OVERVIEW OF THE FUNCTIONS OF THE POST

 

Within its standard-setting mandate, and with a view to enforcing the right to education in national contexts in the realisation of SDG4, UNESCO, through the Right to education Programme, seeks to develop, monitor, support and promote education norms, standards and guidance in order to foster the implementation of this right, in its various dimensions, and advance the Education 2030 Agenda. Based on a targeted regular monitoring of the right to education, the Organisation provides technical support, policy advice and guidance to Member States in reviewing and developing their legal and policy frameworks. This is done in parallel to enhancing capacities at national level, fostering partnerships and advocacy around key principles, and raising awareness and generating knowledge on main issues, trends, components and challenges in enforcing the right to education. A key dimension is ensuring state legal obligations and commitments are duly reflected in national legal frameworks and translated into concrete policies and programmes.

 

In the context of the monitoring of the right to education and UNESCO’s priority area on gender, Her Atlas - the online atlas of girls’ and women’s right to education, was developed as part of Her education, our future, UNESCO’s initiative to accelerate action for girls’ and women’s education by leveraging political and financial commitments. Her Atlas aims to enhance public knowledge and monitor the status of national constitutions, legislation and regulations related to girls’ and women’s education rights, using 12 indicators, in order to encourage countries to improve their legal and policy frameworks. Many girls and women cannot exercise their right to education due to gender inequality and discriminatory practices. Poverty, early marriage, and gender-based violence are just some of the reasons behind the high percentage of out-of-school and illiterate girls and women globally. Strengthening the legal right of girls and women to quality education is key to eliminate discrimination and to achieve equal rights between genders. This cannot be achieved without solid national legal frameworks that are rights-based, gender responsive and inclusive.

 

In the context of the implementation of this project, the incumbent shall contribute to and support the development of Her Atlas notably the components related to data collection, research and analysis to update the country profiles, validation and translations, platform upgrading partnership and advocacy, with the aim to make this tool widely utilized. The incumbent will be placed under the guidance supervision of the Chief, Section of Education Policy and the direct supervision of the Programme Specialist for Right to education, in cooperation with the Section of Education for Inclusion and Gender Equality.

Long Description

Specifically, s/he will be responsible for the following:

  • Conduct research and analytical work on 196 national legal frameworks to update the existing country profiles included in the platform, for the second phase of the monitoring work. Ensure translations and necessary revisions. Upload regularly the information in the platform.
  • Support consultations with UNESCO’s Member states to ensure validation of the information, the provision of technical assistance in review process, and in elaborating plans for major updates until 2030.
  • Support partnership buidling around the project, and the elaboration of communication stategy. Work on developing the strategy content and on advocacy and punctual communication actions. Ensure wide dissemination of the first report on Her atlas findings and roll out.
  • Support resources mobilisation for project support and prepare draft projects proposals.
  • Support the preparation of thematic policy briefs on issues in relation to Her Atlas monitoring areas.
  • Liaise with IT developers to upgrade the plateform and integate addtional features for better use. Explore feasiblity for automation of the research.
  • Assist in the organisation of online events in relation to Her Atlas project.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced university degree (Master’s degree or equivalent) in a subject of direct relevance to the right to education such as International Law or Human rights and international education.

 

Work Experience

  • Minimum one year relevant professional work experience in research and analytical activities, and advocacy in the field of education Law or Human rights.
  • Experience in the field of the right to education and notably its legal framework.
  • Experience working with databases.

 

Skills/Competencies

  • Solid research and analytical skills and ability to draft clear concise papers.
  • Ability to work effectively with research institutions and experts, organizations at all levels.
  • Ability to adapt to a range of projects and to work in a team.
  • Task and results-oriented with ability to priorities and organize

 

Languages

  • Excellent knowledge of English (written and spoken) and good knowledge of French.

DESIRABLE QUALIFICATIONS

 

Experience

  • Experience within the UN system or other international organisations.

 

Languages

  • Knowledge of another UNESCO official languages (Arabic, Chinese, Spanish, Russian).
