In 2014, the Ministry of Culture launched three strategies for children’s and young people’s encounter with art and culture. In order to put the strategies into play, a number of new initiatives and models of cooperation between e.g. schools, daycare institutions and cultural institutions have been put into action.  All with the purpose of developing and strengthening the cultural activities and encounters with art available for children and youth.

In 2013, the Ministry of Culture launched the national campaign “Denmark Reads” to promote reading of litterature – especially among people who seldom or never reads litterature (which is estimated to be 40 pct. of the Danish population). The campaign contained two efforts: Firstly, a competition, where municipalities competed to be Denmarks ‘smartest' reading municipality. The municipalities were judged by different criteria, but in short the municipalities with the most effective and original new reading experiments were awarded. In May 2015, Randers Municipality was announced winner. Secondly, a “Denmark is Reading Day” was held 23rd of April 2015 (on UNESCO’s World Book Day).  On this day, volunteers handed out 5 different Danish titles in 100.000 copies to people who do not read on a regular basis. The titles were carefully selected by an expert panel and chosen from a list of 60 titles suggested by publishers.

Enhancing Film Literacy for Children and Young People

The objective of the nationwide Film Literacy Program is to strengthen the critical, cultural and creative capacities of children and young people in schools. The school cinema program “Med Skolen i Biografen” (“Cinema in schools”) now reaches 250.000 students in 80 pct. of municipalities and cinemas presenting artistic and cultural significant films from all over the world – including study guides. 85 pct. of the tickets are sold to non-American titles. The streaming site “Filmcentralen” is now on demand in 90 pct. of Danish schools, which gives almost 600.000 students access to 1.500 short and documentaries and educational tools, covering a diversity of local and global issues. The Danish Film Institute is implementing a new pre-school digital strategy in order to reach out to day-care institutions with creative tools and films. The Media Council for Children and Young People serves as an awareness center within the framework of the EU Safer Internet Program. The Council works with a strategy on covering the challenges and opportunities within the digital environments. The objective is to enlighten and empower children and young people, professionals, parents as well as the general public. The latest initiative released by the Council is a guide for parents on the online life of the 7-12-year-olds. Integration of media and information literacy within the educational framework focuses on the promotion of awareness and critical understanding of media and the digital society; a positive approach to social interaction and well-being within the digital environment; and strengthening children and young people’s creative learning and innovative use of digital technologies.

During the last 55 years the Danish cultural policy has been based on principles very similar to those which are inherited in the UNESCO 2005 Convention.In Denmark, the Ministry of Culture is responsible for the following policy areas: Visual Arts, Music, Theatre, Film, Architecture, Libraries, Higher Artistic Education, Archives, Museums, Zoological Facilities, Cultural Environment, Sport, Broadcasting, Copyright and non-formal education and democratic voluntary activities. Activities within these areas are in many cases financed fully or partly by public means. Public subsidies to culture are divided between two levels of public administration in Denmark: the central government and municipal councils.

Subsidies for individual cultural goals vary a great deal among different financial sources. For example, theatre is primarily financed by the State, while libraries receive most of their subsidies from municipal councils, and public support to sport mainly derives from municipal resources and lottery proceeds. The Danish state supports the creative arts in different ways – through grants to institutions, according to objective criteria or with a point of departure in the “armslength principle”. Independence and the armslength principle are fundamentals of Danish cultural policy. In order to ensure freedom of expression in art and culture grants to artists are given with no political strings attached and criticism of everyone - including “the establishment” - is permissible. Where the armslength principle is applied, neither politicians nor the Ministry of Culture are involved in the concrete subsidy allocation or act as arbiters of taste. Instead, support is granted following a specialist evaluation of the applicant’s artistic qualities. The Parliament act as architect of the structural and financial framework for an overarching cultural policy. In collaboration with the Parliament, the Ministry’s role is to implement the financial and legislative framework. [...] (Continues under question c.3)

The political framework for the arts support system is comprised primarily by the annual state budget and arts support legislation. In certain cases, grants and targets for an area of the arts are determined for a period of several years through a political agreement between members of the national parliament. The legislation gives the Minister for Culture the power to make decisions about the arts support system, such as the power to select members of committees and boards, to enter into framework agreements, or to approve institutions’ action plans. Within such politically determined frameworks, institutions, councils and committees in the arts support system can organise their business themselves.There are three bodies in Denmark that allocate cultural support according to the armslength principle: the Danish Arts Foundation, the Danish Film Institute and the Media Board (“Medienævnet”) (established in 2014 following the Act on Media Support), which means that their decisions are final and cannot be overruled by appeal to another administrative or political body. The central government’s (i.e. the state’s) support for operational costs for arts institutions comprises over two-thirds of the total central government arts funding. The Ministry of Culture’s support for operational costs to institutions is, as a rule, determined by means of four-year result or framework agreements with institutions that also include strategy and objectives for the institution’s work over the coming four years. Within the scope of the framework agreements the institutions have a high degree of autonomy.

Access for all to a diversity of cultural expressions is an important goal in Danish cultural policy. Special emphasis is put on efforts with regards to minorities. Work is ongoing in the associations of general education, sports associations, at libraries and many other cultural institutions to ensure that there are platforms for intercultural meetings between the different cultures that exist at all levels of the Danish society. The public funding system has secured that Denmark is geographically covered with a broad variety of cultural institutions, e.g. museums, theatres, orchestras, venues, libraries, music schools for children and young people, facilitating access to culture for everybody. The institutional infrastructure in the field of culture consists of a national and a local level only. The Ministry of Culture and the municipalities share the responsibility of implementing legislation and providing public funding for cultural institutions, activities, and projects. In 2014 a “new” Danish Arts Foundation was established following the reform of the art funding system of 2012-2013. The new institution emerged from a merger between the then Arts Foundation and the Danish Arts Council. The reform consists of two political agreements of the art funding system (i.e. the new Danish Arts Foundation) and the lifelong benefits to artists. These agreements were implemented through the Act on the Danish Arts Foundation (“Lov om Statens Kunstfonds Virksomhed”) and the Act on Visual Arts and Artistic Design (“Lov om Billedkunst og Kunstnerisk Formgivning”), which entered into force in 2014. In terms of the scope of the Convention, the new structure of the Arts Foundation is most relevant as it directly relates to the way in which funding to the arts are distributed. The main objective of the reform was to create a more simple and transparent system for the public support to the arts. As a result thereof, the Danish Arts Foundation today consist of a coordinating board of directors and 12 specialist committees, who each focuses on a specific art form, i.e. literature, music, visual arts, performing arts, crafts and design, architecture and film.

The committees are divided into two different “columns”: project funding and grant funding. It is the Foundation’s specialist committees who decide which funding schemes should be set up and when funding to either specific artists or projects should be awarded. As stated in the legal framework for the Arts Foundation, the main criterion for receiving support from the Danish Arts Foundation is artistic quality. Therefore, the committees are responsible for assessing the artistic quality in all applications. Further, the committees are obligated to broaden their support in all relevant genres of their respective art form, to promote geographical diversity and must accommodate the production and dissemination of art to children and young people.

In the revised Museum Act of 2012, it is stressed that museums must ensure a relationship between the cultural and natural heritage as well as the surrounding society and outside world. This stems from the Act’s statutory purpose, which states that museums “must ensure the cultural and natural heritage in interaction with the world around us”. Further, the Act stresses that museums must act according to local national and global perspectives in order to 1) actualize knowledge about cultural and natural heritage and make that knowledge relevant and accessible/available for all citizens; 2) develop the use and significance of cultural and natural heritage for citizens and society; 3) ensure cultural and natural heritage for future use. The Act also states, that the three main museums (i.e. the National Museum of Denmark, the National Gallery of Denmark and the Natural History Museum of Denmark) must increase the visibility and perspectives of their collections through participation in international cooperation. Another example of the relation between the Museum Act and the scope of the Convention is the Act’s mentioning of the fact that museums must be available to the public, and that entrance for children and young people under 18 years in museums covered by the Act is free of charge. Since 2006 the National Gallery of Denmark and the National Museum of Denmark have provided free access for all visitors. During the course of 2016 the two museums will be given the opportunity to charge entrance fees for adults, however with an obligation to provide family discounts.

Accessing cultural diversity through media support and public service

As stated in the Danish QPR of 2012, media policy is regarded as an integral part of Danish cultural policy due to the societal significance of the mass media for the development of Danish culture and political debate. A media policy agreement (“mediepolitisk aftale”) between the government and one or more parties in the Parliament, usually spanning four years, form the basis for legislation in the area of radio, television and public service.Grants for media includes for example:

  • printed and internet based news media (see elaboration of the new Media Support Act in sec. 1.4.1),
  • non-commercial local radio and television (i.e. to civil society), including support for training/education based on statutory objective criteria. The schemes are administered by an independent board, the Radio and Television Board.
  • distribution of periodic magazines and journals, primarily union journals through the Magazine Fund (“Bladpuljen”), which was established in 2004 with the purpose of promoting democratic debate as well as cultural and societal enlightenment.

A cornerstone of the media policy is the notion of public service, which seeks to address the need for a versatile and balanced range of programmes and services for all parts of the population. Therefore, public service activity in Denmark seeks to ensure that the entire Danish population has access to a wide range of programmes and services via media channels such as television, radio, and the internet. The Danish public service institutions include DR, TV2 Danmark, TV2 Regions and Radio 24syv, which all help to ensure pluralism in both radio and television, national and regional, to the entire population on multiple platforms. Further, the “Public Service Pool” (“Public Service Puljen”) provides the opportunity for other instituions not covered by license fees to apply for funding for programs and productions, which meet the requirements of the public service objectives (originality, significance and quality).

Example: Media Support Act granting support to internet based news media

The revised Media Support Act entered into force on 1 January 2014. Media support is the collective term for the Ministry of Culture subsidies for printed news media and the written internet-based news media. The key objective of media support is to promote a comprehensive and diverse range of news of social and cultural nature aimed at strengthening the Danish democracy and the democratic debate. Based on objective criteria, media support is granted for the production of editorial content for a wide range of print media. With the new Act, internet media is also considered eligible for media support. Additionally, media support can be granted in order to establish new media. To this end, the overall Danish media support scheme serves to promote and lay the foundation for a diverse media landscape. The scheme is administered by an independent board. [...]

1.1.1        DR as an example of accessing cultural diversity through public service media

DR (Danish Broadcasting Corporation) is the biggest provider of public service in the Danish media market, and is organised as an independent public institution financed through license fees. In the cultural field, DR has to place a special emphasis on its role as initiator and communicator of Danish art and culture and the Danish cultural heritage; enrich the cultural life in Denmark with original contents; place a special emphasis on the Danish language and actively contribute to preserving and developing the Danish language so the listeners, viewers and users experience accurate and intelligible Danish in DR’s activities. Further, DR has an obligation to offer a broad coverage of the Danish society as well as of the societies of Greenland and the Faroe Islands, and to reflect the diversity of culture, philosophies of life and living conditions in the different parts of Denmark. On TV, cultural contents is a constituent element in a number of regular programs on the main channel DR1, for instance in the News and in the daily journalistic current events program “Aftenshowet”. The downright culture programs are primarily broadcasted on DR’s specialized channels, DR2 and DRK, which encompasses different approaches to culture and both provide insight and create debate about the arts and music. While DR3, a specialized channel for younger audiences, has a strong profile on music. Examples of main TV initiatives in 2015 includes the second season of the successful drama series “Arvingerne” (The Legacy” and the competition “Danmarks nye julesang” (‘Denmark’s new Christmas Carol’), where amateur and professional songwriters composed approximately 500 new Christmas songs. On the radio, DR’s portfolio of FM and digital radio channels ensure a wide communication of culture and music contents within all genres.

Denmark’s cultural exchange with other countries comprises a plenitude of actors at national and local level, who are based both in and outside of Denmark. As mentioned in the Danish QPR of 2012, there are several challenges facing a small country on the global scene when it comes to international cultural exchange, e.g. to create conditions for individual artists and cultural institutions to be able to function in a globalised world where it is necessary to be able to build and maintain professional working networks with international partners. Especially as a small country, it is important to facilitate cross-sectional cooperation aiming at combining experiences and achieving synergies without losing the richness and diversity of international activities and relations with other countries. Since 2010 the key actors in the field of cultural exchange have been gathered in an International Culture Panel.

The Panel is a cross-ministerial collaboration between the Ministry of Foreign Affairs, the Ministry of Business and Growth and the Ministry of Culture as well as the following institutions, who all in their own way and with different starting points are active in international cultural cooperation: The Danish Arts Foundation, The Danish Cultural Institute, Danish Architecture Center, Danish Design Centre, Danish Film Institute, Center for Culture and Development, Danish Agency for Palaces and Culture and VisitDenmark. The main purpose of the collaboration in the Panel is to increase Denmark’s cultural exchange with foreign countries and to strengthen the internationalisation of Danish cultural life. Herein lies an inherent focus on creating coherence and give the various international cultural initiatives a shared focus with a view to create increased visibility and impact of cultural exchange projects.

The various actors involved in the Panel have an extensive and complex network of contacts and working partners in Denmark and in a diversity of countries. Therefore, the actors form a professional and practical forum for the sharing of knowledge in the field of international cultural exchange as well as a forum for generating and developing new collaboration projects.

The Panel is currently working on the basis of a strategic action plan 2014-2016, which encompasses the following cross-sectional themes: sustainability, children/young people and dialogue, democracy and participation. The geographical areas of focus are the BRICS-countries (defined as Brazil, Russia, India, China and South Africa) and the Middle East (divided into the Levant, North Africa and the Gulf States). In addition to the geographical focus areas, the Panel also collaborates on so-called strategic events, which can be cultural world events with regional or global impact or cultural events in the form of celebrations of famous cultural figures, the Royal Family’s Visits abroad or culture and business promotions abroad.

During the spring of 2016 the Panel will be evaluating the action plan.

An example of one of the key actors in terms of international cultural cooperation is the Danish Cultural Insitute. The Danish Cultural Institute is a self-governing institution, which promotes dialogue and understanding across cultural differences and national borders. The activities of the Institute includes for example: exhibitions with Danish artists and informative exhibitions; courses in Danish; concerts with Danish soloists and ensembles abroad; study tours to and from Denmark within subjects such as: health and social matters, educational and cultural politics.

The Cultural Institute has foreign branches in Brazil, Belgium, Poland, Russia, Latvia (covering the Baltic States) and China. The Institute is currently working on the possibility of opening branches in India and Turkey. Section 2.2.1 provides an example of the activities of the Danish Cultural Centre in Beijing.

The Danish Cultural Centre in 798 International Arts District, Beijing, China opened in 2015, followed by the opening of a Chinese Cultural Centre in Copenhagen in 2014 in Copenhagen. The two centres are established according to a signed agreement between the PM of Denmark and the President of China in 2012 and are as such an example of international cultural cooperation. The Danish Cultural Center is a non-governmental institution that works with international cultural exchange in a wide range of areas. It promotes cultural exchanges between Danish and Chinese parties and informs about Denmark. It also supports projects that aim at long-term cooperation between Chinese and Danish cultural institutions, artists, and other professionals in the field of creative industries and economies. An example is the exhibition 'Age and the City: Copenhagen Experiments'. The exhibition is based on the research master's program 'Urbanism and Societal Change' at the Royal Danish Academy of Fine Arts. Both Denmark and China are facing challenges in a much larger proportion of elderly in the population. The exhibition presents estimates of the impact of demographic trends, respectively Denmark and China will have on the development of urban typology. The posters show Danish proposals for solutions in varies cities and communities. On the center's second floor you can see the results of a workshop with Danish and Chinese architecture students, who in August was working to translate the Danish model for one of Beijing's oldest neighborhoods around Baitasi Temple west of Beihai. The centre fosters Danish-Chinese intercultural understanding and dialogue concerning issues of common concern in relation to culture and society. The scope is local (Beijing), national (China – also facilitated by touring productions) and bi-lateral/international. The Danish Cultural Institute funds the centre, in part through government funding and in part through private funding.

The Baltic Centre for Media Excellency (BCME) is a clearinghouse for journalism training and a facilitator of professional dialogue in the Baltics and beyond. The initial funding to the Centre came from The Nordic Council of Ministers and The Danish Cultural Institute.

The centre is organized as a Latvia-registered non-profit association engaged in the following activities:

  • continuous assessment of journalism training needs in the Baltic states and the countries of Eastern Partnership,
  • search for, development of and delivery of needs-based training modules,
  • fostering professional conversation among media professionals, promoting media literacy and research of media trends.

The seat of the centre is in Riga, but its operations cover the entire region, delivering tailor-made training modules to newsrooms of nationwide and local media outlets.

Organisation and funding: BCME, founded in November, 2015 by several leading Baltic media organisations and academic institutions - the public broadcasters ERR and LTV, the Estonian Publishers’ Association, the Lithuanian Online Media Association, the Baltic Centre for Investigative Journalism RE: Baltica, the Latvian Journalist Association, the Latvian Association of Broadcasting Organisations, the Riga Stradins University and the Baltic Film, Media, Arts and Communication School of Tallinn University.

The Danish Centre for Culture and Development (CKU) was established as a self-governing institutionunder the Ministry of Foreign Affairs working for the strengthening of cooperation within the field of art, culture and development between Denmark and countries in developing countries Asia, Africa and the Middle East in cooperation with local partners and Danish embassies and representations. Since 2013, the CKU has been responsible for the implementation of the Danish strategy for culture and development “The Right to Art and Culture”, which encompasses five strategic priorites: 1) Empowering people through active participation in art and cultural activities; 2) Ensuring freedom of expression for artists and cultural actors; 3) Enhancing economic growth through creative industries; 4) Strengthening peace and reconciliation in post-conflict areas through art and cultural activities; 5)  Promoting intercultural dialogue and intercultural collaboration. In Denmark, the work of the CKU has been focussing on increasing public knowledge of art and culture from Asia, Africa and the Middle East. To ensure an ongoing and focused effort on international cultural exchange on the film area, The Danish Film Institute has established an office for international affairs including co-productions, cross boarder training and creative development. For the last 15 years the market share of Danish film has been more than 25 percent of all tickets sold domestically in a market place of more than 200 films per year of which 10 – 12 percent are Danish. It is noteworthy that approx 40 percent of all Danish films are distributed outside Denmark, and that approx 30 percent of all tickets sales for Danish films take place abroad. Almost half of all Danish films are co-productions with foreign partners and to a large extend the Danish Film sector participate in the artistic and technical creation of foreign productions.

Film and audiovisual works are examples of how art forms can form a basis for exchanging cultural content among people regardless of “factors” such as age, gender, background, nationality and so forth. The following two examples of concrete projects serve as an illustration of film as a way of establishing the basis for intercultural dialogue, learning and talent development.

Cinema on the Road is a project in collaboration between the Danish Embassy in Lebanon, Metropolis Art Cinema in Beirut and The Danish Film Institute focusing on enhancing film literacy for children and young people in Lebanon with a view to create a basis of establishing dialogue with children through film. The project entails film screenings in schools and refugee camps - both in official Palestinian camps and informal Syrian camps, as well as training facilitators from local organizations. The ambition is that the experience and skills embedded in a local organization will strengthen the sustainability of the project in the long term. Since 1991 the annual IMAGES Festivals has been presenting contemporary art and artists from developing countries rarely exposed in Denmark. Through the festivals the Danish population gets a first hand impression of how art is a vital factor of change and development in these countries. And by joint productions and exhibitions with likeminded Danish artists, the visiting artists get a life-long network and inspiration to develop their own art form. Quite often the participating artists gain more recognition in their own country after having been part of an international arts festival supported by the Danish government. In some cases it has also been a gateway to international recognition and an important step for free artistic expression.

The Danish Film Institute/Cinematheque mainly feature films that are “invisible” in the ordinary film repertoires and the media in general. The program includes quality foreign films that have not yet achieved commercial distribution, exotic film traditions and avant-garde and experimental films. The Cinematheque emphasizes the diversity of cultural expressions in the program and screen films from a number of different countries and film cultures. In the past year the Cinematheque has presented seasons of new films from e.g. Bhutan, Mongolia, Taiwan, Slovakia, Armenia, Georgia, Cuba and Iran. The Cinematheque invites guests from different countries and film cultures to introduce films and organize events and debates on historical, esthetical and political subjects that are related to the program. In February 2016 the Cinematheque for instance hosted a Mongolian film festival, which invited two guests from Mongolia and questioned the idea of Mongolia which conjures up images of Ghengis Khan, the Gobi Desert, camels and yurts. But today, while the nomadic traditions are still alive, Mongolia is opening itself up to the world and also carving a new contemporary culture and identity. The integration of culture in sustainable development policies is an important goal for Denmark on both the national level and the international level. It should be noted, that sustainable development often in Denmark is referred to as environmental sustainability. This section, however, views sustainable development in a broader sense encompassing examples of ways of using art and culture to address challenges and needs of the present without compromising the ability of future generations to meet their own needs (cf. Report of the World Commission on Environment and Development, 1987). One such challenge is that of social inclusion and integration, which this section entails two concrete projects aimed at addressing on a national level. On an international level, this section describes one project aimed at enhancing arts education and one project aimed at culture and environmental sustainability.

C:ONTACT is an independent foundation dedicated to ethnic, social and cultural integration and education using personal story-telling in a wide variety of stage productions to form the basis of living encounters between people with different backgrounds. Through earmarked national funds for projects and initiatives with a social, health and/or employment scope (“Satspuljen”), the Danish Government is supporting C:ONTACT with 699.150 DKK in 2016 to the project Democratic platforms for ethnic minority people stories. The objective is to combat the prejudices that are prevalent particularly concerning immigrant women in Denmark. The activities are based on mediating personal stories about the women’s lives and their life situations through “dialogue events” with ethnic Danes, especially students. Further, the project aims to prevent discrimination and increase understanding. At the user level the goal with the project is to give the participating women an opportunity to express themselves and thereby feel better prepared and equipped to participate in society as active citizens. [...] Rappolitics is a non-profit organisation based in Denmark aiming at promoting youth empowerment using a creative and constructive focus on urban artistic expressions (“raptivism”), dialogue and democratic awareness-raising. The Danish Government is supporting Rappolitics with 650.000 DKK in 2016 to the project “RAP:ISTAN – Rap music and poetry against discrimination and for integration”. The objective of the project is to establish a platform for dialogue and civic participation among students and young refugees. The target group includes around 110 young refugees and 1000 school students from across Denmark. The activities are based on dialogue particularly focusing on “fighting” ignorance and intolerance and thereby also discrimination. At the user level, the aim is to reduce isolation among young refugees and to reduce discrimination through youth-to-youth dialogue.

Collaboration between artists/schools and key cultural institutions in Denmark, St. Petersburg (Russia), Cape Town (South Africa) and Rio de Janeiro (Brazil) on the theme “Re-imagining my hood through arts and creativity”.

Purpose: The specific purpose was to develop and test new methods (1) to advance UNESCO goals "arts education" for 10-12 year ages group, and (2) for through art and culture to promote learning about sustainability and cultural diversity/intercultural dialogue along the goals of the 2005 UNESCO convention.

Actions:

  • Involved 32 Danish and foreign artists (music, theater, dance, painting / drawing, design and architecture) and over 30 teachers and 38 school classes / groups (4-6 class) and reached an active audience of about 3700.
  • Completed artistic courses in music, drama, dance, visual arts, design and architecture of course up to 2-2½ month in the theme 'Re-imagining My Hood – creative ideas for a sustainable future'.
  • Culminated in local and national performances/ exhibitions for a larger audiences during UNESCO's global "Arts Education" week 19-23.5.2014, in the Danish National Broadcasting (DR) concert hall, at the Palace for Youth Creativity (St. Petersburg), at Cidade das Artes (Rio), the Frank Joubert Art Centre et al. (Cape Town).
  • Furthermore: (a) int’ launch conference in Cph. for 200, a launch conference in Cape Town for professionals, (b) an Internet-based "twinning program" between pupils in the 4 countries, (c) international artist exchange program focused on diversity of cultures and sustainability, (d) web-based multilingual educational materials for teachers and artists in 4 languages, (e) PR and press activities: 16 articles, radio and TV spots.

The purpose of the Culturability BSR project was to build knowledge, share cases and foster further cooperation in the Baltic Sea Region on culture as a driver for sustainable development. The project was led by the Nordic Council of Ministers in cooperation with the Ministry of Culture of Poland and The Government of Schleswig Holstein. Additionally, the Latvian Ministry of Culture and the cities of Gdansk, Riga were involved. The Danish Cultural Institute functioned as consultants and a partner. The project gathered governments, regional governments, municipalities, cultural actors, private enterprises, NGOs, academia and individual artists from all the countries in the region in a mix that facilitated exchange of experiences and dialogue.

Culturability BSR Phase 1 resulted in projects focused on artistic and creative entrepreneurship for social innovation and enhancing civic participation for urban and sustainable development (e.g. trainings and exchange programmes, curated mobile exhibitions on culture and sustainability, circular bike systems, changing consumer awareness and behaviour through gamification, introducing upcycling principles in fashion industries, developing tools and methods for urban development, etc.). Culturability has created an active and vibrant network where more than 140 actors from different sectors and various key stakeholders have formed strong networks. Furthermore, Culturability managed to assemble a lot of knowledge of what is happening in the region and identifying good practices.

Cross Cultural Meetings at the Women's Museum invite women from ethnic minorities into a mentor network. This network creates a one-to- one relationships between women with refugee / immigrant background (mentees) and women anchored in Danish society (mentors).  Mentoring open doors for to the Danish society and labor market and mobilize resources. All mentors are volunteers. They have different backgrounds. What they have in common is their motivation for being related to a person with a refugee or immigrant background. The Cross Cultual Meetings also facilitate events and activities for all members of the network.

Women's Museum has since 2004 organized mentoring for immigrant and – the first years as partner of KVINFO’s mentoring network. Since 2009 the two institutions (of financial reasons) run each network. Over the years, mentor network department at the Women's Museum worked with a variety of partners. From education to language schools and from public to private players. Cross cultural meetings and focus on diversity in women’s situation all over the world means that the Women’s Museum often show temporary exhibitions from abroad. In 2013, the Ministry of Culture launched the national campaign “Denmark Reads” to promote reading of litterature – especially among people who seldom or never reads litterature (which is estimated to be 40 pct. of the Danish population). The campaign contained two efforts: Firstly, a competition, where municipalities competed to be Denmarks ‘smartest' reading municipality. The municipalities were judged by different criteria, but in short the municipalities with the most effective and original new reading experiments were awarded. In May 2015, Randers Municipality was announced winner. Secondly, a “Denmark is Reading Day” was held 23rd of April 2015 (on UNESCO’s World Book Day).  On this day, volunteers handed out 5 different Danish titles in 100.000 copies to people who do not read on a regular basis. The titles were carefully selected by an expert panel and chosen from a list of 60 titles suggested by publishers.

The objective of the nationwide Film Literacy Program is to strengthen the critical, cultural and creative capacities of children and young people in schools. The school cinema program “Med Skolen i Biografen” (“Cinema in schools”) now reaches 250.000 students in 80 pct. of municipalities and cinemas presenting artistic and cultural significant films from all over the world – including study guides. 85 pct. of the tickets are sold to non-American titles. The streaming site “Filmcentralen” is now on demand in 90 pct. of Danish schools, which gives almost 600.000 students access to 1.500 short and documentaries and educational tools, covering a diversity of local and global issues. The Danish Film Institute is implementing a new pre-school digital strategy in order to reach out to day-care institutions with creative tools and films. During the last 55 years the Danish cultural policy has been based on principles very similar to those which are inherited in the UNESCO 2005 Convention.In Denmark, the Ministry of Culture is responsible for the following policy areas: Visual Arts, Music, Theatre, Film, Architecture, Libraries, Higher Artistic Education, Archives, Museums, Zoological Facilities, Cultural Environment, Sport, Broadcasting, Copyright and non-formal education and democratic voluntary activities. Activities within these areas are in many cases financed fully or partly by public means. Public subsidies to culture are divided between two levels of public administration in Denmark: the central government and municipal councils.

Subsidies for individual cultural goals vary a great deal among different financial sources. For example, theatre is primarily financed by the State, while libraries receive most of their subsidies from municipal councils, and public support to sport mainly derives from municipal resources and lottery proceeds. The Danish state supports the creative arts in different ways – through grants to institutions, according to objective criteria or with a point of departure in the “armslength principle”. Independence and the armslength principle are fundamentals of Danish cultural policy. In order to ensure freedom of expression in art and culture grants to artists are given with no political strings attached and criticism of everyone - including “the establishment” - is permissible. Where the armslength principle is applied, neither politicians nor the Ministry of Culture are involved in the concrete subsidy allocation or act as arbiters of taste. Instead, support is granted following a specialist evaluation of the applicant’s artistic qualities. The Parliament act as architect of the structural and financial framework for an overarching cultural policy. In collaboration with the Parliament, the Ministry’s role is to implement the financial and legislative framework. [...] (Continues under question c.3)

The political framework for the arts support system is comprised primarily by the annual state budget and arts support legislation. In certain cases, grants and targets for an area of the arts are determined for a period of several years through a political agreement between members of the national parliament. The legislation gives the Minister for Culture the power to make decisions about the arts support system, such as the power to select members of committees and boards, to enter into framework agreements, or to approve institutions’ action plans. Within such politically determined frameworks, institutions, councils and committees in the arts support system can organise their business themselves.There are three bodies in Denmark that allocate cultural support according to the armslength principle: the Danish Arts Foundation, the Danish Film Institute and the Media Board (“Medienævnet”) (established in 2014 following the Act on Media Support), which means that their decisions are final and cannot be overruled by appeal to another administrative or political body. The central government’s (i.e. the state’s) support for operational costs for arts institutions comprises over two-thirds of the total central government arts funding. The Ministry of Culture’s support for operational costs to institutions is, as a rule, determined by means of four-year result or framework agreements with institutions that also include strategy and objectives for the institution’s work over the coming four years. Within the scope of the framework agreements the institutions have a high degree of autonomy.

Access for all to a diversity of cultural expressions is an important goal in Danish cultural policy. Special emphasis is put on efforts with regards to minorities. In 2014 a “new” Danish Arts Foundation was established following the reform of the art funding system of 2012-2013. The new institution emerged from a merger between the then Arts Foundation and the Danish Arts Council. The reform consists of two political agreements of the art funding system (i.e. the new Danish Arts Foundation) and the lifelong benefits to artists. These agreements were implemented through the Act on the Danish Arts Foundation (“Lov om Statens Kunstfonds Virksomhed”) and the Act on Visual Arts and Artistic Design (“Lov om Billedkunst og Kunstnerisk Formgivning”), which entered into force in 2014. In terms of the scope of the Convention, the new structure of the Arts Foundation is most relevant as it directly relates to the way in which funding to the arts are distributed. The main objective of the reform was to create a more simple and transparent system for the public support to the arts. As a result thereof, the Danish Arts Foundation today consist of a coordinating board of directors and 12 specialist committees, who each focuses on a specific art form, i.e. literature, music, visual arts, performing arts, crafts and design, architecture and film.

The committees are divided into two different “columns”: project funding and grant funding. It is the Foundation’s specialist committees who decide which funding schemes should be set up and when funding to either specific artists or projects should be awarded. As stated in the legal framework for the Arts Foundation, the main criterion for receiving support from the Danish Arts Foundation is artistic quality. Therefore, the committees are responsible for assessing the artistic quality in all applications. Further, the committees are obligated to broaden their support in all relevant genres of their respective art form, to promote geographical diversity and must accommodate the production and dissemination of art to children and young people.

In the revised Museum Act of 2012, it is stressed that museums must ensure a relationship between the cultural and natural heritage as well as the surrounding society and outside world. This stems from the Act’s statutory purpose, which states that museums “must ensure the cultural and natural heritage in interaction with the world around us”. Further, the Act stresses that museums must act according to local national and global perspectives in order to 1) actualize knowledge about cultural and natural heritage and make that knowledge relevant and accessible/available for all citizens; 2) develop the use and significance of cultural and natural heritage for citizens and society; 3) ensure cultural and natural heritage for future use. The Act also states, that the three main museums (i.e. the National Museum of Denmark, the National Gallery of Denmark and the Natural History Museum of Denmark) must increase the visibility and perspectives of their collections through participation in international cooperation. Another example of the relation between the Museum Act and the scope of the Convention is the Act’s mentioning of the fact that museums must be available to the public, and that entrance for children and young people under 18 years in museums covered by the Act is free of charge. Since 2006 the National Gallery of Denmark and the National Museum of Denmark have provided free access for all visitors. During the course of 2016 the two museums will be given the opportunity to charge entrance fees for adults, however with an obligation to provide family discounts.

As stated in the Danish QPR of 2012, media policy is regarded as an integral part of Danish cultural policy due to the societal significance of the mass media for the development of Danish culture and political debate. A media policy agreement (“mediepolitisk aftale”) between the government and one or more parties in the Parliament, usually spanning four years, form the basis for legislation in the area of radio, television and public service.Grants for media includes for example:

  • printed and internet based news media (see elaboration of the new Media Support Act in sec. 1.4.1),
  • non-commercial local radio and television (i.e. to civil society), including support for training/education based on statutory objective criteria. The schemes are administered by an independent board, the Radio and Television Board.
  • distribution of periodic magazines and journals, primarily union journals through the Magazine Fund (“Bladpuljen”), which was established in 2004 with the purpose of promoting democratic debate as well as cultural and societal enlightenment.

A cornerstone of the media policy is the notion of public service, which seeks to address the need for a versatile and balanced range of programmes and services for all parts of the population. Therefore, public service activity in Denmark seeks to ensure that the entire Danish population has access to a wide range of programmes and services via media channels such as television, radio, and the internet. The Danish public service institutions include DR, TV2 Danmark, TV2 Regions and Radio 24syv, which all help to ensure pluralism in both radio and television, national and regional, to the entire population on multiple platforms. Further, the “Public Service Pool” (“Public Service Puljen”) provides the opportunity for other instituions not covered by license fees to apply for funding for programs and productions, which meet the requirements of the public service objectives (originality, significance and quality).

The revised Media Support Act entered into force on 1 January 2014. Media support is the collective term for the Ministry of Culture subsidies for printed news media and the written internet-based news media. The key objective of media support is to promote a comprehensive and diverse range of news of social and cultural nature aimed at strengthening the Danish democracy and the democratic debate. Based on objective criteria, media support is granted for the production of editorial content for a wide range of print media. With the new Act, internet media is also considered eligible for media support. Additionally, media support can be granted in order to establish new media. 1.1.1        DR as an example of accessing cultural diversity through public service media

DR (Danish Broadcasting Corporation) is the biggest provider of public service in the Danish media market, and is organised as an independent public institution financed through license fees. In the cultural field, DR has to place a special emphasis on its role as initiator and communicator of Danish art and culture and the Danish cultural heritage; enrich the cultural life in Denmark with original contents; place a special emphasis on the Danish language and actively contribute to preserving and developing the Danish language so the listeners, viewers and users experience accurate and intelligible Danish in DR’s activities. Further, DR has an obligation to offer a broad coverage of the Danish society as well as of the societies of Greenland and the Faroe Islands, and to reflect the diversity of culture, philosophies of life and living conditions in the different parts of Denmark. On TV, cultural contents is a constituent element in a number of regular programs on the main channel DR1, for instance in the News and in the daily journalistic current events program “Aftenshowet”. The downright culture programs are primarily broadcasted on DR’s specialized channels, DR2 and DRK, which encompasses different approaches to culture and both provide insight and create debate about the arts and music. While DR3, a specialized channel for younger audiences, has a strong profile on music. Examples of main TV initiatives in 2015 includes the second season of the successful drama series “Arvingerne” (The Legacy” and the competition “Danmarks nye julesang” (‘Denmark’s new Christmas Carol’), where amateur and professional songwriters composed approximately 500 new Christmas songs. On the radio, DR’s portfolio of FM and digital radio channels ensure a wide communication of culture and music contents within all genres.

Denmark’s cultural exchange with other countries comprises a plenitude of actors at national and local level, who are based both in and outside of Denmark. As mentioned in the Danish QPR of 2012, there are several challenges facing a small country on the global scene when it comes to international cultural exchange, e.g. to create conditions for individual artists and cultural institutions to be able to function in a globalised world where it is necessary to be able to build and maintain professional working networks with international partners. Especially as a small country, it is important to facilitate cross-sectional cooperation aiming at combining experiences and achieving synergies without losing the richness and diversity of international activities and relations with other countries. Since 2010 the key actors in the field of cultural exchange have been gathered in an International Culture Panel.

The Panel is a cross-ministerial collaboration between the Ministry of Foreign Affairs, the Ministry of Business and Growth and the Ministry of Culture as well as the following institutions, who all in their own way and with different starting points are active in international cultural cooperation: The Danish Arts Foundation, The Danish Cultural Institute, Danish Architecture Center, Danish Design Centre, Danish Film Institute, Center for Culture and Development, Danish Agency for Palaces and Culture and VisitDenmark. The main purpose of the collaboration in the Panel is to increase Denmark’s cultural exchange with foreign countries and to strengthen the internationalisation of Danish cultural life. Herein lies an inherent focus on creating coherence and give the various international cultural initiatives a shared focus with a view to create increased visibility and impact of cultural exchange projects.

The various actors involved in the Panel have an extensive and complex network of contacts and working partners in Denmark and in a diversity of countries. Therefore, the actors form a professional and practical forum for the sharing of knowledge in the field of international cultural exchange as well as a forum for generating and developing new collaboration projects.

The Panel is currently working on the basis of a strategic action plan 2014-2016, which encompasses the following cross-sectional themes: sustainability, children/young people and dialogue, democracy and participation. The geographical areas of focus are the BRICS-countries (defined as Brazil, Russia, India, China and South Africa) and the Middle East (divided into the Levant, North Africa and the Gulf States). In addition to the geographical focus areas, the Panel also collaborates on so-called strategic events, which can be cultural world events with regional or global impact or cultural events in the form of celebrations of famous cultural figures, the Royal Family’s Visits abroad or culture and business promotions abroad.

During the spring of 2016 the Panel will be evaluating the action plan.

An example of one of the key actors in terms of international cultural cooperation is the Danish Cultural Insitute. The Danish Cultural Institute is a self-governing institution, which promotes dialogue and understanding across cultural differences and national borders. The activities of the Institute includes for example: exhibitions with Danish artists and informative exhibitions; courses in Danish; concerts with Danish soloists and ensembles abroad; study tours to and from Denmark within subjects such as: health and social matters, educational and cultural politics.

The Cultural Institute has foreign branches in Brazil, Belgium, Poland, Russia, Latvia (covering the Baltic States) and China. The Institute is currently working on the possibility of opening branches in India and Turkey. Section 2.2.1 provides an example of the activities of the Danish Cultural Centre in Beijing.

The Danish Cultural Centre in 798 International Arts District, Beijing, China opened in 2015, followed by the opening of a Chinese Cultural Centre in Copenhagen in 2014 in Copenhagen. The two centres are established according to a signed agreement between the PM of Denmark and the President of China in 2012 and are as such an example of international cultural cooperation. The Danish Cultural Center is a non-governmental institution that works with international cultural exchange in a wide range of areas. It promotes cultural exchanges between Danish and Chinese parties and informs about Denmark. It also supports projects that aim at long-term cooperation between Chinese and Danish cultural institutions, artists, and other professionals in the field of creative industries and economies. An example is the exhibition 'Age and the City: Copenhagen Experiments'. The exhibition is based on the research master's program 'Urbanism and Societal Change' at the Royal Danish Academy of Fine Arts. Both Denmark and China are facing challenges in a much larger proportion of elderly in the population. The exhibition presents estimates of the impact of demographic trends, respectively Denmark and China will have on the development of urban typology. The posters show Danish proposals for solutions in varies cities and communities. On the center's second floor you can see the results of a workshop with Danish and Chinese architecture students, who in August was working to translate the Danish model for one of Beijing's oldest neighborhoods around Baitasi Temple west of Beihai. The centre fosters Danish-Chinese intercultural understanding and dialogue concerning issues of common concern in relation to culture and society. The scope is local (Beijing), national (China – also facilitated by touring productions) and bi-lateral/international. The Danish Cultural Institute funds the centre, in part through government funding and in part through private funding.

The Baltic Centre for Media Excellency (BCME) is a clearinghouse for journalism training and a facilitator of professional dialogue in the Baltics and beyond. The initial funding to the Centre came from The Nordic Council of Ministers and The Danish Cultural Institute.

The centre is organized as a Latvia-registered non-profit association engaged in the following activities:

  • continuous assessment of journalism training needs in the Baltic states and the countries of Eastern Partnership,
  • search for, development of and delivery of needs-based training modules,
  • fostering professional conversation among media professionals, promoting media literacy and research of media trends.

The seat of the centre is in Riga, but its operations cover the entire region, delivering tailor-made training modules to newsrooms of nationwide and local media outlets.

Organisation and funding: BCME, founded in November, 2015 by several leading Baltic media organisations and academic institutions - the public broadcasters ERR and LTV, the Estonian Publishers’ Association, the Lithuanian Online Media Association, the Baltic Centre for Investigative Journalism RE: Baltica, the Latvian Journalist Association, the Latvian Association of Broadcasting Organisations, the Riga Stradins University and the Baltic Film, Media, Arts and Communication School of Tallinn University.

The Danish Centre for Culture and Development (CKU) was established as a self-governing institutionunder the Ministry of Foreign Affairs working for the strengthening of cooperation within the field of art, culture and development between Denmark and countries in developing countries Asia, Africa and the Middle East in cooperation with local partners and Danish embassies and representations. Since 2013, the CKU has been responsible for the implementation of the Danish strategy for culture and development “The Right to Art and Culture”, which encompasses five strategic priorites: 1) Empowering people through active participation in art and cultural activities; 2) Ensuring freedom of expression for artists and cultural actors; 3) Enhancing economic growth through creative industries; 4) Strengthening peace and reconciliation in post-conflict areas through art and cultural activities; 5)  Promoting intercultural dialogue and intercultural collaboration. In Denmark, the work of the CKU has been focussing on increasing public knowledge of art and culture from Asia, Africa and the Middle East. The international Office of the Danish Film Institute - Focusing efforts on international film exchange

To ensure an ongoing and focused effort on international cultural exchange on the film area, The Danish Film Institute has established an office for international affairs including co-productions, cross boarder training and creative development. For the last 15 years the market share of Danish film has been more than 25 percent of all tickets sold domestically in a market place of more than 200 films per year of which 10 – 12 percent are Danish. It is noteworthy that approx 40 percent of all Danish films are distributed outside Denmark, and that approx 30 percent of all tickets sales for Danish films take place abroad. Almost half of all Danish films are co-productions with foreign partners and to a large extend the Danish Film sector participate in the artistic and technical creation of foreign productions.

Film and audiovisual works are examples of how art forms can form a basis for exchanging cultural content among people regardless of “factors” such as age, gender, background, nationality and so forth. The following two examples of concrete projects serve as an illustration of film as a way of establishing the basis for intercultural dialogue, learning and talent development.

Cinema on the Road is a project in collaboration between the Danish Embassy in Lebanon, Metropolis Art Cinema in Beirut and The Danish Film Institute focusing on enhancing film literacy for children and young people in Lebanon with a view to create a basis of establishing dialogue with children through film. The project entails film screenings in schools and refugee camps - both in official Palestinian camps and informal Syrian camps, as well as training facilitators from local organizations. The ambition is that the experience and skills embedded in a local organization will strengthen the sustainability of the project in the long term. FilmLab:Palestine is a non-profit organization with its base in Ramallah. With support from Center for Culture and Development, Aarhus Film Workshop and the Danish Film Institute, the FilmLab focuses on empowering young people in refugee camps and settlements, in schools and communities as well as the early talents of the local professional film industry. The objective is to strengthen local cinema culture, media literacy and talent development. It involves building strategic, creative and production capacities as well as training of trainers – among NGOs, institutions and schools. For more information about Film

Since 1991 the annual IMAGES Festivals has been presenting contemporary art and artists from developing countries rarely exposed in Denmark. Through the festivals the Danish population gets a first hand impression of how art is a vital factor of change and development in these countries. And by joint productions and exhibitions with likeminded Danish artists, the visiting artists get a life-long network and inspiration to develop their own art form. Quite often the participating artists gain more recognition in their own country after having been part of an international arts festival supported by the Danish government. In some cases it has also been a gateway to international recognition and an important step for free artistic expression.

Emphasizing Diversity in the Film Program of the Cinemathéque

The Danish Film Institute/Cinematheque mainly feature films that are “invisible” in the ordinary film repertoires and the media in general. The program includes quality foreign films that have not yet achieved commercial distribution, exotic film traditions and avant-garde and experimental films. The Cinematheque emphasizes the diversity of cultural expressions in the program and screen films from a number of different countries and film cultures. In the past year the Cinematheque has presented seasons of new films from e.g. Bhutan, Mongolia, Taiwan, Slovakia, Armenia, Georgia, Cuba and Iran. The Cinematheque invites guests from different countries and film cultures to introduce films and organize events and debates on historical, esthetical and political subjects that are related to the program. In February 2016 the Cinematheque for instance hosted a Mongolian film festival, which invited two guests from Mongolia and questioned the idea of Mongolia which conjures up images of Ghengis Khan, the Gobi Desert, camels and yurts. But today, while the nomadic traditions are still alive, Mongolia is opening itself up to the world and also carving a new contemporary culture and identity. The integration of culture in sustainable development policies is an important goal for Denmark on both the national level and the international level. It should be noted, that sustainable development often in Denmark is referred to as environmental sustainability. This section, however, views sustainable development in a broader sense encompassing examples of ways of using art and culture to address challenges and needs of the present without compromising the ability of future generations to meet their own needs (cf. Report of the World Commission on Environment and Development, 1987). One such challenge is that of social inclusion and integration, which this section entails two concrete projects aimed at addressing on a national level. On an international level, this section describes one project aimed at enhancing arts education and one project aimed at culture and environmental sustainability.

Please note, that not all of the key questions a-i are relevant for each measure. Therefore, the questions will not be addressed individually, but instead sought incorporated into the overall description of each example.

C:ONTACT is an independent foundation dedicated to ethnic, social and cultural integration and education using personal story-telling in a wide variety of stage productions to form the basis of living encounters between people with different backgrounds. Through earmarked national funds for projects and initiatives with a social, health and/or employment scope (“Satspuljen”), the Danish Government is supporting C:ONTACT with 699.150 DKK in 2016 to the project Democratic platforms for ethnic minority people stories. The objective is to combat the prejudices that are prevalent particularly concerning immigrant women in Denmark. The activities are based on mediating personal stories about the women’s lives and their life situations through “dialogue events” with ethnic Danes, especially students. Further, the project aims to prevent discrimination and increase understanding. At the user level the goal with the project is to give the participating women an opportunity to express themselves and thereby feel better prepared and equipped to participate in society as active citizens. [...] Rappolitics is a non-profit organisation based in Denmark aiming at promoting youth empowerment using a creative and constructive focus on urban artistic expressions (“raptivism”), dialogue and democratic awareness-raising. The Danish Government is supporting Rappolitics with 650.000 DKK in 2016 to the project “RAP:ISTAN – Rap music and poetry against discrimination and for integration”. The objective of the project is to establish a platform for dialogue and civic participation among students and young refugees. The target group includes around 110 young refugees and 1000 school students from across Denmark. The activities are based on dialogue particularly focusing on “fighting” ignorance and intolerance and thereby also discrimination. At the user level, the aim is to reduce isolation among young refugees and to reduce discrimination through youth-to-youth dialogue.

b. Objectifs clefs de la mesure: 

Collaboration between artists/schools and key cultural institutions in Denmark, St. Petersburg (Russia), Cape Town (South Africa) and Rio de Janeiro (Brazil) on the theme “Re-imagining my hood through arts and creativity”.

Purpose: The specific purpose was to develop and test new methods (1) to advance UNESCO goals "arts education" for 10-12 year ages group, and (2) for through art and culture to promote learning about sustainability and cultural diversity/intercultural dialogue along the goals of the 2005 UNESCO convention.

Actions:

  • Involved 32 Danish and foreign artists (music, theater, dance, painting / drawing, design and architecture) and over 30 teachers and 38 school classes / groups (4-6 class) and reached an active audience of about 3700.
  • Completed artistic courses in music, drama, dance, visual arts, design and architecture of course up to 2-2½ month in the theme 'Re-imagining My Hood – creative ideas for a sustainable future'.
  • Culminated in local and national performances/ exhibitions for a larger audiences during UNESCO's global "Arts Education" week 19-23.5.2014, in the Danish National Broadcasting (DR) concert hall, at the Palace for Youth Creativity (St. Petersburg), at Cidade das Artes (Rio), the Frank Joubert Art Centre et al. (Cape Town).
  • Furthermore: (a) int’ launch conference in Cph. for 200, a launch conference in Cape Town for professionals, (b) an Internet-based "twinning program" between pupils in the 4 countries, (c) international artist exchange program focused on diversity of cultures and sustainability, (d) web-based multilingual educational materials for teachers and artists in 4 languages, (e) PR and press activities: 16 articles, radio and TV spots.

Culture and Sustainability in the Baltic Sea Region (Culturability BSR)

b. Objectifs clefs de la mesure: 

The purpose of the Culturability BSR project was to build knowledge, share cases and foster further cooperation in the Baltic Sea Region on culture as a driver for sustainable development. The project was led by the Nordic Council of Ministers in cooperation with the Ministry of Culture of Poland and The Government of Schleswig Holstein. Additionally, the Latvian Ministry of Culture and the cities of Gdansk, Riga were involved. The Danish Cultural Institute functioned as consultants and a partner. The project gathered governments, regional governments, municipalities, cultural actors, private enterprises, NGOs, academia and individual artists from all the countries in the region in a mix that facilitated exchange of experiences and dialogue.

Culturability BSR Phase 1 resulted in projects focused on artistic and creative entrepreneurship for social innovation and enhancing civic participation for urban and sustainable development (e.g. trainings and exchange programmes, curated mobile exhibitions on culture and sustainability, circular bike systems, changing consumer awareness and behaviour through gamification, introducing upcycling principles in fashion industries, developing tools and methods for urban development, etc.). Culturability has created an active and vibrant network where more than 140 actors from different sectors and various key stakeholders have formed strong networks. Furthermore, Culturability managed to assemble a lot of knowledge of what is happening in the region and identifying good practices.

Cross Cultural Meetings at the Women’s Museum in Denmark

Cross Cultural Meetings at the Women's Museum invite women from ethnic minorities into a mentor network. This network creates a one-to- one relationships between women with refugee / immigrant background (mentees) and women anchored in Danish society (mentors).  Mentoring open doors for to the Danish society and labor market and mobilize resources. All mentors are volunteers. They have different backgrounds. What they have in common is their motivation for being related to a person with a refugee or immigrant background. The Cross Cultual Meetings also facilitate events and activities for all members of the network.

Women's Museum has since 2004 organized mentoring for immigrant and – the first years as partner of KVINFO’s mentoring network. Since 2009 the two institutions (of financial reasons) run each network. Over the years, mentor network department at the Women's Museum worked with a variety of partners. From education to language schools and from public to private players. Cross cultural meetings and focus on diversity in women’s situation all over the world means that the Women’s Museum often show temporary exhibitions from abroad. Theatre Centre is a national competence centre for distribution and dissemination of theatre for young audiences in all genres, forms and expressions of performing arts. One of the main activities of the centre is the ‘April Festival – Theatre for Young Audiences’ in a new city in Denmark every year. During the festival week all the children and young people of the hosting municipality are given the opportunity to experience theatre free of charge. Other activities of Teatercentrum are catalogues and web-portals dedicated to theatre for young audiences in Denmark. The centre is a self-governing institution under the Danish Ministry of Culture.
