OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall and direct supervision of the Director of the UNESCO Office, the incumbent also reports for security-related matters to the Head of ADM/Security at Headquarters and works in close collaboration with the Administrative Officer.
The incumbent provides support on matters of safety and security with the ultimate goal of keeping UNESCO personnel and office facilities safe and secure.

Long Description

Duties and responsibilites:

  • In coordination with the Administrative Officer who remains the Security Focal Point, Assists with the preparation of any security related documents, in accordance with UNESCO mandate and UNSMS policies and guidance. Obtains comprehensive security information and produces background papers relating to incidents that affects safety and security in the Office or for Field missions. Helps assessing prevailing local security conditions and related level of risk, in the office or for Field Missions.
  • Monitors and facilitates the implementation of UNESCO and UNSMS security policies, such as SRM measures. Advises Senior management on readiness for evacuation/relocation. Ensures proper training and briefing of staff and drivers engaging in driving official vehicles. Reports on the control inventory and safekeeping of all security and safety equipment.
  • Provides specialized support in organizing and conducting security awareness and preparedness activities. Provides security orientation to staff, conducts risk-based security surveys of offices and other mission facilities, reviews and coordinates with UNSMS structure for mission convoys and itineraries according to the level of risk. Carries out inspection to ensure that local guards on duty are discharging their functions, regarding opening, closure and entry into buildings. Prepares comprehensive reports on accidentents and incidents involving UNESCO personnel.
  • Without any prejudice of UNESCO framework of accountability, supports the Designated Official in the context of the United Nations Security Management System (UNSMS) structures and policies, under the coordination of the local Principal/Chief/Security Advisor. Liaises and exchanges security-related information with UNDSS and other UN agencies in the area.
  • Coordinates as appropriate with the host government security organizations and/or personnel including national and local provincial authorities, military and police officers as well as NGO in the area of operation.
  • Additional activities that may be required to ensure the success of the work team.

REQUIRED QUALIFICATIONS

Education

  • Completed secondary, technical and/or vocational school

Work experience

  • Minimum five years of progressively responsible experience in security management is required, either within the UN security system, or a nationally recognized civilian, police or military entity.

Skills and Competencies

  • Tact and diplomacy with all visitors and personnel
  • Ability to work in an international and multi-cultural environment.
  • Good knowledge of standard office automation such as Excel and Word.
  • Ability to understand and operate at basic level technical installations like central heating, air condition system, surveillance and access control systems, for the purpose of intervening in emergency to avoid further damages.
  • Ability to manage emergencies and keep calm in crisis situations.
  • Discipline and very good sense of communication and human relations (sense of contact, courtesy, restraint, respect of hierarchy).
  • Respect of the professional secrecy and the deontology proper to a security service.

Language

  • Excellent knowledge (spoken and written) of English and local language such as Dari and/or Pashtu.

DESIRABLE QUALIFICATIONS

Education

  • Formal security qualifications and documented training in general security, first aid, fire prevention, emergency response.
