OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO works to create an enabling environment for a free, independent and pluralistic media by promoting and protecting freedom of expression, safety of journalists, access to information and fostering a media and information literate society. The 2030 Agenda for Sustainable Development, under Goal 16, recognizes the importance of “access to information, fundamental freedoms and the safety of journalists for the creation of peaceful, just and inclusive societies”.

 

The UNESCO Dhaka Office is working with a wide range of stakeholders, including the Ministry of Information and Broadcasting, international and local media development organizations, community radio stations, journalists and media associations, on a series of activities to promote media development, the freedom of expression and access to information.  The activities include awareness raising on freedom of expression and safety of journalists, capacity building programmes and multimedia campaigns to promote Media and Information Literacy and advocacy for the development of Community Media in Bangladesh.

Long Description

Under the overall authority of the Head of Office and UNESCO Representative, working in close collaboration with UNESCO Communication and Information (CI) team in Bangladesh, the incumbent will provide day-to-day programmatic, management and implementation support to projects and activities of the Communication and Information Unit of the UNESCO Dhaka Office as follows:

 

  • Support the coordination and efficient qualitative implementation of the UNESCO Multi-Donor Programme on Freedom of Expression and Safety of Journalists with focus on community media in Bangladesh in collaboration with relevant partners and stakeholders.
  • Ensure planning and implementing regular and extrabudgetary CI programme activities
  • Develop strategies and projects for harnessing the potential of information and communication for development in Bangladesh; Assist in developing approaches to raising extrabudgetary funds
  • Provide full support to the implementation of existing activities and projects including the celebration of international days within the framework of communication and information such as World Radio Day, World Press Freedom Day etc.
  • Provide input, including data and statistics to the preparation of reports on the implementation of programmes and projects (funded within UNESCO’s global programme envelope and by extrabudgetary funds) and other briefings as may be required by Headquarters or the UNESCO Dhaka Office, using relevant administrative and operational tools.
  • Plan, develop and implement outreach strategies aimed at programme expansion; support the organization of consultations with national authorities; and assist in developing strategies and policies in the area of communication and information to government, civil society organizations and the private sector.

Major Duties and Responsibilities

  • Maintain a knowledge base on the programme; provide information and data for the preparation of background documents and reports; and facilitate exchange of information of best practices.
  • Provide regular news and information on communication and information programmes in Bangladesh for both conventional and on-line publication through the UNESCO Dhaka Office  website and social media (facebook); enhance content and information of CI activities on UNESCO Dhaka’s website and social media (facebook)
  • Contribute inputs and review the development of communication and information materials as well as outreach materials related to the projects and activities;
  • Providing informal translation of English-Bangla and Bangla-English for project-related documents including reports, public communication materials or written feedback from participants in the activities organized;
  • Ensure monitoring and evaluation of project activities, including collection and analysis of data, desk review of relevant articles and publications, interviewing national stakeholders, and prepare brief reports on findings and progress reports for the donors;
  • Drafting terms of references for consultancies and services and manage contractual and administrative arrangements for project-related activities, in accordance with UNESCO’s administrative rules and regulations;
  • Performing any other duties as required by the Head of Office to support UNESCO’s communication and information (CI) activities in Bangladesh.

REQUIRED QUALIFICATIONS

Education

  • Master’s degree in the field of communication, information science, social science, media, management or related areas

Work Experience

  • Minimum two (2) years of relevant experience preferably in the field of communication and information, at the national and/or sub-regional level

Languages

  • Excellent knowledge of English and Bangla (spoken and written)

Skills and competencies

  • Excellent organizational and project management skills;
  • Excellent communication and interpersonal skills;
  • Ability to work independently on delegated tasks;
  • Ability to work well with team members across different types of activities;
  • Creative thinking and problem solving skills;

Work Experience

  • Experience within the UN System or international organizations
  • Experience working with and/or in Bangladesh’s media, communication and information sectors;
  • Experience working with Bangladesh government officials.

  • Ability to work effectively with diverse groups of professionals towards common goals
