Support to ONEF Niger for the design of a digital platform for collecting, storing, processing and disseminating data on vocational training and employment
As part of the Education and Training Sector Program (PSEF) developed and initiated by the Government of Niger for the period 2014-2024, one of the missions of the National Observatory for Employment and Vocational Training (ONEF) is to ensure the regular availability of reliable and up-to-date information on the labor market. To achieve this specific objective, ONEF requested methodological support from IIEP-UNESCO Dakar to develop a digital platform for collecting, processing, storing and disseminating data on employment and vocational training.
Context:
The government of Niger has developed and initiated the implementation of the Education and Training Sector Program (PSEF) for the period 2014-2024. But given the unfavorable context, Niger has drawn up a 2020-2022 Transition Plan, at the end of which a new ten-year plan will be developed. This Plan leads to an ambitious investment policy, but also involves deep reforms. It is in this wake that in 2015, a law determining the fundamental principles of TVET and its implementing decree strengthened and rationalized the governance of this education sub-sector.
ONEF mandate:
For the implementation of the PSEF, the Common Education Sector Fund was set up. Among the executing agencies of this fund is the National Observatory for Employment and Professional Training (ONEF), which is a public establishment created on May 2, 2012. The objective of ONEF is to contribute to the improvement of employment and vocational training policies, to the implementation, monitoring and evaluation to stimulate the economic and social development of Niger. More specifically, it aims to ensure the regular availability of reliable and up-to-date labor market information.
IIEP-UNESCO Dakar mission:
To achieve this specific objective, ONEF has included, among its activities, the development of a digital platform for the collection, processing, storage and dissemination of data on employment and vocational training. For its realization, ONEF requested the methodological support of IIEP-UNESCO Dakar. In this context, two experts from IIEP-UNESCO Dakar, MM. Jérôme GERARD and Ibrahima DIALLO went on a mission to Niamey from September 26 to October 3, 2021 to support ONEF Niger in this crucial stage of the platform design process.

Objectives of the mission
The objectives of the mission were to:
- Support ONEF Niger and stakeholders (actors from Niamey and the 7 regions) in defining the content, scope and limits, roles and responsibilities of each actor of the platform to enable the web provider to design the bottom and shape of the platform. The importance of this step justified the participation of two experts from IIEP-UNESCO Dakar;
- With ONEF Niger, carry out the analysis of the technical and financial offers and the selection of the web service provider;
- Identify with ONEF Niger avenues for financing the platform users training.
Results obtained
At the end of the meeting, the discussions payed off since the three objectives initially set were achieved. The results obtained are the following:
- Definition of content, scope and limits, roles and responsibilities of platform actors. To define the content of the platform, an entry by the actors was adopted to allow each of them to freely express their needs. Four groups of actors had to express themselves: the actors of the economy (companies, professional branches and employers' organisations); the providers of vocational training (the centres, institutes and universities); the applicants for training or employment; public authorities;
- Recruitment of the web provider;
- Meeting with TFPs for funding platform users trainings.
