ORGANISATIONAL CONTEXT

As the only specialized semi-autonomous organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. The Institute will launch its new Medium-Term Strategy (2022-2024) in December 2021. It draws on core and project funding to achieve its goals and objectives.

OVERVIEW OF THE FUNCTIONS OF THE POST

The HR Assistant provides a range of support services throughout the employee life cycle which include recruitment, onboarding and off-boarding, administration of benefits and entitlements, performance management, learning and development, employee welfare and records management. Under the overall authority of the Director, the Chief  Finance and Administrative Officer and under the direct supervision of the HR Officer, the incumbent will have the following duties and responsibilities:

Long Description

1. Support IIEP’s recruitment, on-boarding, and off-boarding function:

  • Provide support in creating Vacancy Announcements (VA) in a timely manner and posting them on UNESCO's corporate recruitment platform, SuccessFactors.
  • Provide support in organizing written assessments and competency-based interviews and sourcing. references including obtaining required documentation from selected candidates.
  • Provide support in organizing on-boarding and off-boarding for new and departing Staff respectively.

 

2. Support IIEP’s staff benefits and entitlements and welfare function:

  • Support the HR team in processing entitlements and benefits in an efficient and timely manner.
  • Liaise with UNESCO Head Office on the administration of benefits and entitlements as laid down in the Staff Regulations and Staff Rules and HR manual.
  • Support IIEP initiatives to enhance the wellbeing and engagement of employees at all levels.

3. Maintain of IIEP’s welcome online portal

  • Collect and maintain employee life cycle data and information on the welcome portal.
  • Ensure that the online portal is populated with usable accurate and reliable data and information.
  • Gather the latest UNESCO HR manual amendments and circulars and post them to the portal.
  • Assure that the portal is properly maintained for easy accessibility to all IIEP personnel.
  • Carry out research on HR issues relevant to IIEP assist with the preparation of briefs and reports.

 

4. Records Management

  • Gather existing physical HR records, digitize, index, and post them to an online digital registry.
  • Create and maintain accurate individual HR personnel records in IIEP's digital online registry.
  • Support the HR team in conducting periodic audits of HR files and records to ensure their integrity and accuracy. 
  • Support the HR team in preparing various reports including monthly staffing tables, recruitment trackers etc.

 

Perform any other duties as maybe assigned from time to time.

REQUIRED QUALIFICATIONS

Education

  • Diploma in Human Resources Management or Business Administration or related field.

 

Work Experience

  • Minimum 5 years of progressively responsible work experience supporting the HR function.
  • Experience in recruitment, on-boarding, administration of staff benefits and entitlements and off-boarding.
  • Experience in creating and managing HR personnel digital records.
  • Experience working with and maintaining online web portals.

Skills and Competencies

  • Excellent communication skills, both oral and written.
  • Excellent knowledge of the HR cycle (on-boarding to off-boarding).
  • Demonstrable proficiency in the use of MS Office Suite and Enterprise Resource Planning tools (SAP, Oracle etc.)
  • Initiative, ability to work under pressure and to meet tight deadlines.
  • Ability to priorities, set goals and work with minimum supervision.
  • Ability to contribute to a positive work environment of mutual respect and teamwork.
  • Ability to work in a multi-cultural environment.

 

Languages

  • Excellent knowledge of English or French and good knowledge of the other.

DESIRABLE QUALIFICATIONS

Education

  • University degree or equivalent in Human Resources Management.

 

Work Experience

  • Experience in supporting the HR function in the UN system preferred.

 

Languages

  • Knowledge of Spanish.
