OVERVIEW OF THE FUNCTIONS OF THE POST


The Knowledge Management Specialist, under the overall authority of the Assistant Director-General for Culture (ADG/CLT) and the direct supervision of the Chief of the Living Heritage Entity, oversees the development, planning, coordination management and evaluation of the knowledge and information management systems and the website management for the Living Heritage Entity and the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage (hereinafter ‘the 2003 Convention’).

The incumbent is to lead the work of the knowledge and information management systems and the website management (www.ich.unesco.org) in support of the implementation of the 2003 Convention within the Living Heritage Entity, notably to undertake following activities of importance to the Entity in consultation with the Programme Management Unit (including the Statutory Support Team) and the Capacity Building and Heritage Policy Unit, as well as the Safeguarding Implementation and Monitoring Team, and also by organizing and supervising IT contractors.

The incumbent will also contribute to the implementation of initiatives related to global priorities (Africa and Gender Equality), priority groups and transversal thematic areas, such as Culture and Education, Culture and Climate Change, Indigenous Peoples, SIDS, and Youth.

 

In particular, the incumbent will:

  • Ensure the business continuity of the knowledge and information system and the website (including but not limited to monitoring, timely interventions in case of system shortage, security provisions as well as continuous system stabilization/upgrades/alterations in line with technical evolutions); and to do so in cooperation with the UNESCO Bureau of Digital Business Solutions (DBS).

Long Description

  • Coordinate knowledge and information management activities in support of the implementation of statutory and international cooperation mechanisms of the 2003 Convention and the follow-up to the related decisions of its Governing Bodies, including the treatment of nominations to the Lists and the Register of the Convention, requests for International Assistance as well as Periodic Reports submitted online by States Parties and accreditation requests from non-governmental organizations.
  • Coordinate knowledge and information management activities in support of the capacity-building and other operational activities undertaken by the Entity.
  • Enhance the effectiveness and usefulness of the knowledge and information management systems, for the statutory bodies (Governing Bodies and its subsidiary organs) and States Parties of the 2003 Convention as well as immediate partners (Category 2 Centres accredited NGOs, UNESCO Chairs, national institutions, experts and partners/donors) and a larger circle (media, general public, private sector and international organisations). Contribute to the Sector’s resource mobilization strategy.
  • Maintain, update and improve the website of the Living Heritage Entity and that of the 2003 Convention in order to promote the objectives and development of the 2003 Convention; and to do so in cooperation with the UNESCO’s Division for Communications and Public Engagement (CPE) and the Culture sector’s Communication, Cities and Events Unit (CLT/CCE).

REQUIRED QUALIFICATIONS


Education

  • Advanced university degree (Master’s degree or equivalent) in information and communication technologies or related discipline. An advanced university degree may be replaced by a first level university degree (Bachelor’s degree or equivalent) and at least 2 years of additional relevant qualifying experience, of which preferably 1 year acquired at the international level.
     

Work experience

  • A minimum of four (4) years of experience in maintaining of information systems, knowledge and information management, website management, of which preferably two (2) years acquired at international level.

  • Strong communication and analytical skills to engage into discussions with the business owners inside and outside the Entity to define the services to be provided by the knowledge management system. 
  • Strong knowledge and information management skills to translate desired services into technical functionalities and detailed IT specifications. 
  • IT skills and experiences allowing the incumbent to:
    - Identify problems and propose solutions;

- Define the profiles needed to implement a given IT project;

- Establish calls for proposal and evaluate the proposals;

- Negotiate and elaborate contracts;

- Ensure daily coordination and validation of deliverables.

  • Strong analytical, planning and organizational skills and ability to establish priorities and to plan, coordinate and monitor own work plan and that of staff under his/her supervision, as well as to elaborate and manage budgets.
  • Demonstrated ability to work in a team and maintain effective working relationships in a multicultural context.

Long Description

Languages

  • Excellent knowledge (written and spoken) of English or French and good knowledge of the other is an asset.

DESIRABLE QUALIFICATIONS


Education

  • Advanced university degree (Ph.D or equivalent) in information and communication technologies or related discipline.
  • Certification in ICT.
     

Work Experience

  • Relevant professional experience in the United Nations System or other international development organization(s).


Skills and competencies

  • Knowledge of UNESCO's work in the field of culture.

Languages

  • Knowledge of another/other official UNESCO language(s) (Arabic, Chinese, Russian or Spanish).
