Abstract:

En 2005, la cérémonie du kankurang et les rites d’initiation mandingues sont proclamés chefs-d’œuvre du patrimoine oral et immatériel par l’Unesco. Il s’agit ici d’analyser la façon dont la patrimonialisation de la cérémonie a progressivement conduit à sa marchandisation. Cet article, qui rejette l’idée d’une culture « originale », s’inscrit dans les réflexions actuelles sur la marchandisation du patrimoine selon lesquelles culture et marchandise ne s’opposent pas mais sont au contraire mutuellement constitutives l’une de l’autre. Selon ce point de vue, on considère que l’objectification du patrimoine, loin de freiner le changement culturel, y participe pleinement. En se focalisant sur la façon dont la cérémonie est objectifiée par le regard des spectateurs, l’article montre que les participants à la cérémonie eux-mêmes ont adopté un autre régime visuel afin d’obtenir la reconnaissance de leur art. Cette étude de cas espère remettre en question des lectures trop pessimistes de la marchandisation qui présupposent que toute transformation culturelle ne peut aboutir qu’à la perte.

Abstract:

Struggles over the meaning of the past are common in postcolonial states. State cultural heritage programs build monuments to reinforce in nation building efforts—often supported by international organizations and tourist dollars. These efforts often ignore the other, often more troubling memories preserved by local communities—markers of colonial oppression, cultural genocide, and ethnic identity. Yet, as the contributors to this volume note, questions of memory, heritage, identity and conservation are interwoven at the local, ethnic, national and global level and cannot be easily disentangled. In a fascinating series of cases from West Africa, anthropologists, archaeologists and art historians show how memory and heritage play out in a variety of postcolonial contexts. Settings range from televised ritual performances in Mali to monument conservation in Djenne and slavery memorials in Ghana.

Abstract:

The UNESCO Charter on the Preservation of Digital Heritage, adopted in October 2003, is important for affirming the role of (national) heritage institutions and extending existing systems for preservation of documentary heritage to cover digital materials. This approach has distinct advantages, but has also been criticized for taking too narrow a view of the dynamic diversity of the digital environment, particularly as found on the Web. To understand what digital heritage is, it is useful to look at the current debate on preservation of intangible heritage, as both share a number of characteristics. The charter is examined in the context of UNESCO programs on culture to indicate its relevance for UNESCO’s mission and to point to political aspects of digital preservation that cannot be ignored. published or submitted for publication

Abstract:

This presentation deals with new methodological experiments that will enable us to define and validate new orientations in the way we understand, structure and transfer acquired knowledge about a given monumental complex. The goal, therefore, is to test various hypotheses regarding methods of interpreting of heritage spaces using information and communication technologies. More specifically, this involves, through computer modelling, gaining an understanding of the possibilities to: (1) analyze how a heritage complex is an architectural transposition of cultural values deeply rooted in the society that created it; (2) study how the layout of the spaces and the decorative program of the monuments are a function of the manner in which they are used and the evolution of mentalities; (3) understand the consequences of successive occupations of an archaeological site on its current condition, based on archaeologists' accurate documentation; (4) gain a better understanding of the construction techniques and know-how of the Ancients; (5) perform computer modelling that show the site's evolution over the centuries in order to help us understand the superposition of historic layers and suggest periods to which to apply the research proposal might be applied. These experiments draw on the expertise of the Computer Aided Design Research Group (GRCAO) of the University of Montreal which brings together researchers in the fields of architecture and preservation of the man- made environment, history, communications, and information technologies.

Abstract:

The purpose of this contribution is to reflect on the relationship between gender equality and CH, from a human rights law perspective. We will demonstrate that the two elements are not conflicting, but mutually reinforcing. Provided that some practices can never be condoned under human rights law, the approach followed in the article is twofold. On the one hand, it should be acknowledged the contribution given by women in the preservation of traditional practices and heritage sites. On the other hand, gender should be mainstreamed in the protection of CH – provided that the participation of local communities is ensured - in order to empower women and gradually combat discrimination against them.

Abstract:

Robben Island Museum officially commemorates ‘the triumph of the human spirit over adversity’, relating especially to the period of political imprisonment between 1961 and 1991 when Robben Island was most notorious as a political prison for the leaders of the anti‐apartheid struggle. Robben Island became a World Heritage Site in December 1999 because of its universal symbolic significance—its intangible heritage. This paper explores the implications for conservation management planning of interpreting and managing the intangible heritage associated with such sites. Examples will be drawn from the conservation planning exercise undertaken by the Robben Island Museum between 2000 and 2002. The paper will look specifically at how Robben Island's symbolic significance has been defined and how competing interpretations should be included in the management plan. It then discusses the challenges around managing historic fabric whose significance is defined as primarily symbolic, and ways of safeguarding the intangible heritage associated with it.

Abstract:

The Historic Urban Landscape (HUL) Recommendation (UNESCO 2011) suggests that heritage manage-ment should be holistic, integrated, people-centred and focused on sustainable development goals. Both tangi-ble and intangible heritage should be taken into account, allowing for appropriate change over time. A variety of stakeholders should be involved in planning processes, including all levels of government, NGOs and communities. Intercultural dialogue and mediation, as well as tools such as documentation, inventorying and mapping should be used to identify multiple layers of heritage. Implementing the Recommendation thus offers a wonderful op-portunity to develop consultative, bottom-up, integrated planning for sustainable development in urban areas. This paper suggests that one barrier to integrating management planning for tangible and intangible heritage is a persistent confusion about what ‘intangible heritage’ is and why it deserves protection. Is it the values that local communities associate with their environment (‘intangible values’), or is it cultural practices that they happen to perform in that environment (intangible cultural heritage, or ICH)? Should ‘intangible heritage’ be managed as an attribute attesting to the authenticity of tangible fabric, or as a subject of safeguarding in its own right? If it means all these things at the same time, why is the same concept being used for so many different ideas and what are the consequences? The paper will suggest that a clearer conceptual understanding of intangible heritage is necessary to effectively integrate it into urban management strategies under the HUL approach.

Abstract:

“Traditional” foodways are represented as an important part of cultural heritage in Europe. Two legal instruments aim to play a role in safeguarding them—namely, the Traditional Specialties Guaranteed (TSG) scheme and the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage. These instruments are sometimes used in parallel—for example, in the TSG registration for “Pizza Napoletana” and the nomination of “the art of Neapolitan ‘pizzaiuolo’” to one of the lists of the Convention. While recognizing the important role of state actors in this process, this article proposes going beyond a simple “misappropriation” thesis to look at the possible economic effects of registration and inscription.

Abstract:

The United Nations Educational, Scientific, and Cultural Organization (UNESCO) World Heritage and Intangible Heritage Conventions illustrate a broader trend towards greater appreciation of the role of communities concerned in identifying, managing and protecting their heritage today. This paper will discuss requirements for greater community involvement in heritage identification and management under the two Conventions, with special attention to the determination of heritage value and the question of authenticity. The Nara Document on Authenticity of 1994, incorporated into the Operational Guidelines of the World Heritage Convention in 2005 (UNESCO 2012a: Annex 4), encouraged a broader definition of authenticity that is sensitive to cultural context. Nevertheless, the determination of heritage value and authenticity remains in the hands of experts rather than communities associated with World Heritage properties. Although there is no reference to authenticity in the Intangible Heritage Convention (UNESCO 2003), States Parties are specifically requested to ensure that it is communities, groups or individuals concerned who identify the value of their own intangible heritage. Yet because of a lack of oversight mechanisms under the Convention, it is difficult to ensure that this is done, especially since there is no permanent mechanism for community representation to the Organs of either Convention.

Abstract:

Over the last decades, the concept of Cultural Heritage has included Intangible Cultural Heritage (ICH), mainly due to UNESCO's initiatives. ICH is in danger of disappearance or degradation due to globalization, immigration, urbanization etc. On the other hand, ICH is strongly related to the features of space. It is formed and developed in a specific location, which is influenced by the vicinity with other civilizations. Its topographic features (altitude, inclination, distance from sea or freshwater, climate etc.), their influence in everyday life and the natural raw materials present are determinant in the process of the ICH formation. It is very important to capture and analyze the various forms of ICH, in order to extract the latent human creativity hidden in them, while at the same time studying the influence of space on their evolution. Their capture should be done by implementing appropriate equipment, methods and archival formats in order to fully describe them and to ensure the preservation of the resulting digital archives. Nowadays, the evolution of technology provides flexible means towards this aim. Furthermore, Geographic Information Systems (GIS) are a tool to disseminate and manage spatial data and their relations to attributes, like the forms of ICH. They allow the correlation of data, the response to spatial queries and they can lucidly visualize the data. On one hand, a web GIS system, can designate and preserve ICH by presenting the digital records of its forms and by focusing on its relations to place. On the other hand, such a system can be implemented on a research level, by introducing the analysis of the ICH forms, in order to study the influence of the geographic and topographic features of space on their evolution and formation and to study similarities and relationships between ICH of different communities and cultures. This paper describes an integrated approach to the issues of digitization of ICH and the implementation of the analysis within a GIS environment. Its practical application requires large effort by a multidisciplinary scientific team. Abstract:

This paper explores the effects of tourism on the transmission of intangible heritage. It uses a preliminary review of literature on intangible heritage combined with exploratory field interviews conducted in Luang Prabang, Lao PDR, a UNESCO designated World Heritage Site rich in living manifestations of traditions and culture, to identify several factors affecting the transmission of intangible heritage. While many studies associate several positive (as well as negative) socio-cultural effects of tourism on indigenous heritage, they largely ignore or fail to specify tourism’s effect on the process of heritage transmission as a distinct step and a key condition for its long-term sustainability and continuity. In addition, the exact nature of posited factors arising from the interaction between tourism and heritage—increased community pride, enhanced capacity for livelihood, greater awareness and assertion of cultural identity, to name a few—and what, if any, effects these have on the continuity and transmission of intangible heritage remains largely unstudied. Based on initial,exploratory and qualitative methods of inquiry, this paper treats tourism as an antecedent factor but focuses its effect specifically on the transmission of intangible heritage. Basic propositions based on the initial inquiry are then incorporated in a proposed framework.

Abstract:

The first decade of the fully democratic South Africa has witnessed the proliferation of memorialisation, the production of heritage that reflects resistance history and the brutality of the apartheid forces and the commemoration of the fallen and living freedom fighters. In this period we also witnessed the inscription of our national past on memorials. The heritage sites that form this study of the two Cape Town townships, Langa and Gugulethu, have significance for the local communities at various levels. The Court Office Building in Langa has symbolic value and connection that expresses oppression and the racial discriminatory laws that existed in South Africa before the birth of the fully democratic society.

Abstract:

The topic of intangible natural heritage is new, recently emerging as an important subject of inquiry. It describes the untouchable elements of the environment that combine to create natural objects, and help define our relationship to them. These elements can be sensory, like auditory landscapes, or processes like natural selection. As a concept, intangible natural heritage is growing in prominence, as museums are increasingly charged safeguarding and interpreting the milieux from which their objects originate. This book is a significant advance on the subject of intangible natural heritage; no book on the topic has yet been written and current scholarship is confined to a few isolated papers. As such, there exists a wide variety of perspectives on the topic. Intangible Natural Heritage presents a spectrum of opinion, making the first attempt at a unifying concept on which future work can be based. Authors from Europe, Asia, Australasia, Britain, and North America, address topics on scales from minute insects to sweeping landscapes. The common thread in these explorations is the importance of human relationships with nature that is passed down from generation to generation. In a world that is becoming increasingly fragile, recognizing and fostering these relationships has never been more vital.

Le patrimoine de l’humanité s’est ouvert depuis quelques années à une nouvelle catégorie qui vise à circonscrire les chefs-d’œuvre du patrimoine oral et immatériel. Danses, langues, rites, musiques et savoir-faire côtoient désormais châteaux, cathédrales, pyramides, villes historiques, sites rupestres, parcs naturels et autres merveilles du monde. L’Amérique du Nord est encore, dans cette grande aventure, une terra incognita. Le patrimoine immatériel semble être pour les autres ! Lorsqu’on évoque la problématique du patrimoine immatériel au Québec et au Canada, le premier élan est plutôt de se tourner vers le monde rural. En effet, celui-ci serait davantage porteur de savoir-faire et de coutumes. Musique traditionnelle, contes transmis au fil des générations, métiers anciens y trouveraient un terreau fertile pour survivre ou y être ranimés en toute légitimité. Partant d’une telle définition, il faut se demander comment ce patrimoine immatériel se manifeste en réalité et à l’esprit de ceux qui visitent et vivent la ville. Spontanément, le patrimoine immatériel montréalais serait associé aux communautés ethnoculturelles. Le patrimoine immatériel montréalais ne serait-il que celui des autres transposés dans la métropole ? Ne serait-ce pas une erreur que de s’en tenir à l’ailleurs pour trouver des manifestations de l’intangible ? Il semblerait que oui, surtout lorsqu’on se tourne vers l’univers des associations et des groupes qui travaillent à la conservation, à la diffusion et à la transmission du patrimoine d’expression. Le calendrier des manifestations culturelles montréalaises est en effet jalonné d’événements qui proposent aux citadins de se replonger dans leurs traditions. Il n’empêche que des petits riens de l’ordre du banal qui font tout autant l’atmosphère que l’histoire sociale de la ville pourraient être qualifiés de « petit patrimoine immatériel ». Le « je-ne-sais-quoi » montréalais qui frappe bien des observateurs de passage dans la ville pourrait dès lors s’inscrire dans cette évolution.

Abstract:

This paper asks the provocative question – what happens if heritage practices that use energy and other resources in abundant quantities, though considered fine by International Best Practices (IBP) of heritage management, are found to be in opposition to the achievement of sustainability? Much that is considered intangible heritage today had its beginnings in a very different world to ours now. It was one with a smaller population with few affluent people, more abundant non-renewable resources and much less interconnection. Now almost everything we do affects others in some way. Should we start to adopt a greater concern than in the past with resource use and sustainability? This paper will look at examples of intangible heritage practices (e.g. festivals, celebrations, food related customs, and some common beliefs).

Abstract:

In this article, Cécile Duvelle presents the main points of the evaluation of the Convention for the Safeguarding of Intangible Cultural Heritage undertaken by UNESCO a decade after its adoption in 2003. She discusses the achievements as well as the pitfalls of the Convention. Drawing on a survey involving State Parties as well as many non-state stakeholders including NGOs, representatives of intangible cultural heritage (ICH) bearer organizations, and academics, the authors of the evaluation report consider the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage to be a highly relevant international legal instrument, both in terms of its consistency with national and local priorities and with the needs of the concerned communities, groups and individuals. The Convention has broadened the more traditional view of heritage to include anthropological and sociological points of view. It also introduced a number of important concepts related to ICH, such as the understanding that the community is the real bearer of ICH and that this heritage is defined in terms of the community; the notion that culture is living and evolving as it is transmitted from one generation to another; and the concept of safeguarding as a measure aimed at ensuring the viability of ICH. The Convention introduced new terminology and definitions that have since gained global prominence, supplanting older concepts. The article provides an in-depth discussion of the advantages and disadvantages of the practice of listing ICH elements, of the promises and shortcomings of community participation, of the challenges of intellectual property and cultural diversity to ICH, of the necessary collaboration in the administration of the different UNESCO heritage conventions, and of the ways intangible cultural heritage can contribute to sustainable development, to conflict resolution and to human rights. The author concludes by commenting the recommendations of the evaluation report.

Abstract:

As culture contributes immensely to sustainable development, linkages between intangible cultural heritage and sustainable development can indeed be defined. After first reflecting on the existing and the envisioned paradigms, outlining both the three- and four-pillar approach to sustainable development, this paper will then discuss the interrelation of sustainable development and intangible cultural heritage, particularly against the background of UNESCO’s activities, debates and documents, giving special mention to the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage and the Operational Directives given for its implementation. Finally, it will analyse the conceptualization of the recently drafted Operational Directives on sustainable development outlining its approach and thereby referring back to the above-mentioned paradigm of sustainable development.

Abstract:

This paper emphasizes the role of culture in sustainable development. It tackles two questions: First, what are the cultural impacts of development? And second, what is the impact of culture/ICH on development? After reflecting on the existing paradigms, referring to culture as pillar/(re)source and culture as meaningful human conduct/driver, the paper offers a further paradigm showing culture as meta-(re)source/worldview of SD. Conceptualizing heritage as people-centred process, the paper then discusses the interrelation of SD and ICH. Referring to Sanskrit theatre in India, it provides answers to the question of what shall be sustained in ICH in a radically globalized world and responds to the challenge that rapid technological change poses to the safeguarding of ICH. Understanding ICH as contemporary practice and looking at the results of the case study, it further outlines culture’s role in enhancing development goals, considering their complementarity. Realizing that development today embraces a holistic approach, the paper argues that ICH is fundamental to integrity, cohesion, community, diversity and sustainable development, the latter being values themselves, relying on culture and communities. Conceptualizing culture as a signifying system constituting meaning and influencing behaviour, values and lifestyles, enabling orientation and participation, and thereby the shaping of identity, social relationships and positioning within the world, the paper argues that culture contributes immensely to human well-being and quality of life, including sustainable attitudes towards humans and nature. The paper finally argues for the mobilization of culture in the context of SD and its integration within cultural policy.

Abstract:

Traditional medicine takes different forms in different regions, and the documentation and preservation of traditional medical practices and knowledge is part of our efforts for safeguarding intangible heritage and recognizing and promoting cultural diversity. In the same vein, UNESCO has inscribed the Andean cosmovision of the Kallawaya in Bolivia, a body of ritual knowledge and artistic expressions intimately linked to religious beliefs, which also include traditional healing practices, on the Representative List of the Intangible Cultural Heritage of Humanity. Traditional medicine, which includes healing practices and knowledge, could be considered more than just static traditional knowledge, as it helps us lead healthier lives naturally. It is also important to note that references to safeguarding traditional healing practices is not just included in the 2003 Convention but also in the Convention on Biological Diversity (1992), the UNESCO Universal Declaration on Cultural Diversity (2001), and the United Nations Declaration on the Rights of Indigenous Peoples (2007). By recognizing and preserving traditional healing practices for therapeutic purposes in areas beyond the reach of modern medicine, we can help ensure our universal rights. According to the common definition by the World Health Organization, traditional medicine is “the sum total of the knowledge, skills, and practices based on the theories, beliefs, and experiences indigenous to different cultures, whether explicable or not, used in the maintenance of health as well as in the prevention, diagnosis, improvement or treatment of physical and mental illness.” As such, traditional practices cannot be easily defined without reference to diverse social and cultural contexts and knowledge. Today, traditional medicine is facing the threat of extinction. Natural medicinal materials and herbs are disappearing due to climate change, desertification, and deforestation. Furthermore, traditional medicine is losing ground to modern medicine, as it is deemed non-scientific or unstandardized. Even if traditional medicine has a scientifically proven treatment for a certain disease, it is easily distorted in the commercialization process and often undermines the sustainability of communal life. For instance, when a naturopathic or dietary treatment that has been passed down in a community becomes known to be effective for a Foreword Kwon Huh Director-General, ICHCAP disease, the therapeutic materials used in the treatment are recklessly consumed regardless of the communal background, which can lead to destroying the community and the surrounding environment. Traditional medicine should coexist with modern medicine as they are complementary. Traditional medicine plays an important role as a means of treatment for people outside the reach of modern medicine. It also gives new hope to those suffering from diseases that modern medicine cannot yet cure. In some developing countries, traditional medicine is easily accessible and obtainable at little or no cost and thus is much more popular than modern medicine. Traditional medicine also embodies wisdom that has been transmitted through generations based on our ancestors’ perceptions and experiences about their lives and environment. Traditional medicine, therefore, should be recognized as valuable intangible heritage worthy of safeguarding. This book begins with the introduction to traditional medicine around the world and describes the relations between traditional medicine as traditional knowledge and the 2003 Convention as well as discussions on safeguarding traditional medicine. The book was jointly published by ICHCAP as the content publisher and #Heritage Alive as the editor. As a UNESCO category 2 centre established in accordance with the 2003 Convention, ICHCAP has been engaged in publication projects for intangible heritage, including the ICH Courier, to increase the visibility and public awareness of intangible heritage in the Asia-Pacific states. It is always a great pleasure for ICHCAP to work with NGOs enthusiastically working in the field for safeguarding intangible heritage. ICHCAP considers this publication a new challenge and a major step forward, as it is aimed to introduce traditional medicine of the world beyond the Asia-Pacific region. It is also noteworthy that the book will be first presented during the twelfth session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage to be held in Jeju, Korea. In this regard, we would like to thank the editorial board of #Heritage Alive led by Editor-in-Chief Eivind Falk and the members of ICHCAP for their contributions to the successful publication of this book. We hope that this book helps readers discover knowledge about traditional medicine and the value of endangered traditional knowledge and also understand the need for the sustainable safeguarding of the environment that surrounds us.

Abstract:

Using Pierre Nora’s conceptualization of “sites of memory,” this chapter illustrates ways of interweaving heritage conservation practices with people’s lives, stories, and knowledge about sites in their communities. In South Africa, a historical break occurred at the onset of democracy in 1994. During the recent period of democracy there have been various responses to the legacies of the preceding periods of Dutch and English colonialism, segregation, and apartheid. These include the democratic nation-state endeavors to overcome these legacies with processes such as the Truth and Reconciliation Commission (TRC), land restitution, and socioeconomic transformation programs. How do historians, heritage practitioners, and memory workers respond to the past in the present? In Chapter 9, I will argue that when breaks occur as forms of trauma and leave posttraumatic legacies in people’s memories, these cannot be closed off by redemptive reconstructions of history or cured by microhistories that promise healing through oral narration. These legacies are manifested as visual and emotional traces in memory. In the present chapter, drawing on oral histories, I explore how elder residents of Langa narrate the continuities and discontinuities of particular sites of memory.

Abstract:

World Heritage conservation in developing countries is challenged by conflicting demands of preservation, economic development and social equity. Managing these demands requires monitoring of the dynamic interaction between cultural heritage, natural environment and contemporary society. Collaboration between research, management and governance is therefore necessary if we are to reconcile the competing demands of living with heritage. The Angkor World Heritage Site in Cambodia epitomizes the challenge and is a test case for the management of World Heritage in developing countries. A joint Cambodian and international programme is now developing collaboration policies, monitoring approaches and time-based, geographical information systems (GIS) for site management, in the context of the recent re-definition of the extent and the nature of Angkor by the surveys of the École Française d'Extrême-Orient and the Greater Angkor Project. The focus is on participatory planning, the role of mapping in engaging local communities in management processes and the relationship between diverse heritage values at the local, national and international scale.

Abstract:

UNESCO since the 1970s has debated the best way to support and preserve cultural heritage forms. Masterpieces of Oral and Intangible Cultural Heritage of Humanity were declared from 2001 until 2006, when the new Intangible Cultural Heritage convention replaced that program. Japan provided models and leadership for the masterpieces pro- gram. New thinking in museum practice, interest in finding ways to value performing arts as much as geographical or architectural monuments, and hopes for safeguarding and giving communities ownership of genres concerned were involved in the evolution from the masterpieces model to the Intangible Cultural Heritage model. The needs of Southeast Asian groups and their ownership of the process are queried.

Abstract:

Les mobilités actuelles tendent à promouvoir la mondialisation et le multiculturalisme. Pourtant, on assiste parallèlement à la naissance de microcosmes identitaires. Cet article met la lumière sur un microcosme bien particulier, celui des Québécois en Floride. La région de Fort Lauderdale-Hollywood est ainsi connue sous le terme de « Petit Québec » ou de « Floribec ». Des milliers de Québécois s’y retrouvent chaque année, principalement durant l’hiver. L’auteure propose d’analyser les manières dont les Québécois reconstruisent leur patrimoine culturel immatériel consciemment ou inconsciemment dans cette partie de la Floride afin d’établir un véritable Petit Québec sous les palmiers.

Abstract:

Abstract The 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage established a “Representative List of the Intangible Cultural Heritage of Humanity.” In 2009, seventy-six traditions from around the world were inscribed as the “first elements” on this list. One of these was Toshidon, a New Year's Eve ritual performed on the island of Shimo-Koshikijima off the southwest coast of Japan. How does recognition by an international body affect the way this small community perceives and performs its “heritage”? In this article, I contextualize the UNESCO selection of Toshidon, describe the ritual itself, and then focus on the discussion that occurred on the island in 2009–10, as the UNESCO designation became a new factor in a long-running and complex local discourse on tradition. Observing the on-the-ground effects of UNESCO's recognition on this one island community provides insight into the broader interaction between global cultural policy and local tradition.

Abstract:

Abstract Toshidon is a “visiting deity” (raihōshin) ritual that takes place every New Year's Eve on a small island off the southwest coast of Japan. Performed for purposes of education, Toshidon is an event in which groups of men, masked and costumed as demon-deity figures, walk from house to house frightening and disciplining children. In 2009, Toshidon was inscribed on the UNESCO Representative List, a significant occurrence for this relatively isolated community. Based on ongoing fieldwork on the island, this essay explores specific events and discourses that emerged from this recognition. I conclude that the UNESCO inscription becomes a floating signifier within the community, one of many elements in an ongoing discussion about the broader future of the island itself. For nearly 70 years, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has played a crucial role in developing policies and recommendations for dealing with intangible cultural heritage. What has been the effect of such sweeping global policies on those actually affected by them? How connected is UNESCO with what is happening every day, on the ground, in local communities? Drawing upon six communities ranging across three continents—from India, South Korea, Malawi, Japan, Macedonia and China—and focusing on festival, ritual, and dance, this volume illuminates the complexities and challenges faced by those who find themselves drawn, in different ways, into UNESCO’s orbit. Some struggle to incorporate UNESCO recognition into their own local understanding of tradition; others cope with the fallout of a failed intangible cultural heritage nomination. By exploring locally, by looking outward from the inside, the essays show how a normative policy such as UNESCO’s intangible cultural heritage policy can take on specific associations and inflections. A number of the key questions and themes emerge across the case studies and three accompanying commentaries: issues of terminology; power struggles between local, national and international stakeholders; the value of international recognition; and what forces shape selection processes. With examples from around the world, and a balance of local experiences with broader perspectives, this volume provides a unique comparative approach to timely questions of tradition and change in a rapidly globalizing world.

Abstract:

The Convention for the Safeguarding of Intangible Cultural Heritage (ICH) has been adopted by UNESCO in 2003 and since then it has helped to bring about a significant increase in international debate about not only the nature and value of intangible heritage, but also the meaning and character of heritage more generally. More importantly, the implementation of the ICH Convention has contributed significantly not only to the re-examination of the dominant ideas about the role and meaning of heritage in contemporary societies, but also to the development of new management, conservation and/or preservation practices. The anthropological approach to culture and the refocusing of social sciences on processes have proved to be significant factors in the re-definition of heritage as an entity made up of various complex and interdependent expressions, revealed through social practices and customs. Today, it is the diversity of expressions that create the definition of heritage. In this paper we will examine one ICH element inscribed in the Greek National Inventory of ICH, that of Dry Stone, following the steps that are recommended by the mechanism of the Convention, regarding its valorisation as ICH element and its further enhancement through educational programmes for school students, as well as the selection made by the Greek administration to nominate it for a possible inscription on the Representative List of ICH of Humanity; the selection resulted in the submission of a multinational file, with the participation of Croatia, Cyprus, France, Italy, Slovenia, Spain and Switzerland.Intangible Cultural Heritage, Dry Stone, Communities, UNESCO, ICH Inventories, Participatory Approach, Educational Programmes, Experiential Learning, Representative List of ICH

Abstract:

Publication autorisée par le jury Dès la Renaissance, des antagonismes se font jour entre les utilisations guerrière et esthétique du cheval. Notre contexte sportif contemporain ne permet plus la transmission des pratiques savantes. La rupture épistémologique se situe dans l'abandon d'une recherche systématique de la mobilité de la mâchoire du cheval, fondement de l'équitation savante occidentale et base de la restructuration posturale du cheval. Ce maintien statuaire auquel le cavalier conduit le cheval fusionne leurs deux natures dans l'unité mythique du centaure. Mais quel est l'essence de ce trajet pédagogique ? L'histoire de l'équitation montre que parallèlement à la didactisation des savoirs se dessine une transmission de type initiatique. L'auteur dévoile la relation vécue avec son maître René Bacharach, décrypte les apports respectifs du maître, du cheval, de l'élève, et conclut que l'initiation équestre donne à l'écuyer les moyens d'accomplir son procès d'individuation dans sa dimension d'universalité.

Abstract:

Dans cet article, l'auteur explore, à partir du point de vue de l'anthropologie, un ensemble d'opérations et d'hypothèses impliquées dans le traitement de la diversité culturelle, telles qu'elles apparaissent dans les discours des experts en Éducation Interculturelle. L'auteur examine les présupposés implicites dans les catégories utilisées par ces discours tout en les rapportant à leurs conditions de production, c'est à dire, au système éducatif comme institution pour laquelle et à partir de laquelle ils sont produits. Enfin, la réflexion veut mettre en évidence comment les discours experts, malgré leur intérêt avoué pour la restitution de "l'expérience" plurielle des élèves, sont confrontés aux mêmes difficultés que celles de l'école pour gérer la diversité.

Abstract:

In the 1980s, the process of convergence between culture and development began to emerge in the context of post-colonialism and changing geopolitical realities. Later on, along with increasing multilateralism, The United Nations Educational, Scientific and Cultural Organization (UNESCO) eventually became the main actor in promoting culture as a fourth pillar of sustainable development. The paradigm shift in the heritage-development agenda is examined in the context of growing aspirations of non-Western states to play an active role in the global heritage regime, and the interests and strategies of UNESCO’s secretariat and the member states. At first, heritage and development were perceived as separate or opposed fields. Recently, a sustainable development framework emerged as a new global development model. UNESCO has engaged in the shaping of the United Nations (UN) 2030 agenda, and advocated a pragmatic approach to heritage. This paper examines the evolution of ideas and concepts linking ‘development’ and ‘heritage’ forged at the forum of UNESCO as part of its Culture and Development framework. The role of the Global South in the paradigm change is highlighted.

Abstract:

The transformation of museological and heritage practices in the past decade continues to face challenges: not least in seeking to integrate tangible and intangible heritage. The majority of endeavours continue to aim to combine the established perspective of safeguarding the tangible heritage with approaches seeking to incorporate intangible heritage, but the dialogue is still largely being controlled by the ‘establishment’. However, it is encouraging to report that demonstration projects have emerged using the concept of First Voice in order to find the balance between the old and new practices with respect for cultural diversity
