The OER Dynamic Coalition - launched by UNESCO on 2 March 2020 - has been established to support the implementation of the UNESCO OER Recommendation. It is composed of experts from Member States, with a focus on UNESCO National Commissions, IGOs, UNESCO Category 2 Centres, specialised institutions, civil society and the private sector.
The concept for the OER Dynamic Coalition originated from the Ministerial Statement delivered at the 2nd World OER Congress, which was signed by the 14 Ministers responsible for Education on the event’s Ministerial Panel. The OER Dynamic Coalition is also referenced in the Preliminary Report for the Draft Recommendation sent out to Member States in April 2019 and was endorsed by the Category 2 Meeting on the draft Recommendation, held on 27 and 28 May 2019.
The vision for the OER Dynamic Coalition is to expand and consolidate commitments to actions in the area of OER, and to promote and reinforce international cooperation among all relevant stakeholders.
The principles of gender equality, geographic distribution, and open and accessible participation for all stakeholders to contribute ideas, knowledge and information are guiding principles of the OER Dynamic Coalition.
The OER Dynamic Coalition is made up of four Working Groups dedicated to the first four Areas of Action laid out in the Recommendation, namely: capacity building, supportive policy, inclusive and equitable quality OER, and sustainability models. Its main role is to share necessary expertise, ensure networking and create synergies towards the implementation of each Area of Action.

Areas of Action in the Recommendation on OER
The Recommendation outlines five Areas of Action, namely:
- Building the capacity of stakeholders to create, access, re-use, adapt and redistribute OER;
- Developing supportive policy for OER;
- Encouraging inclusive and equitable quality OER;
- Nurturing the creation of sustainability models for OER; and
- Promoting and reinforcing international cooperation in OER.
The OER Dynamic Coalition embodies the fifth Area of Action of the Recommendation, i.e. ‘Promoting and reinforcing international cooperation’, and oversees the Working Groups of experts for each of the first four Areas of Action.
The four dedicated Working Groups focus on the sharing of information, and collaboration on joint areas of action , ensuring network and the creation of synergies.

Call for Joint Action: Supporting Learning and Knowledge Sharing through Open Educational Resources (OER)
In response to the massive disruption of education due to the Covid-19 pandemic affecting 1.57 billion learners in 191 countries, UNESCO has issued a Call to support learning and knowledge sharing through Open Educational Resources (OER) world. The Call is co-signed by Moez Chakchouk and Stefania Giannini, respectively Assistant Director-General for Communication and Information, and for Education at UNESCO, and encourages implementation of the OER Recommendation, which identifies actions in five main areas: Capacity building and use of OER; Developing supportive policy; effective, inclusive and equitable access to quality OER; Nurturing the creation of sustainability models for OER; fostering and facilitating international cooperation.
