CALL FOR EXPRESSIONS OF INTEREST

Multimedia Communications Support for Diversity of Cultural Expressions

The Diversity of Cultural Expressions Entity is looking for a qualified and experienced communications company[1] to support multimedia content production covering a series of projects throughout 2022. Expressions of interest should reach UNESCO by March 25, 2022. The expected starting date for this work is 8 April 2022 lasting until 28 February 2023.

 
Background
  1. The 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions (hereafter ‘2005 Convention’) is an international standard-setting instrument providing a framework for the governance of culture. The most recent UNESCO Convention in the field of culture and ratified by 151 Parties, it encourages governments to introduce policies that protect and promote the diversity of cultural expressions.
  2. The 2005 convention has a range of associated programmes and projects (UNESCO-Aschberg, EU, SIDA, KFIT, JFIT, etc.), events, and publications, as well as housing the International Fund for Cultural Diversity (IFCD) with its own communications and fundraising strategy[2].  
  3. The Diversity of Cultural Expressions (DCE) Entity is looking for a communications company to support the alignment of communications assets across the unit, as well as develop new ways to engage broader audiences on our work and impact, including for the IFCD.
 
Tasks

Under the general supervision of the Chief of the Diversity of Cultural Expressions Entity and the direct supervision of the Head of the Programmes and Stakeholders Outreach Unit and Communications and Resource Mobilisation Officer, the Contractor shall support:

  1. Video production covering a range of projects and programmes; ensuring multilingual translation in English, French and Spanish, and social media specifications on all deliverables. Video production may include gathering footage from several events (in person) and collection of video interviews from project beneficiaries, partners, and experts. The Entity estimates a need of approximately one video per month, each at 1-3 minutes in length. The total number of videos to be produced within the contract should be 12.
  2. Multimedia content production (interactive web/ social media posts) in English, French and Spanish to mark events and launch dates of publications. Approximately 1-2 per month, therefore totaling a maximum of 20 assets throughout the duration of the contract, including an editable template.
  3. Three different presentation designs of 20 pages / formats in English, French and Spanish that can be edited by colleagues in the DCE Entity as needed. Proposed unification of design and branding throughout.
  4. Graphic design of three programme brochures (6-8 pages each) and one annual DCE entity brochure (15 pages) in English, French and Spanish, in addition to providing an editable design template for the Entity.
  5. Research photo stock in order to purchase 25+ branded photographs that can be used to refresh publications, web news, articles, social media content, donor relations and showcase impact. The purchased photos should accompany a session of rights providing UNESCO the unlimited right to use for a non-commercial purpose.
  6. Brainstorming and idea generation for year-long stakeholder engagement and donor cultivation.
 
Deliverables and timeline

The Contractor shall submit the above-mentioned content to UNESCO by the following deadlines:

  • Submit by Tuesday 8 April 2022: A detailed workplan
  • Submit by August 1 2022: An interim report providing information about deliverables submitted under Articles 1-6.
  • Submit by 28 February 2023: A final report providing information about deliverables submitted under Articles 1-6.
 
Qualifications and skills

The applicant(s) shall have the following qualifications:

  • Relevant experience in communications and fundraising
  • Fluency in written English, French and Spanish.
  • Minimum 10 years of relevant professional experience in communications and fundraising

The following experiences and competencies would be an asset:

  • Relevant experience in working in the field of the cultural and creative industries and the diversity of cultural expressions.
  • Experience with UNESCO and/or other agencies of the United Nations.

  • A portfolio including at least three (3) examples of past communication and fundraising work.
  • A financial proposal (quoted in US dollars or EUR only) with a breakdown of the cost based on the number of working days required for the deliverables described above.
  • Curriculum Vitae(s) of communication specialist(s) involved in the execution of the tasks and profile information on the organization, if applicable.

[1]          This call is for legal entities (i.e., individuals, teams, or organizations with a legal status in compliance with the established rules of the jurisdiction in the country of registration).

[2]          In February 2021, the Intergovernmental Committee of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions adopted a new fundraising and communication strategy (2021-2023) with the objective to double annual contributions to the IFCD over three years, from approximately US$900,000 to US$1,800,000 per annum. The strategy focuses on three distinct outputs to consolidate the IFCD’s existing donor base, increase its visibility and reach a broader range of donors.

Goal(s) of UNESCO's 2005 Convention
