ORGANIZATIONAL CONTEXT

 

 

As the only specialized semi-autonomous organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. The Institute launched its new Medium-Term Strategy (2022-2024) in December 2021. It draws on core and project funding to achieve its goals and objectives.

OVERVIEW OF THE FUNCTIONS OF THE POST

 

This position is in IIEP’s Buenos Aires Office. Under the overall authority of the Director of IIEP and immediate supervision of the Head of Office of IIEP Buenos Aires, and within the framework of IIEP’s mandate and Medium-Term Strategy, the Knowledge Management and Mobilization Coordinator will lead and coordinate the development and implementation of all activities related to knowledge production and dissemination implemented by IIEP Buenos Aires. 

 

Additionally, the incumbent will design and coordinate, together with the Communications Officer, a plan for knowledge mobilization activities with the goal of incentivizing the active use of IIEP’s knowledge products by IIEP’s audiences and promote the uptake of this knowledge in educational policy and planning. The incumbent will provide support, leadership and guidance to staff and consultants working on the area’s projects and during their involvement in missions related to these. 

 

The incumbent will assist the Head of Office with administrative and financial management of these projects. In collaboration with the Head of Office of IIEP Buenos Aires, the incumbent will carry out outreach and fundraising activities with IIEP partners (Member States, U.N. agencies, foundations, donors, and other development organizations). In particular, the incumbent will have the following duties and responsibilities:

1. Programme design and implementation

  • In coordination with the IIEP BA Head of Office, develop a knowledge management and mobilization (KMM) agenda of IIEP BA and adopt strategies for its implementation;
  • Design, develop and supervise the implementation all KMM projects and activities, and monitor their budget;
  • In close collaboration with the Communications Officer, prepare an annual plan for KMM activities, including online events and publications;
  • Supervise the regular update of SITEAL databases on statistical information, on policy and regulatory documents, and on research about policy implementation. Also, the country profiles on education and on ECE, and the regional policy synthesises that derive from the databases;
  • Lead research projects;
  • In close collaboration with the TC Coordinator, participate in the design, management, and implementation of IIEP’s TC projects including research activities;
  • Supervise, coordinate and guarantee the implementation and development of the IIEP BA Online Community of Practice;
  • Formulate the content of the Regional Forum on Education Policy each year and participate in its implementation;
  • Report on all KMM projects in accordance with IIEP’s Monitoring and Evaluation Plan.

 

2.    Institutional networking & partnership development

  • Promote partnerships with Member States, UN agencies, foundations, donors, and other development organizations;
  • Identify and negotiate funding for KMM projects from public and private donors, including Member States, UN agencies, foundations, and other development organizations;
  • Represent IIEP at conferences and meetings, giving institutional and thematic presentations when required.

 

3.    Team management

  • Within delegated authority, manage, supervise and support staff, consultants and interns working in KMM products;
  • Manage and provide continuous feedback on staff performance on a timely basis;
  • Identify HR needs and recruit technical expertise for programme implementation;
  • Participate actively in IIEP and UNESCO team meetings.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced University degree (Masters or higher) in education, public policy, public management, economics, statistics, or in related fields of social sciences. 

 

Work experience

  • At least six (6) years of progressively responsible experience in conducting and designing training activities in the fields of educational planning, policy or management, of which preferably four (4) years should have been acquired at international level. 

 

Experience, skills/knowledge and competencies

  • Advanced knowledge of the educational systems of Latin America and the education policy agenda of the region.
  • Demonstrable experience in leading education research.
  • Demonstrable experience in conducting high-level political dialogues, partnership development and fundraising, particularly at ministerial level.
  • Demonstrable experience in project management, including management of project portfolios and the application of planning and management tools. 
  • Demonstrable experience in leading, managing and motivating teams.
  • Strong oral and written communication skills; capacity to write clear prose.
  • Ability to develop positive collegial relationships and ability to work with and in multicultural teams.
  • Ability to work under pressure and to tight deadlines.
  • Ability to work proactively and adapt to changing circumstances.
  • Availability to carry out field missions in different countries of the region as required by the projects in the area.

 

Languages

  • Excellent knowledge of English and Spanish.

DESIRABLE QUALIFICATIONS

 

Work Experience

  • Experience in education policymaking or policy implementation. 
  • Experience in communicating knowledge and research findings.

 

Knowledge, Skills and Competences

  • Advanced knowledge of the theory and practical application of the techniques used in education planning and management.
  • Advanced knowledge in comparative studies of education.
  • Knowledge of IT, in particular MS Office applications, databases, statistical processing programs, Constituent Relationship Management (CRM) tools, Survey tools, SPSS or STATA.

 

Languages

  • Working knowledge of Portuguese.
