With financial support from the Global Partnership for Education (GPE), since 2020, the Ministry of Education and Training (MOET) has been developing a new 10-year EDSP 2021-2030. VNIES has been assigned as a national focal point whereas UNESCO has played a role of the Grant Agent. Throughout this process, the UNESCO International Institute for Educational Planning (IIEP) and UNESCO Office in Viet Nam have provided technical assistance for the Education Sector Analysis (ESA) and the new EDSP 2021-2030.

I would like to take this opportunity to express our sincere appreciation to the National Technical Team for the draft EDSP formulation, the list of Education Development Indicators and a wide reach to education stakeholders for review and comments. I also wish to thank IIEP for the overall methodology and technical assistance and, last but not least, truly appreciate UNICEF for having coordinated this valuable consultation.

Prof Le Anh Vinh, Director-General of VNIES and Head of the National Technical Team, delivered a comprehensive presentation of the draft EDSP. It covered key achievements in the last ten years as well as constraints and root causes thereof for addressing in the next ten years.

Ms Le Anh Lan, Education Specialist of UNICEF, presented all the consolidated written comments and inputs provided previously by ESG members and other stakeholders. The plenary session was then followed for further discussions and overall reflections from the National Technical Team, plus an indicative timeline going forward.

Previously, the traditional version of the EDSP had undergone various consultation processes including departments within MOET, line ministries and relevant agencies, provincial Departments of Education and Training, and universities. Comments and insights obtained through this final consultation would be crucial to the subsequent steps in ensuring the appropriate programmes and suitable monitoring indicators.

Following this workshop, the National Technical Team will finalize the draft EDSP for MOET’s submission to the government in the first half of 2022. Besides, the National Technical Team will include action programmes/priority programmes, an M&E framework, and elements of costing in annexes to the draft EDSP, to form what is known as the “detailed EDSP”.

Once the detailed EDSP is made available, expected in the third quarter of 2022, ESG members will provide a review using a standard checklist, which will serve as a basis for independent appraisal process as per the GPE Secretariat Guidelines.

We are truly grateful for all your valuable comments and guidance, both orally here today and those in written forms provided beforehand. They will help guide us in our further reviews and finalization of the draft EDSP and, more importantly, help ensure that we are all aligned on our overall mission towards an equitable, inclusive, sustainable quality education for all in Viet Nam.

Lastly, the National Technical Team was also committed to formulating the detailed EDSP for a dual purpose of ease of implementation going forward and compliance with GPE requirements, especially when it comes to the Multiplier Fund Application process./.

Tòa nhà Xanh Liên Hợp Quốc, Hà Nội, Việt Nam - Ngày 29 tháng 12 năm 2021 đã diễn ra hội thảo tham vấn về dự thảo “Chiến lược phát triển giáo dục giai đoạn 2021-2030, tầm nhìn đến 2045” theo hình thức kết hợp trực tuyến và trực tiếp. Dưới sự chủ trì của UNICEF (Cơ quan điều phối chung) và UNESCO (Cơ quan quản lý nguồn vốn), sự kiện quy tụ các nhà lãnh đạo và đại diện của Nhóm công tác ngành giáo dục (ESG), Tổ Kỹ thuật của Viện Khoa học Giáo dục Việt Nam (Viện KHGDVN), các tổ chức của người khuyết tật, cộng đồng những người LGBTQI+, Nhóm Cố vấn Thanh niên Liên Hợp Quốc (Youth Advisory Group for the UN) và Mạng lưới Thủ lĩnh Thanh niên (Youth Champions).

Với sự hỗ trợ tài chính từ Tổ chức Đối tác Toàn cầu về Giáo dục (GPE), từ năm 2020, Bộ Giáo dục và Đào tạo (Bộ GD&ĐT) đã tiến hành xây dựng Chiến lược phát triển giáo dục giai đoạn 2021-2030, tầm nhìn đến 2045. Viện KHGDVN được giao làm đơn vị đầu mối và UNESCO đóng vai trò là Cơ quan quản lý nguồn vốn. Trong suốt quá trình này, Viện Quy hoạch Giáo dục Quốc tế của UNESCO (IIEP) và Văn phòng UNESCO tại Việt Nam đã cung cấp hỗ trợ kỹ thuật cho hoạt động xây dựng Báo cáo Phân tích ngành Giáo dục (ESA) giai đoạn 2011-2020 và Chiến lược phát triển giáo dục giai đoạn 2021-2030, tầm nhìn đến 2045.

Nhân cơ hội này, tôi muốn bày tỏ lòng biết ơn chân thành tới Tổ Kỹ thuật của Viện KHGDVN về dự thảo Chiến lược, danh mục các Chỉ số Phát triển Giáo dục cũng như việc tiếp cận rộng rãi các chủ thể hữu quan trong giáo dục để tham vấn ý kiến. Tôi cũng xin được bày tỏ lời cảm ơn tới IIEP vì đã cung cấp phương pháp luận tổng thể và hỗ trợ kỹ thuật, và thực sự trân trọng UNICEF đã phối hợp tổ chức buổi tham vấn quan trọng này.

GS. Lê Anh Vinh, Viện trưởng Viện KHGDVN thay mặt Tổ Kỹ thuật đã trình bày bức tranh tổng thể về dự thảo Chiến lược. Trong đó bao gồm những thành tựu chính đạt được trong 10 năm qua cũng như những hạn chế và nguyên nhân sâu xa của những hạn chế đó để khắc phục trong giai đoạn tới.

Bà Lê Anh Lan, Chuyên gia Giáo dục của UNICEF, đã trình bày bảng tổng hợp tất cả các ý kiến và phản hồi bằng văn bản do các thành viên ESG và các bên liên quan khác gửi về từ trước khi sự kiện diễn ra. Tiếp đó là phiên thảo luận toàn thể cũng như phản hồi và tiếp thu của Tổ Kỹ thuật, cùng với việc thống nhất lịch trình dự kiến trong thời gian tới.

Trước đó, bản dự thảo Chiến lược đã trải qua nhiều vòng tham vấn bao gồm các đơn vị trực thuộc Bộ GD&ĐT, các bộ, ngành; các Sở Giáo dục và Đào tạo và các trường đại học. Những ý kiến và đóng góp của đại biểu tại sự kiện tham vấn cuối cùng này là vô cùng quan trọng cho các bước tiếp theo trong quy trình nhằm đảm bảo các chương trình hành động và các chỉ số giám sát được thiết kế phù hợp.

Tiếp sau hội thảo này, Tổ Kỹ thuật sẽ tiếp tục hoàn thiện dự thảo Chiến lược để Bộ GD&ĐT trình Chính phủ phê duyệt vào nửa đầu năm 2022. Bên cạnh đó, Tổ Kỹ thuật cũng sẽ cụ thể hóa các chương trình hành động/chương trình ưu tiên, xây dựng Khung Giám sát & Đánh giá cũng như mô hình tài chính dưới dạng Phụ lục của Chiến lược, để có được bản Chiến lược chi tiết.

Sau khi bản Chiến lược chi tiết được hoàn thiện, dự kiến vào Quý 3/2022, các thành viên của ESG sẽ tiến hành đánh giá bằng các thông số trên bảng kiểm cho sẵn, làm cơ sở cho quy trình thẩm định độc lập theo Tài liệu hướng dẫn của Ban Thư ký GPE.

Chúng tôi thực sự biết ơn về tất cả những ý kiến và phản hồi quý báu của quý vị, cả dưới dạng lời nói tại sự kiện hôm nay lẫn dưới dạng văn bản được cung cấp trước đó. Sau cùng, Tổ Kỹ thuật cũng cam kết sẽ cụ thể hóa Chiến lược để nhằm mục đích kép là vừa dễ triển khai về sau vừa là để tuân thủ các yêu cầu của GPE, đặc biệt là liên quan đến quy trình Tài trợ của Quỹ Đòn bẩy (Multiplier Fund Application)./.

Amman, 1st December 2021-The Ministry of Education successfully concluded a two day policy dialogue with partners and national stakeholders to assess progress of the National Education Strategic Plan (ESP),  including the impact of COVID-19, lessons learned and impact of the plan implementation.

Under the Ministry’s leadership and with technical support of UNESCO and it’s International Institute for Education Planning (IIEP), this mid-term review of the Education Strategic Plan constitutes an important element of evidence-based decision-making building on the review of progress made and the effectiveness of educational performance against defined goals and objectives.

This policy dialogue brought together MoE decision-makers and key education partners and national stakeholders to reach collective agreements and recommendations for adjustements to the plan for the remaining period of implementation until 2025.

Opening the event, His Excellency the Minister of Education, Dr. Wajih Owais, reiterated the importance of key national plans linked to the Education Strategic Plan, such as the Education During Emergency Plan, the Jordan Response Plan for Syrian Refugees and the Human Resources Development Strategy. Through the mid-term review, the Minister noted that adjustements to the ESP will need to focus on mitigating the impact of the pandemic on learning and to re-identify prioritities  for the up-coming period, as well as needed financial and human resources. The Minister also emphasized the critical aspects of the vocational education and technical skills for quality education for young females and males.

UNESCO Representative to Jordan, Ms. Min Jeong Kim, highligthed during the closing cernemony that “the COVID-19 pandemic has demonstrated how important it is to strengthen systems and capacities to be better prepared to respond to immediate needs in a time of crisis while still focusing on longer strategic goals to build back better in terms of access, equity, inclusion and quality of education.”.

System strengthening is the focus of UNESCO technical support and partnership with the Ministry of Education, including strengthening of the MoE’s Education Management Information System (EMIS), evidence based planning and monitoring, including crisis-senstive planning, and support to the ESP Partnership and Coordination Structure. It is provided through the Multi-Partner Trust Fund to system strengthenig  supported by Canada, Switzerland, Italy and Norway.  

As a result of this joint policy dialogue, key strategic directions for the remaining implementation of the Education Strategic Plan were outlined as: the universalization of KG2;  the development of financially and technically sustainable public-private partnership models to ensure school infrastructure expansion to accommodate all children in Jordan and especially the most vulnerable learners, children with disabilities and refugees, at KG, basic and secondary education levels, including vocational education; the increased engagement by the community, field directorates and the central administration in the local school development process; the continued efforts in e-tech and remedial education; and the strengthening of EMIS to allow for evidence-based planning and monitoring.

The meeting was concluded by awarding training certificates to all Ministry of Education members of the Technical Working Groups who led on the different steps of the ESP mid-term review, from data collection, data analysis to recommendations and adjustements discussed at the policy dialogue event.
