About the 2020 GEM Report

On 23 June 2020, the Global Education Monitoring (GEM) Report team launched its 2020 GEM Report, which theme is inclusive education. The 2020 GEM Report assesses progress towards the Sustainable Development Goal 4 (SDG 4) on education and its ten targets, as well as other related education targets in the SDG agenda. Inclusion is central to SDG 4 and to its individual targets, notably in target 4.5 (gender equality) and target 4.a (learning environment).

The 2020 GEM Report presents a number of indicators to measure the degree of inclusiveness in education using qualitative and quantitative data. The analysis of inclusiveness in education is based on geographically balanced evidence provided in the reports of different countries. UNESCO IITE jointly with the RUDN University prepared one of the country reports development that contributed to the 2020 GEM Report. It contained the information on key problems and successes in the development of inclusive education in the Russian Federation.

Portal PEER

On 23 June 2020, the GEM Report team also launched a new website, Profiles Enhancing Education Reviews (PEER), Education-Profiles.org, containing every country’s laws and policies related to inclusive education. Hence this portal was created to enable more systematic monitoring of inclusive education to feed into the 2020 GEM Report research. Additionally it serves to foster policy dialogue at the regional level with comparative information by country.

At the webinar

UNESCO IITE webinar, with participation of international experts, Russian decision-makers and specialists in education, will become a platform for the discussion on the 2020 GEM Report. They will also discuss its main findings, recommendations and data on the development of inclusive education in the Russian Federation. Moreover, it will provide opportunities for fruitful cooperation in promoting the progress of inclusive education. Webinar participants will exchange their views and approaches used in the transition to inclusive education and collectively deliberate on effective solutions to various challenges that they face.
