Min Zhang has served the Ministry of Culture of China since 1989, responsible for bilateral and multilateral cultural programmes. She participated in all the meetings of the Intergovernmental Committee and General Assembly of the 2003 Convention for the Safeguarding of Intangible Cultural Heritage from 2006 to 2012. Detached to the Intangible Cultural Heritage Section of UNESCO from 2010 to 2013, she worked in the capacity-building unit and was involved in the work of designing the training curriculum, organizing a series of training of trainers workshops and the first review meeting of the global capacity-building strategy, designing and implementing concrete capacity-building projects at national level in Asia-Pacific and the Southern African region.
