Strengthening Media Self-Regulatory Mechanisms in Timor-Leste

How?

The project aims to strengthen the self-regulatory of the media in Timor Leste, in particular through building the capacity of the Conselho de Imprensa de Timor-Leste (Timor Leste Press Council), and in the long term to foster an enabling environment for sustainable, free, independent and professional media in the country as crucial contributors to a democratic society.

The project will address various challenges facing self-regulatory mechanisms in the country through capacity building activities such as peer-to-peer training with international or regional experts, enhancing the knowledge of the Timor-Leste Press Council in the effective management and daily operation of a press council. It will also collaborate with local universities in the training of future Timor-Leste journalists and journalism students on the role of self-regulation including building their capacity to produce quality journalism.

Furthermore, the project will improve the sharing of good practices and experience with established regional and international press councils in a South-South and North-South modality. Also included in the project are awareness-raising activities on the role of self-regulatory mechanisms, dialogues on legal reform, and importance of free, independent and professional media through public symposiums, infographics, and animated videos. The project will be implemented with the support from The Netherlands.

The focus of the project is on:

 

Strengthening of self-regulatory mechanisms of the media in Timor Leste and in the long term to foster an enabling environment for a sustainable, free, independent, and professional media in the country.

 

Increasing the public awareness and understanding of self-regulation of the media and journalistic code of ethics.

Where:

The project is being implemented in Timor-Leste.

When:

     July 2017          June 2020    

 

Capacity building activities, including peer-to-peer training with experts from established international or regional press councils, to enhance the knowledge of the Members of the Timor Leste Press Council (TLPC) in the effective management and daily operation of a press council;

 

Capacity building activities, conducted together with TLPC and experts from established international or regional journalism schools, to train young Timor Leste journalists and journalism students on the role of self-regulation including building their capacity to produce quality journalism;

 

Sharing of good practices and experience with established regional and international press councils in a South-South and North-South modality in particular through participation at relevant international and regional events;

 

Awareness-raising activities on the role of self-regulatory mechanisms and importance of free, independent and professional media especially in conjunction with international days including public symposium, infographics, and animation videos.


The Kingdom of the Netherlands

The Dutch government wants to promote sustainable economic growth in developing countries. And it wants to work towards global stability and security and to foster human rights. It can best do so by focusing on the fields in which the Netherlands itself excels, for example water management and food security.

The four main themes of Dutch development cooperation policy are:

  • security and the rule of law;
  • water management;
  • food security;
  • sexual and reproductive health and rights.

In each of these four themes, issues such as equality for women, the environment and climate play an important role.

Conselho de Imprensa de Timor-Leste

The proposed implementation partner is the Conselho de Imprensa de Timor-Leste (Timor-Leste Press Council). It is the unique entity in Timor-Leste with the responsibility and mandate to self-regulate the media and press in the country. It was designated and established by the Media Law No.5 (2014).
