Integrity assessments
An integrity assessment can encompass parts of the education system (e.g. primary, secondary or tertiary education) or the education system as a whole. To identify so called red flags and corruption risks in the education sector, different domains of educational planning and management can be analysed. These include financing, public procurement, recruitment and management of school or university staff, school/university admission and exams, credentials and diplomas etc.
The following steps are part of the assessment methodology:
- A desk review gathering important information on the area assessed including legislations, codes of conduct, national or international reports as well as academic and press articles
- In-depth interviews with the major stakeholders that are active in the education field, i.e. the Ministry of Education, representatives from decentralized bodies in charge of education, parent and teacher associations, textbook providers, anti-corruption agencies, civil society organizations and donor agencies
The analysis of the gathered information allows for the systematic identification of corruption risks and the formulation of concrete policy recommendations on how to improve integrity in each of the domains under analysis.
Over the past few years, the IIEP has been involved in assessment exercises in Serbia, Kosovo*, Ukraine, Georgia, and Guinea, and therefore has gained extensive expertise in the conduct of such exercises
