partners. The Regional UN System Meeting has set up 6 Issue-based Coalitions, clustered around cross-cutting policy issues:

  • Issue-based Coalition on Health,
  • Issue-based Coalition on Gender Equality,
  • Issue-based Coalition on Youth and Adolescents,
  • Issue-based Coalition on Social Protection,
  • Issue-based Coalition on Large Movements of People, Displacement and Resilience,
  • Issue-based Coalition on Environment and Climate Change.

What is the role of Issue-based Coalitions?

Led by one or several agencies, these broad, multi-partner coalitions coordinate the UN response to cross-cutting challenges in the region, help realize synergies among related areas of work of different UN entities, and serve as platforms to reach out to non-UN stakeholders. Through regular meetings, the coalitions coordinate their cross-sectoral activities and develop plans for joint action (e.g. interagency guidance notes, common position papers, side events at intergovernmental meetings).

The work of the Issue-based Coalitions is guided by the Regional UN System Meetings, which decide over the establishment of new coalitions and review the work of existing coalitions.

Issue-based Coalition on Environment and Climate Change

The Issue-based Coalition on Environment and Climate Change provides a regional platform for UN agencies to (i) promote coordinated support to all Member States in Europe and Central Asia in their implementation of the 2030 Agenda and (ii) support UN Country Teams in the Europe and Central Asia region on environmental and climate change issues. The Coalition, active as of January 2020, addresses activities dedicated to strengthening environmental and climate change governance, improving environmental management and climate change mitigation and adaptation, and promoting sustainable management of natural resources.

Co-Chairs: UNEP, UNESCO and UNECE

Members: FAO, ILO, IOM, ITU, OHCHR, UN Habitat, UN Women, UNDP, UNDRR, UNECE, UNEP, UNESCO, UNFCCC, UNICEF, UNOPS, WFP, WHO and WMO. (The Coalition is open to all UN agencies, funds and programmes. Related entities working at the regional level on environment and/or climate change may also be invited.)

Focus areas: The Coalition’s work is based around 3 pillars:

  • Strengthening environmental governance and implementing the SDGs and the 2030 Agenda for Sustainable Development
  • Supporting countries in the environmental dimension of UN Sustainable Development Cooperation Framework (UNSDCF) and Common Country Analysis (CCA) processes 
  • Monitoring and reporting on the environmental and climate change dimension of SDGs:

Activities for 2020: The workplan is being elaborated with members of the Coalition and the Resident Coordinators in the programme countries  in Europe and Central Asia.
