Open Educational Resources

Open Educational Resources (OER) are teaching, learning or research materials that are in the public domain or released with intellectual property licenses that facilitate the free use, adaptation and distribution of resources.

UNESCO believes that universal access to high quality education contributes peace, sustainable social and economic development, and intercultural dialogue. OER provides a strategic opportunity to improve the quality of education as well as improve policy dialogue, knowledge-sharing and capacity-building.

With the support of the Hewlett Foundation, UNESCO has been active in areas that promote OER. The UNESCO Education Sector focuses on monitoring and analyzing global progress in adopting OER as well as supporting the development of national OER policies through regional and national workshops. Current activities include:

  • Monitoring and assessing the 41 recommended actions of the 2017 Ljubljana OER Action Plan, stemming from the 2nd World OER Congress (September 2017)
  • Developing a set of global indictors to measure national adoption and impact of OER.
  • Drafting of the Guidelines on the Development of OER Polices publication (Q3 2018). This publication is a step-by-step guide to develop OER policy at the national and intuitional level. It provides guiding questions and examples to facilitate the deliberation on key elements of OER policy, steps associated with policy developments and issues for consideration in implementing OER policies.
