The commitment of Nigeria as a state party to the Convention on ‘The Protection and  Promotion of the Diversity of Cultural Expressions’ has been demonstrated in implementing the Convention by providing necessary administrative, legal frameworks and conducive environment for achieving the aims of the Convention both by the government agencies and non-governmental organisations (NGOs). Invariably, Nigeria has put in place a Cultural Policy/mechanism that aims at protecting and promoting the diversity of the nation’s cultural expressions.

Administratively, Nigeria has 7 government agencies under the supervision of the Federal Ministry of Information & Culture, each with statutory responsibilities covering the different aspects of protection, preservation and promotion of cultural diversity. They are involved in the creation, production, distribution/dissemination and management of the diverse Nigerian culture.

There are several non-governmental agencies, guilds and associations for the various groups of cultural workers and these bodies are given government recognition and assistance to a large extent.

 Internally, government policies are tilted towards the promotion of the people’s culture. The Culture Sector is working in collaboration with Tourism, Information and Education Sectors to actualize these policies, although there are needs to work in harmony with other stakeholders  in order to be more effective.

The implementation of this Convention is also hampered by poor funding. The government is taking frantic steps towards the establishment of the Endowment for the Arts. In the last few years, a 3 billion naira grant for the construction of a film village was given as it is expected that this endowment fund will help solve some financial problems being encountered in the Culture sector.

The establishment of Cultural Industries in the states of the Federation is expected to go a long way in encouraging the preservation and promotion of craft production and some other indigenous trade.

The effect of globalization/westernisation on the Nigerian youth needs not be overemphasised. The rapacious effect of globalisation is impacting on the dress culture, language, culinary habit and even modern day mannerism and fads of the burgeoning population of Nigerian youths. These are the great challenges which the country must pay attention to i.e. the youths deserve more attention if the diversity of her culture is to be protected and promoted

The Ministry have engaged in a continous inter agency policy dialogue with stakeholders which includes:NATCOM,Federal Ministry of Education, National Council for Arts and Culture, National Gallery of Arts,Nigeria Institute of Cultural Orientation, Institute for African Culture and International Understanding,Association of Nigerian Authors and other relevant agencies.The Ministry organized a National Summit on Culture and Tourism on 27-29, April, 2016 in Abuja.The summit provided a platform for the stakeholders and government to dialogue on ways to move the sectors forward, especially making them economically viable now that calls for diversification of the economy through tourism and culture are increasing daily.

Owing to the position and significance of Nigeria as the largest nation of black people in the world, it is paramount that the bedrock of its value system is properly articulated to be modeled among the community of black nations in the world. In view of this, Nigeria is guided by a national philosophy of progressive and participatory democracy and a political system characterized by economic self-reliance and egalitarism founded on equity and social justice. Nigeria envisions good governance as basic equipment for peace, security and sustainable political, cultural and socio-economic development.

However, the stakeholders of the Culture sector in Nigeria as well as guidance from international organizations have had tremendous contribution to the development of Nigeria Cultural Policy. These policies which have evolved over the years have uniquely addressed the needs of the Nigerian people.

The National Policy on Culture for Nigeria aims to provide guidelines and general directions through which the Federal Republic of Nigeria will seek to meet the current and future culture needs of the people of Nigeria

In view of the Convention,the Federal government in 2013 mandated the National Bureau of Statistics(NBS) and Society of Nigeria Theatre Artists (SONTA) conducted a pilot nationwide mapping of Creative Industries in Nigeria.And as part of a means to promote policy discussion,it was agreed  in the April 2016 Summit on Culture and Tourism  for the Ministry to supervise the conclusion of the project.This will provide the necessary data for the policy development process.

As part of the ongoing policy development and considering the urgent need to regulate the Culture sector and maintain ethical standards,the Ministry is taking frantic steps to harmonize the Motion Picture Council of Nigeria(MOPICON) and Theatre Arts Regulatory Council bills into one bill,which will then be presented to the National Assembly for timely legislative action.Also,there are considerations for more stringent legislations to be put in place to protect national monuments ,and cultural sites from the growing cases of wilful destruction across the country.It is also worthy of note that,the Federal government is also considering a law to compel Local Government Councils to establish and maintain community museums and craft centres and fund atleast one community festival yearly.Intrestingly, the implementation of the private Copy Levy Scheme has already been passed into law in the revised Nigerian Copyright Commission law.

The kingship system in most Nigerian societies except for the eastern part of Nigeria dates back to centuries and survived the colonial and post colonial rule through communal obeisance and being the spiritual custodian of the vitality of the society.

Support cultural programmes that encourage the continuity of oral traditions,history and effective engagement of traditional institutions in the context of overall national development.

Government has provided enabling environment for the establishment of strong National Professional association s for Artists,authors,Dramatists,and Filmakers.The  Civil Society Organizations or Professional associations include:The Society of Nigerian Artists(SNA),Guild of Nigerian Dancers(GOND),Performing Musicians Employers Association of Nigeria(PMAN),Association  of Nigerian Authors (ANA),Committee foe Relevant Arts (CORA) which won the Prince Klaus Award,Guild of Actors etc. 

The government has also continued to support these organisations with funds,for instance the former government approved $200,000,000.00(Two Hundred Million Dollars) as Presidential Intervention Fund for the Arts which is domiciled in Nigeria's Bank of industry in Nigeria.

The Ministry has created an office in the Creative and Entertainment Services Department to coordinate the activities of the  Civil Societies.The Ministry also  have always supported them with letter of endorsement for fund raising and  the provision of technical support  for programs.

The Association of Nigerian Authors have constantly engaged the Nigerian public on indigenous literature.They have also expressed their concerns on Nigerian litterature,they attributed some of the issues to poor access to funds,poor publications and Nigerian's reading culture.The Ministry has since demonstrated its commitment to Nigerian literature by establishing a unit in charge of support, fundraising, and platforms for litterary recognition.

Moreso, the Joint National Association of Persons with Disability has aslo expressed there concers about the poor access of their members to public building as the constructions are not made to accomodate them.The Ministry have hence recommended that all public places should be constructed to accomodate the persons with disability.Also,special considerations have been given to the disabled artists performing in concerts.A typical example is the born blind  legendary Musician,Cobams Asuquo

  • Considering the Nigerian literature as a major product of cultural industries the major challenges expressed includes poor access to funds,poor publications and Nigerian's reading culture.

Résultats et défis
Décrire les principaux résultats atteints dans la mise en œuvre de la Convention:

The country has been able to sustain the promotion of her diverse cultural expressions via the implementation of the bilateral cultural agreements she has signed with several countries. These agreements enhance cultural exchange programs. In addition, Nigeria plays a very active role in multilateral and regional organisations such as African Union, Economic Community of West African Countries (ECOWAS), UNESCO etc. and she has been very active in the implementation of the cultural conventions of these bodies.

Internally, culture has been identified as the base for her tourism and so with a view to developing her tourism potentials, a lot of development and promotion is being experienced in the cultural expressions of the people e.g. cultural festivals are now receiving more government attention and funding all over the states of the federation.

The government agenda which aims at promoting jobs and reduce poverty has aided the implementation of this convention because government is looking at Arts and Culture as a veritable means for creating jobs and sustainable development especially for the youths, hence, the establishment of Cultural Industries in the States.

Promoting of the teaching of Nigeria’s major 3 languages at primary and secondary schools levels is an achievement, so also is the sustenance of the transmission of News items in local languages by Television and Radio Stations. Recent enforcement of wearing native attires for all federal government workers on Friday is a new achievement.

The Nigeria Film and Videos Censors Board is also very active in the censorship of home videos and movies being churned out. The content is monitored in such a way that the diversity of the cultural expressions of the people is not lost or corrupted unduly.

Les défis rencontrés ou prévus pour mettre en œuvre la Convention:

A recent challenge is the correspondence from UNESCO Regional Office Abuja to a wrong department of the Ministry on this periodic report without due consultation.

The various government agencies are allocated funds from the budget to implement this policy but the funds are not enough. At times funds are secured from the private sector especially from companies operating in Nigeria because government funding is inadequate and very little is coming from the private sector. Poor funding can be identified as one of the major impediments to the implementation of the convention.

Furthermore, the Government is yet to enact appropriate legislations for enforcing the implementation of the sources of funding of Culture as agreed at the Intergovernmental Conference on Cultural Policies in Africa which took place in Accra, Ghana in 1975 as well as the UNESCO Conference on Cultural Policies which held in Mexico in 1982.The government is yet to set up an endowment fund which government, organizations and individuals shall contribute.

There is also no tax deductible contribution for non-governmental, industrial, commercial financial and other organizations operating in Nigeria.

The Culture Sector is yet to be given adequate recognition and consideration in government planning.

The effect of globalization on Nigerian Culture especially among the youths is alarming. Due to their exposure to what youth from other parts of the world are doing, wearing, singing etc, Nigerian youths are departing so fast from the culture of their fore fathers. Many of them would not even practice the trade and crafts that were known to have been practiced by their ancestors. The arts of weaving, drumming, farming, fishing, singing are some examples of cultural expressions which are under serious threats.

There is the need to identify means of attracting the attention of the youths to continue to practice the cultures of their people 

There is a disconnect between the Bureau of Statistic which is statutory in charge of data especially on cultural statistics .

The competent authority handling every UNESCO correspondence in the culture sector has always and still remains the UNESCO Division,International Cultural Relations Department,Federal Ministry of Information and Culture.The experts in this department are specially trained to handle UNESCO matters.Correspondence to the wrong department will definetly cause a mishandling.

The Culture sector is a big industry, it is arguably the biggest means of economic growth. In view of this:

Consistency and continuity in government policies at all levels are non-negotiable to develop the sector. To this end, Nigeria should muster the political will to accord the sector preferred status to effectively develop it.

To create positive image for our national building, corporate offices and edifices, there is need to adorn them with Nigerian artworks. The interior and exterior decorations of private and public corporate offices of our leaders, chief executives, and Nigerian missions abroad should make strong cultural statements.

There is need for Nigerian Cultural icons, both living and dead, to be granted national and international recognition and awards so as to inspire the younger generations to strive hard for excellence i.e Living Human Treasures award.

Mapping of Creative Industries and cultural inventory taking by stakeholders should be encouraged and funded. This is imperative because verifiable statistics of performance will clearly demonstrate its viability and attract more investors. 

The Motion Picture Council of Nigeria (MOPICON) and Theatre Arts Regulatory Council bills need to be harmonized, which government could present to the National Assembly for timely legislative action. This is in line with the need to urgently regulate the sector and maintain high ethical standards.

The Federal Government through the Ministry's recommendation recently declared Mondays and Wednesdays of everyweek as Made in Nigeria dress days for Nigerian workers.

There is an urgent need for the Ministry  and other Cultural  Agencies to work with the National Bureau of Statistic on Cultural Data.

Les étapes prévues pour les quatre prochaines années:

To ensure the success of the change mantra of the Federal Government, the culture  sector   will provide a platform to support and community theatre projects,musical concerts and visual designs are very effective tools for re-orientating the citizenry from bottom-up;

Museums and indigenous languages/cultural/craft centres will be made part of requirements for building schools across the country in order to orientate our younger generations on our history and cultural values as part of their education;

A law will be promulgated to compel Local Government Councils to establish and maintain community festival yearly.This will facilitate the production of reliable cultural calendar for the country to attract tourists;

In order to maximize the gains of digitization and broadcasting in Nigeria,proper framework will be worked out between players in the creative sector and broadcast organizations  to produce adequate cultural relvant content for the broadcast media;

Libraries at all our embassies and high commissions will be stocked with books published by Nigerian writers.Government will acquire copies and give out as part of its traditional souvenirs to foreign visitors;

The youth constitute the major creative work force for driving Nigeria's digital media economy;They will be encouraged by building technological startups and nurture e-platforms for promoting Nigerian narratives and creative products;

The Ministry will engage the Nigeria Centre of the International Theatre institute(ITI) and SONTA on the 'Triple I Project' of ITI-Nigeria,so as to work out the framework for this volunteer scheme,which will stimulate growth and improve research and development in the sector.

As a strategic step for the 2019 election year, the ministry has recommended that Politicians be made to go through compulsory reorientation programmes on Nigeria cultural values,ethics, etc.,prior to assumption of office.
