The Timor-Leste Quadrennial Periodical Report (QPR) consultation process was a collaborative work, mainly between the State Secretary for Art and Culture (SEAC), the State Secretary for Social Communication (SECOMS), and the Timor-Leste National Commission for UNESCO (TLNCU), implemented through various stages and involved a wide range of stakeholders. The UNESCO Jakarta Office supported the consultation process by providing financial support, as well as technical consultation through Daryl Neng Wirakartakusumah, a recognized QPR expert from Indonesia.
First step was a five-day workshop, which focused on introducing the UNESCO 2005 Convention followed by capacity building training for the Timor-Leste QPR Committee on the elaboration of the QPR and establishment of suggested working methods. The second step was a three-day workshop, which focused on evaluating drafts and updating other working documents, including the Timor-Leste QPR timeline. Starting from the third step, the technical consultation was provided in a more fluid nature via online due to the Covid-19 pandemic situation, focusing on issues pertaining to public consultation preparation as well as CSO form distribution and validation, among others. Finally, the last technical consultation step focused on technical feedback for the final QPR draft in English via video conference.

The data collection was the most difficult part during the consultation process. Where the team needed to go through several constraints, related to accessing information from government and civil society organizations. It was not easy accessible comparing to others countries which the majority of information are available in internet, however the team had to do great effort, by holding several meeting with stakeholders to get information through interviews, questionnaires and visiting every department in each institutions until all information were obtained.

In addition to the technical consultation with UNESCO, the Timor-Leste QPR Committee also held several other consultations with various stakeholders, both from government institutions and civil society organizations. These consultations were initiated and financed by the SEAC. The consultation process with government institutions and civil society organizations were performed as listed below:

Résumé exécutif: 

More than 40,000 years of human presence, 450 years of Portuguese colonization, 24 years of Indonesian occupation and a transition period under the administration of the United Nations, between 1999 and 2002, Timor-Leste continues to develop, keeping in mind its specific physical, linguistic and cultural characteristics in order to build solid cultural institutions and a sense of national identity.

In the 18 years of independence, there has often been a failure to recognize culture systems of life as a priority to integrate into the national agenda. Today, the main budget for cultural activity derives from the government state budget. However, during many periods, culture has not been a priority in the implementation of the national action plan. In some cases, policy interventions and practices considered challenges to promoting and developing culture activities, including 2005 UNESCO convention. A dilemma for policy implementation which is considered a barrier to pursuing the long-term Strategic Development Plan (SDP) of 2011-2030 is the lack of culture implementation on the ground. The application of the institutional structural system, such as the integration of the State Secretary for Art and Culture (SEAC) in a different ministry, which happened every single period, has changed every single period each time a new government is formed. This implied a cut down in state budget and a lack of financial allocation for the culture field in every single period which led towards a deadlock in activity implementation on the ground.

Despite not being prioritized on the national agenda, the development of the cultural sector is stipulated in the Constitution of the Democratic Republic of Timor-Leste, Article 59, paragraph 5, stating that “Everyone has the right to cultural enjoyment and creativity and the duty to preserve, protect, and value cultural heritage”. Based on this law, it is clear that the establishment of policies and measures for the sustainable development of the cultural sector had been mandated even before ratifying the 2005 UNESCO Convention. The two main policies related to the implementation of the Convention are the establishment of the National Policy for Culture and the integration of culture in the Timor-Leste Strategic Development Plan (SDP) of 2011-2030, with the aim of reflecting Timorese views in creating a prosperous and strong nation in the next twenty years.

While implementing the 2005 Convention, Timor-Leste has managed to implement several main activities, including:
1. Establishing the National Cultural Day;
2. Fostering cultural participation within national events; and
3. Supporting cultural activities;

The Timor-Leste National Plan is more focused on public infrastructure development and other priorities than on culture. This knowing through the framework of culture policy hasn’t setup properly (Deadlock of policy implementation in Timor-Leste). However, during the period of implementing the 2005 Convention, Timor-Leste has faced several challenges, including some that were identified during the various consultations for the elaboration of the QPR. In general, the challenges faced include:
1. Lack of knowledge on the 2005 Convention;
2. Implementation of plans was not based on sustainable development;
3. Unstable government structure;
4. Lack of a statistical monitoring system for the cultural sector;
5. Inapplicable laws to implement the principles of the 2005 Convention;
6. Lack of coordination between line of ministries;
7. Lack of coordination between government institutions and civil society organizations on the implementation of the 2005 Convention;
8. Lack of knowledge in measurement and evaluation methods on the implementation of the 2005 Convention;
9. Lack of knowledge regarding income insurance for artists (local or community); and
10. Unbalanced income on the use of traditional culture, particularly local community properties;

From the challenges identified above, several solutions were suggested, including:
1. Reinforcing awareness of the 2005 Convention;
2. Reinforcing cooperation between line ministries;
3. Maximizing support for cultural groups; and
4. Establishing an advisory body for monitoring and evaluation;

The government has implemented several laws and policies pertaining to national strategy and frameworks for the development of cultural and creative sectors in Timor-Leste, including the following: 1. Constitution of the Democratic Republic of Timor-Leste; 2. National Policy for Culture; and 3. National Policy for Industry (Drafting); Constitution of the Democratic Republic of Timor-Leste (CDRT) plays an important role in establishing strategy and frameworks for the development of cultural and creative sectors. It serves as a fundamental legal basis in driving cultural and creative sectors development. Articles in the CDRT that most reflect on this sector include: 1. Article 59 on “Education and Culture”; 2. Article 40 on “Freedom of Speech and Information”; 3. Article 41 on “Freedom of the Press and Mass Media”; 4. Article 16 on “Universality and Equality” (for more details, refer to Gender Equality in Goal 4); 5. Article 17 on “Equality between Women and Men” (for more details, refer to Gender Equality in Goal 4); and 6. Article 60 on “Intellectual Property” (for more details, refer to Artistic Freedom in Goal 4). As mandated by the CDRT, Article 59: “The State shall recognize and guarantee that every citizen has the right to education and culture and everyone has the right to cultural enjoyment and creativity and the duty to preserve, protect, and value cultural heritage”, the government, through the State Secretary for Arts and Culture, has established the National Policy for Culture in 2009. This policy stands as the direct legal basis for the management of policies and measures on efficient preservation and promotion of cultural heritage, development of traditional culture, and direction in combining outside innovation with good quality. The general purpose of the National Policy for Culture is to develop culture as a dynamic element in all areas of governance. The goal is to design government measures (regulations and programs) that "using culture to affirm the identity of Timor-Leste as nation and state”. This general purpose is directly linked to other specific objectives, which are regarded as components of the National Policy for Culture, including democratization and decentralization of access to culture; preservation of the memory and expressions of traditional culture; as well as preservation of cultural heritage and development of the arts through intellectual and artistic support. Overall, these objectives have been categorized into the following national strategies for cultural development: 1. establish the National Library and Museum to be operated simultaneously as a repository and a dynamic hub for the various cultural aspects with expression in Timor-Leste; 2. establish Regional Cultural Centers in each municipality to highlight Timorese music, art and dance and to serve as cultural foci within each region; 3. disseminate and promote cultural heritage; 4. cooperate with national and international universities to capacitate Timorese cultural professionals in development of cultural projects; 5. produce cultural content to integrate into the school curriculum at various levels of formal and non-formal education; 6. create cultural mappings and inventorying system to disseminate available cultural information; 7. create legal mechanisms to regulate the culture sector in Timor-Leste; 8. support cultural initiatives from individuals and private entities; and 9. creation of two other institutions of a cultural nature: The School of Music and the School of Fine Arts; To further improve employment opportunities and income for its citizens, the government, through the Ministry of Tourism, Commerce, and Industry, are currently in the process of drafting the National Policy for Industry. This policy is aimed to manage key measures in the industry sector that support the growth of local entrepreneurship. Strategies designed within this national policy will enhance private investment while promoting economy diversification and sustainable management of employment. This policy also covers strategy for industrial development, particularly human resource based industrialization that can lower dependency of the manufacturing industry on imports.

Law and policies that support dynamic cultural and creative sectors in Timor-Leste has implemented since 2011, are as follow; 1. Government Resolution No. 25/2011 of 14 September, on the Protection of Cultural Heritage; 2. Government Resolution No. 12/2012 of 14 May, on the establishment of National Academy of Arts and Creative Industry; 3. Government Resolutions No. 30/2014 of 14 October, on the establishment of National Cultural Day; and 4. Decree Law No. 33/2017 of 6 September, the Legal Low of Cultural Heritage; Government Resolution on the Protection of Cultural Heritage affirms that; through culture, Timor-Leste should position itself in preserving, enriching and safeguarding its identity, and the protection of culture, ensures the continuity and transmission over generations, the historical and ethnographic legacy of our ancestors and achievements and contemporary values. The creation of Government Resolution No. 12/2012 of 14 May, as a measure to establish the National Academy of Arts and Creative Industry. The academy will be the center of educating craft and arts in traditional form, including the contemporaneous arts; as well as music, dance and visual arts. The Academy will address a department, which will conduct researches in cultural area, providing the study on traditional arts to strength the knowledge of cultural diversifications based on the concept of the modern era. To support the policy on the promotion of Diversity of Cultural Expressions, Timor-Leste has established National Day of Culture on October 14, to dignify Timorese cultural diversity expressions, public awareness, and pay tribute to all who have dedicated themselves in practical artist activities and cultures and enhanced the importance of the country’s sustainable development. On this national day, the government organizes cultural festivals that mobilizes all artists from different modalities within the national territory to participate in various programs and competitions, such as (a) traditional dances, traditional music, traditional fashion shows, paintings, poetry, and lectures; (b) shows and appreciation of artist modality from municipalities; (c) seminars on the theme of culture with the aim to empower participant awareness on the importance of protection, preservation, valorization, and promotion of Timor-Leste’s cultural heritage; and (d) exhibition programs where cultural professionals can show and sell their cultural products. Decree Law No. 33/2017 of 6 September was established to create condition for inventorying, preserving, protection and valuing the Timorese cultural heritage; It is also highlighted the citizen responsibility in guaranteeing the cultural diversity, contributing to the protection and dissemination in many sort of cultural heritages.

The measures for Cultural Job Creation and Entrepreneurship, had been implemented based on the National Strategic Development Plan 2011-2030 (details; goal 3, Policy and Plan of Sustainable Development for Culture and Creative Sectors); the related measure is; - Supporting Cultural Activities; The measure was taken with objective to enhance the capacity building and job creation for artistic groups and cultural sectors at national and local level to increase the frequency of Art and Culture events. The State Secretary for Art and Culture and Ministry of Tourism, Commerce and Industry are the government bodies in charge of implementing the awareness and training programs for cultural and creative sectors. The related programs are: 1. cultural awareness program; and 2. capacity building and training program; The cultural awareness program is one of the annual action plan of State Secretary for Art and Culture, with aims to aware the importance of the protection and promotion of diversity of cultural expressions; by enhancing the knowledge and encouraging young generation initiative notably for students in senior high school and universities. The capacity building and training program is one of the programs included in the annual action plan of the General Directorate of industry of the Ministry of Tourism, Commerce and Industry. This program was made possible through cooperation with the Institute for Support to Entrepreneurship Development (IADE), providing business management training to increase the capacity of micro and medium-sized companies in several development sectors including small businesses in the cultural sector.

The State Secretary for Art and Culture is a government body responsible on cultural budget execution, programs, and establishing policies for culture sectors. The related policy is; - Decree low No. 2/2019, 5 March 5; The decree is an Organic Low of the Ministry of Higher Education, Science and Culture, which addressed responsibility to the State Secretary for Art and Culture and its entirely structure on promoting activities and actions plans on the stimulation cultural products, acknowledge and respect to the Timor-Leste’s cultural heritage. In order to implement this Law, the State Secretary for Art and Culture entrusted the competence to General Directorate for Art and Culture as the central office of the ministry, to coordinate and implement the policies defined in the context of the preservation of cultural heritage, copyright protection and the promotion, support of cultural activities, and management of museums and libraries.

The government has implemented several laws and policies pertaining to support media freedom are as following: 1. Article 41 of Constitution of the Democratic Republic of Timor-Leste (CDRTL); 2. Social Communication Law; and 3. Press Council of Timor-Leste (CITL); Law and policy to support media freedom, are stipulated on the CDRTL, article 41, on “freedom of the press and mass media”, which highlight in following paragraphs: (a) guaranteed freedom the press and other mass media; (b) Freedom of the press includes, in particular, freedom of expression and the creation of journalists, access to sources of information, editorial freedom, protection of independence and professional secrecy and the right to create newspapers, publications and other media; (c) the State ensures the freedom and independence of public media bodies from political and economic power; (d) The State ensures the existence of a public radio and television service that must be exempt, with a view, among other objectives, to the protection and dissemination of the culture and traditions of the Democratic Republic of Timor-Leste and the guarantee of the expression of pluralism opinion. The CDRTL guarantees the freedom of the press and mass media, as an important element to strengthen democracy in the country. Base on this, State Secretary for Social Communication established the Social Communication Law to reinforce media freedom and uphold regulations on media concentration. Additionally, the law is focusing to ensure, the professionals secrecy and its independent, freedom of expressions and promote the equality. Pursuant the Social Communication Law, government established a media authority namely Press Council of Timor-Leste (CITL), assigns the role to supervise the conduct law and professional ethics of journalist, guarantee the freedom of journalism activities and the freedom information accessibility. The main roles of CITL are as follow; (a) promote the freedom of expressions; (b) promote the independence of the media, and (c) ensure the professionalism quality of journalist. The related policy is: - National Communications Authority of Timor-Leste (ANC) The government has adopted new policy for telecommunication in 2012, in order to reinforcing Social Communication Low which aims to allow the participation of new media operators in marketing competitive. The policy succeeds to increasing the diversity in media ownership in Timor-Leste, notably, allowing the entrance of two new mobile phone service that are providing the community access to video and TV program. Pursuant to article 22 of the Social Communication Law on the establishment of the media, the policy is offering space for the establishment of a National Authority of telecommunications. The authority plays a role as a regulatory body for telecommunication and has the competence to register and grant permission for the creation and transmission of communication networks, to offer various services in the diversification of the media, guaranteeing the community access to the various communication channels. Government of Timor-Leste, has implemented the measure on programming cultural content through the Radio and Television of Timor-Leste (RTTL, EP) channel as a public broadcaster. The related programs on this measure are as follow; 1. Programa Eransa (Heritage Program); 2. Programa Badain (Handcraft Program); and 3. Palku Muzikal (Music Program); Program Eransa is one of the RTTL’s program on promoting and disseminating cultural heritages through the transmission of activities related to the Cultural Diversity, such as; Cultural practice and rituals, traditional sacred house building ceremonies and many other cultural events in accordance to the tradition of each ethnic group. Besides, promoting the diversity of cultural expression also plays an important role in this program to national and international level. Program Badain is one of the RTTL’s programs on promoting and disseminating the cultural and creative industry groups, where their creativity products are reflecting the traditional characters. The transmission of this program also aims to raise the society awareness about the importance in developing and promoting the diversity of cultural expression. Another TV show program is Palku Muzikal that provides opportunity to the Timorese musician to perform and holding music concert. The program has the objective to promote and enhance the artistic creativity. Government of Timor-Leste has implemented policies and measures to support the outward mobility of artists and cultural professionals on the promotion of cultural diversity. The programs to support this policy are designed within the National Policy for Culture. Those programs are as follow; 1. Dynamizing of Art; and 2. Supporting the Participation in International Event; Dynamizing of art is the government program established in National Policy for Culture. The implementation of this program aims to mobilize the professional artist and manifestation of traditional and modern artistic product. This program has been realized through supporting the creativity in artistic demonstrations in several areas, such as; the development of fine arts, music, handicraft, theater, literature, photography, and other audiovisual expressions. Furthermore, encouraging and giving opportunities to the professional arts from the referred areas to participate in national and international cultural events. The international cultural events that Timor-Leste got to participate are as follow: 1. Expo 2010 Shanghai – China; Expo 2010 in Shanghai China is one of the world exposition event where participated of 240 (two hundred and forty) countries in the world included Timor-Leste. The participation of Timor-Leste in the international event like this is a great opportunity to demonstrate the richness of its cultural diversity. The cultural representative of Timor-Leste that participated in this event were composed of; the cultural professionals from each municipality, a Poetry Contestant, three traditional dance groups namely; Le-ziaval, Timor Furak and Lensu-Mutin Suai and a musical band groups called; Lahane Band. 2. Expo South Korea; The Expo 2012 was held in the city of Yeousu, South Korea. The theme of the Expo was "The Living Ocean and Coast” with subthemes of “Preservation and Sustainable Development of the Ocean and Coast,” “New Resources Technology,” and “Creative Marine Activities.” Timor-Leste was fortunate to participate in this important opportunity to demonstrate and promote the cultural image of the country and at the same time, to encourage the development in cultural sector as a potential area that can contribute to the economic and sustainable development in Timor-Leste. 3. 7th Festival Sabah International Folklore 2012; The 7th Sabah International Folklore Festival 2012 was held in Malaysia. The festival provides the opportunities for the culture enthusiasts to enjoy and witness the beauty and uniqueness of cultural dances performance by various ethnics of the world to promote peace. At this event, Timor-Leste through the State Secretary for Art and Culture organized a group of dance which composed of 12 (twelve) traditional dancer to participate in this important event as a way to contribute to peace through culture. 4. Milan Expo Italy 2015; Coffee Cluster Milan Expo: Coffee Cluster was held in the City of Milan, Italy. The Coffee Cluster was the home to the ten coffee-producing countries, such as Dominican Republic, El Salvador, Ethiopia, Guatemala, Kenya, Republic of Burundi, Republic of Yemen, Rwanda, and Timor-Leste, Uganda. In this event every country displayed the coffee, and cultural object from their own country. Using this opportunity Timor-Leste made presentation of traditional dances, photography and traditional textile exhibition, and coffee tasting. 5. Fiji Festival 2016; Fiji Festival of 2016 Fiji Festival was realized with the aims to bring the communities together to promote South Pacific culture, food and talented artists. The participation of Timor-Leste in this event was available trough the cooperation of the State Secretary for Art and Culture with the World Bank. In contribution to the promotion of South Pacific Culture, Timor-Leste came up with traditional dances performed by St. Antonio dance group on be half of all Timorese traditional dances. 6. Pacific Exposition 2019; Pacific Exposition took place in Auckland, New Zealand, in 2019. The exhibition is designed to be the most comprehensive trade and cultural event in region with business representation from 19 countries. The event aimed at increasing business opportunities and developing networks for business communities, governments, tourism and cultural authorities in the Pacific Region. The participation of Timor-Leste was the representative from different areas as; Trade, Tourism and culture in order to accompany the development of the related areas in the region.

The government has implemented cultural festivals and events at national level to support the mobility of artists and cultural professionals. The related festivals and events are; 1. National Festival of Culture; 2. National Day of Timor-Leste; and 3. Cultural event and festival in the national level; National festival of culture is holding regularly every year, in celebrating the National Day of Culture; October 14. The event aims to celebrate the richness of Timor-Leste cultural diversity, via mobilizing various artists and culture professional in national territory to preserving, valuing and promoting jointly. Furthermore, all artist and culture professional are benefited to interchange the diversity among municipalities. The National Day of Culture is celebrating through performance of traditional music, dance, and show, exhibitions of painting, poetry and literature; apart it holding seminar on the cultural theme to strength the notion, knowledge of students and civil society organizations. The integration of culture in national event is visibly in national days, such as; Restoration of Independence Day, may 20; Referendum Day, august 30; independence day, November 28; etc. The celebrations are consisting of music concert, exhibitions of photography, books display, fair of traditional handcraft and other cultural performances such traditional music and dance, where mobilizing most of the artists and cultural professionals in the national territory. In addition, another national culture event is organized with specific character to mobilize artists and cultural professionals in the national level are following: 1. National festival for culture 2004 This festival was the first national cultural event organized in the era of independence. The festival was held by the National Directorate for Culture under Ministry of Education, Youth and Culture, giving opportunity for traditional performance such as; dance, music, theatre, poetry and ethnography exhibition. The event was participated by five hundred (500) artists and cultural professional from all ethnic groups in national territories. The festival was organized consecutively in 2005 and 2006. 2. Cultural Festival 2010 Cultural Festival in 2010 was held as part of 35th anniversary of the proclamation of independence day. It serves as measure to promote the cultural diversity in the country; it consists of traditional music, dance, as well as some western culture that frequently have been practiced. The festival was highlighted to bring back the Tebe Dahur dance and ritual practices, in keeping the visibility to the society and the young generations. 3. Ramelau Festival 2011 In 2011, the president of Democratic Republic of Timor-Leste, at that moment, Mr. Jose Ramos Horta in cooperation with the State Secretary for Art and Culture organized the Ramelau Festival with the participation of the cultural professionals from all municipalities to present their culture in order to contribute to the consolidation of national identity. 4. Artistic Caravan In 2015, Timor-Leste conference among the Community of Portuguese-speaking Countries (CPLP) conference, in Dili. In the conference was organized an artistic caravan by the Ministry of Tourism and Culture aimed to welcome the participants and demonstrating peace through the cultural creativity performances in the event. The artistic caravan was realized with the participation of the cultural professional of all municipalities with their own cultural performances. 5. Cultural Festival of Popular Resistance 2019 Cultural Festival of Popular Resistance was one of the greatest festivals in the year. The festival aimed to Commemorate the 20th anniversary of referendum and arrival of the International Force for East Timor (INTERFET) mission, remembering significantly historic moment where Timorese decided the independence of the country. The event was conducted with following activities: exhibition on traditional craft, painting, choral competition, music concert and movie show. In addition, highlighted the mobilization of traditional dancer from all municipalities, involved voters in popular consultation 20 years ago.

The government in cooperation with the developed country support the mobility of artists and cultural professionals through the following programs: 1. The Festival Lusofonia in Macao 2. Indonesia Cultural Center’s Program for Artist Mobilization; The Festival Lusofonia in Macao is one of the Macao Institute for Culture program in supporting the introduction of Portuguese speaking countries culture in its territory. Many cultural groups in Timor-Leste have been supported annually to participate in the event to introduce Timorese cultural performances through music, dances, poetries and cultural craft expositions. In addition, the Indonesian Cultural Center in Dili has a program to support the mobilization of artist and cultural professional, offering opportunity for many artists and cultural groups to participate in 17 August, Commemoration of Indonesia National Day, and providing scholarship to young Timorese to study in Indonesia.

The Policies and measures for the sustainable development in Cultural and Creative Sector were designed in the 2011-2030 National Strategic Development Plans, enhancing the consolidation of National identity and Cultural Creativity to contribute to the construction of a peace, tolerant and creative nation. To the achievement of the purpose the government has established the programs that will contribute to the sustainable development in culture and creative sector through the bellowing programs: 1. Establishment of Cultural Institutions; 2. Establishment Academy of Music and Fine Arts; and 3. Supporting Cultural Activities; The establishment of Cultural institutions is one of the measures designed in National Strategic Development Plan to contribute to the sustainable development in cultural and creative sector through the creation of the cultural institutions like; National Museum and National Library. The creation of the National Library and the National Museum are two of the highest priorities of the Government. These institutions will act as centers for the promotion of diverse cultural aspects with expression in Timor-Leste. The objectives are, on the one hand, to create the conditions for the preservation and dissemination of Timorese knowledge, values, materials and cultural practices and, on the other, to make the connection between the past, the present and the future, providing a sense of culture. country through the creation of institutional relations with universities. The National Library and the National Museum are projects that involve components of training and qualification of human resources, information management and the creation of infrastructures from scratch. In accordance with the priorities defined by the Government's program, the creation of two other institutions of a cultural nature is also planned: The Academy of Music and Fine Arts. Given the existence of limited technical and financial resources in the State, the work carried out between the State Secretary for Art and Culture and other governmental and non-governmental institutions must be articulated, in order to create mechanisms that allow efficient communication and sharing of resources between the Secretary of State and other institutions. The related programs designed in National Policy of Culture for this measure are as follow: 1. National Partnership; and 2. International Partnership; The relationship between the State Secretary for Art and the Ministry of Higher Education Science and Culture must be regular and comprehensive, so that the work developed by the Ministry reflects the effort made in the culture sector. The establishment of partnerships and protocols between State supervisors will ensure efficient coordination and information sharing, as well as continuous cooperation between institutions. In addition, State Secretary for Art and Culture will develop projects in collaboration with Non-Governmental Organizations, local associations and person, seeking to support and participate in cultural initiatives with relevance to Timor-Leste. According to the strategies defined by the government, the establishment of effective cooperation and exchange with the Community of Portuguese Speaking Countries (CPLP), is of extreme importance, which will allow the strengthening of linguistic and cultural ties with these countries, fundamental elements of history and identity nationals of Timor-Leste. This cultural exchange will allow to project the Timorese culture in the world, promoting on the one hand the heritage that unites it to the member countries of this Community, and on the other, affirming its particularity. The State Secretary for Art and Culture will also work with Community partners to develop exchange and partnership projects that provide the qualification of Timorese staff in various cultural areas, such as theater, cinema, music and new technologies, contributing for the sustainability of the cultural existence. The The State Secretary for Art and Culture will continue to develop joint cultural projects with UNESCO. The evaluation of the development plan for culture in the National Policy for Culture designed as follow: - Monitoring and Evaluation Program; The implementation of the strategies defined in the National Policy for Culture will be directly monitored and evaluated by the supervisory bodies, namely the Ministry of Higher Education Science and Culture and the Council of Ministers. In addition, the creation of a National Culture Commission is allowed, in order to verify if the objectives defined by this Policy are being achieved. This advisory body, independent and made up of individuals linked to cultural sectors with expression at national level, should meet regularly and produce an annual evaluation document that allows a reflection on the defined objectives, allowing, if necessary, the readjustment of the strategies used by the Secretariat of State for Culture to fulfill these objectives.

The Government has integrated cultural diversity and the diversity of cultural expressions in education curricula and research through the following programs; 1. Integrate Culture into the National Curriculum; and 2. Research and Publication; On the basis of Constitution of Democratic Republic of Timor-Leste Section 59 related to the "Education and Culture," consider the contribution of both area as essential element for the sociocultural development in the country. Hence, the national curriculum in basic and the secondary school level are included the fine arts subject to regenerate the knowledge of the cultural diversity and the diversity of cultural expression to the young generations. To integrate the cultural subjects into the study program, the State Secretary for Art and Culture has been cooperating with the national and international research institution have been making research in cultural area. As the result many books were published and are used into study program. In addition, the government has been supporting and motivating the cultural professionals to develop activities that contribute to the transmitting of cultural knowledge to the young generation. Research and publications are the essential ways to regenerate the cultural heritage of the country. In this case, several research has been held in cooperation with the civil societies, and the national and international institutions. As the result, many books were trough this cooperation program.

The Government has implemented Policy and Measure to encourage participation and access of people to diverse of cultural expression, with following measure: - Establishment of Municipal Culture Center; The creation of Regional Culture Centers grants directly for the purpose of decentralizing and accessing cultural production and fruition, reaching to all national territory. Effective coordination between the work carried out by the central directorate of the State Secretariat for Culture and the Regional Centers. fatherly investment in infrastructure and technical training at the regional level, on the other, appear to be indispensable means so that cultural production and dissemination have a national character. These centers, which aim to create a link between the government and as communities and non-governmental entities, national and foreign, use culture, imply the presence of their own space in each region, as well as the training of a regional level of technicians used for carrying out and monitoring projects. Each Center has a library, an Internet access space and an exhibition space for cultural activities. Gradually, the Regional Centers of Culture become transforming poles of creation and cultural dissemination at a regional level. In addition, the Regional Culture Centers allow the organization of cultural events between different regions, districts and sub-districts, contribute to the general objective of building a national identity and help to promote a spirit of peace and tolerance between cultures.

In order to develop the cultural and creative sectors, the government has implemented international cooperation, through establishing agreement with different entities. Related cooperation is as following; 1. CPLP Audiovisual Program; and 2. Procultura PALOPS-TL; Timor-Leste is one of the Community of Portuguese Speaking Countries (CPLP), meanwhile, the effectiveness of its integration in the community is also highlighted in the CPLP AUDIOVISUAL PROGRAM. The general objectives of the program are to encourage cultural exchange, integrate public policies to promote the production and broadcast of audiovisual content through the CPLP Audiovisual Network, which brings together national authorities in cultural area, audiovisual and public television stations in Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Moçambique, Portugal, São Tomé and Príncipe and Timor-Leste. From the CPLP Audiovisual program, the bases will be laid for an effective platform for the diffusion of CPLP's contemporary audiovisual production in the world market. Since the first edition in 2010 up to 2018, the participation of Timor-Leste in the program, emerged initiatives, enthusiasm and encouraged several local producers and directors to engage in audiovisual development of the country. In addition, to compromise reinforcing the cooperation in the, politics, economics, history, social, linguistics and cultural issues, the government has integrated into Portuguese-Speaking African countries and Timor-Leste (PALOP-TL), in order to contribute to employment income-generating activities in cultural and creative economy on the PALOP in Timor-Leste. Emphasizing the cooperation in promoting the employment in cultural sector, particularly in the area of performing art such as; music, dance, theater and also empowering the cultural professionals in order to increase opportunity of accessing in the regional and international marketing.

Government of Timor-Leste through the state Secretary for Art and Culture has established the cooperation international agencies to support the development of creative industry. The related cooperation is; 1. Centro Nacional de Escuelas de Arte (CNEart-Cuba); 2. The Charles Darwin University (CDU - Australia); and 3. The Japanese International Cooperation Agency (JICA); In order to implement the strategic and action plan in the implementation of the National Academy of Art Cultural and Creative Industry (detail, Goal 1. Policies and measure specifically for the dynamization of cultural and creative sector), the government established the cooperation with the National School Center for Arts (CNEart-Cuba) and the Charles Darwin University (CDU - Australia) to develop the cultural content in to the curriculum, giving assistance of technician expert, and the training programs to the Timorese students with aims to contribute to the establishment of the National Academy of Art Cultural and Creative Industry. Timor-Leste has established governments bodies in charging of gender equality, with the aim to promote and ensure the empowerment and participation of women in various sectors of development. Related policy and institutions are; 1. Article 16 of Constitution of the Democratic Republic of Timor-Leste (CDRTL); 2. Article 17 of Constitution of the Democratic Republic of Timor-Leste (CDRTL); 3. The State Secretary for Gender Equality and Inclusion; and 4. Rede Feto Timor-Leste; As mandated by article 16 of CDRTL on “Universality and Equality”, states that; a) All citizens are equal before the law, enjoy the same rights and are subject to the same duties; and b) No one can be discriminated against on the basis of color, race, marital status, sex, ethnic origin, language, social status or economic situation, political or ideological beliefs, religion, education or physical or mental condition. And article 17 of the CDRTL on “Equality between Women and men” states that; Women and men have the same rights and commit in all areas of family, cultural, social, economic and political life. In compliance with the articles of CDRTL above, Timor-Leste established the State Secretary for Gender Equality and Inclusion, in charging to guarantee the balanced of gender, emerge the participation of women in all development sectors as; culture, media, art, politics etc. The State Secretary for Gender Equality and Inclusion, in its annual action plan prioritized the creation of small-scale marketing of the women in order to increase the income of family economy. Following activities are measure to achieve the plan: 1. summon up to all government institutions, on integrating women participation in every sectors of development. Emerging the activities, conducting training and capacity building programs toward gender equality and human right issues; 2. hold special awareness program regarding to the right of woman on participation in the economy, political and socio cultural sectors. The Government has implemented Policies and measures to ensure women participation in cultural life. The related programs are; 1. Diversification of Traditional Textile (TAIS); and 2. Holding exhibition of the Creative Industry in the Municipalities; Pursuant to the organic law of Ministry of Tourism, Commerce and Industry, on maximizing support to the creative industries group, the General Directorate for Industry through its annual action plan providing capacity building and training to the women weavers extant in all municipalities, in order to diversify the traditional textile (Tais) to other objects such as bag, shoes, clothes etc. Increasing the quantity of production of goods and services is the main focus of the Directorate. Regarding to promote the diversification of Tais from the municipal to the national level, the Secretariat of State for Gender Equality and Inclusion, support financial and material funds in carrying out fair of cultural goods; in order to gain access to market opportunities to the small- scale industry groups. Following are training programs held in municipalities: 1. The government did not implement the specific program to support the creativity of female artists and cultural professionals, however; there were some programs implemented that naturally involve the participation of women. The related programs are; 1. Promotion of the Traditional Creative industry; and 2. National day for Timor-Leste’s woman; Naturally; the traditional creative industry groups are conducted by woman, including; weaving, crafting and ceramics. The State Secretary for Arts and Culture in its annual action plan on promoting the cultural diversity, supporting material and financial fund to the groups, in order to develop continuously the production of cultural goods and accession to the market. The government has established following policy and measures to Recognize and Protect Artistic Labor; 1. Article 60 of Constitution of the Democratic Republic of Timor-Leste (CDRTL); and 2. The law of intellectual property (Draft). As mandated by the CDRTL, Article 60 on Intellectual Property, states that “The State guarantees and protects the creation, production and commercialization of literary, scientific and artistic works, including the legal protection of copyright”. Pursuant to the article 60 of CDRTL, since 2014 the State Secretary for Art and Culture in partnering with Timorese society of authors have been conducted consultation with various entities; Artistic and cultural groups, culture professional and several artists in order to emerge a law to recognize and protect the artistic labor. Raised awareness on the importance of the intellectual property law, was highlighted in the consultation. Up to now the draft of intellectual property is in the discussion phase in council of ministers and will submit to the president of Republic to be approved.

Measures and Initiatives reported by Civil Society Organizations

The consultation process with Civil Society Organizations (CSOs) began with the participation of civil society representatives in the first consultation regarding to the implementation of the UNESCO 2005 convention and the establishment of Timor-Leste’s QPR team which was facilitated by Mr. Daryl Neng Wirakartakusumah and Mrs. Moe Shiba, in Dili, December 2, 2019. Subsequently, members of the QPR Committee identified the CSOs that implement the convention and conducted visits and consultations with the CSOs identified in capital Dili, started with the collecting of information and filling out the CSO form. In the consultation process, there was a truce due to the Covid-19 pandemic that caused confinement in all countries in the world, in Timor-Leste suspended all activities including the preparation of QPR in Timor-Leste. Previously, the QPR Committee distributed the forms to CSOs in all territory via e-mail, however, the direct consultation was held only to the CSOs in Dili. Therefore, on May 18-26, the QPR team traveled to the four municipalities for the direct consultations to the CSOs, which their participation was extremely notable in the context of implementation of the 2005 UNESCO Convention. The consultation in Dili, were held to the twelve (12) CSOs such as; Timor Aid, Alola Foundation, Casa de Produção Audio-Visual (CPA), Seday Design, ALMAMOR, Cor Timor, Timor Furak, Arte Moris, Berliku Fanu Rai (BFR), Centro Audiovisual Max Stahl Timor-Leste (CAMSTL), União Filme de Timor (UFT) and Xanana Reading Room. While the consultation to the municipality out of Dili were held to the six, (6) CSOs, which are: Many Hands Internasional (MHI), in Lospalos municipality; Associação da Arte e Cultura de Baucau (AACB) and Tivijox Prodution in Baucau municipality; Manatuto Youth Center in Manatutu municipality, Pisulliq Cultural Group and Moris Hamutuk Cultural Group in Liquiça municipality. Correspondingly, eighteen (18) CSO were consulted. Among all information collected, 61.1% are included in the QPR and 38.9% are not included to the QPR. Through the consultation with civil societies, the Committee was able to obtain positive contributions from CSOs, providing the information of measures on implementation of UNESCO 2005 Convention. After the compilation of the QPR draft, one other consultation was held with the civil societies in order to confirm the information that will be submitted to UNESCO.

The Alola foundation conducted an economic empowerment program, aims to increase the income of women artists and at the same time promote Timorese culture. In 2018 training and improving product quality program were successfully implemented, specifically using natural color in traditional manufacturing, product diversification and basic marketing education for twenty-one (21) participants. In addition, through the Economic Empowerment Program, Alola Foundation host annually two market event, Mid-fair and Christmas Fair, where each fair is held during two days at Alola Foundation Office. This initiative accumulates artists from all municipalities, providing a space to sell their local product, such as traditional textile, neckerchief, ceramic, toys, plastics recycling, woman accessories and traditional soap, to national and international consumers.

Artistic therapy is applied through dances with special movements. Within this orchestra several courses are provided such as; guitar, violin, saxophone, piano, trumpet, drum, flute etc. In addition, the students are given the training of event organization in music concert.

Vaihoho is an oral tradition that is accompanied with poem and music in the Fataluku ethnic group. Currently, this tradition is at risk in relation to its sustainability, since most practitioners are elderly. Justino Valemtim was a cultural detainer of Fataluku and researched for many years collecting poems and songs of Vaihoho. Unfortunately, Mr. Justino Valentim passed away in 2014, as a consequence the most of knowledge has been disappeared. In honor of the death of Valentim and to preserve this tradition, MHI together with the family of Justino Valentim took initiatives by digitizing the works collected before death in order to protect from humidity and inappropriate storage. Furthermore, the oral tradition of Vaihoho is a significant cultural element of Fataluku ethnic group, therefore, the digitalization of this tradition is important for the next generation and for those who are interested can easily access this tradition when available on the internet.

Many Hands International held its first cultural festival in the municipality of Lautem in 2013. The festival was held with the aim of supporting economy-based development for social and cultural well-being, resilience and the creative capacity of the community in the municipality. This festival was also the opening for the development of the future cultural festival. The event received approximately four thousand (4,000) local, national and international participants, giving the artist and local cultural professional from five sub-municipalities in the municipality of Lautem the opportunity to share and display the local and cultural product, gastronomy and photography exhibition. In addition, the festival offers an awareness seminar on the importance of preserving and promoting the region's cultural heritage.

Portrait Avo is conducted with the aims to transmit the cultural and traditional knowledge to the next generation. The elders, detainer of the cultural and traditional knowledge were involved in a peaceful activity on the promotion of creative auto-expression, cooperation and inclusion. The young person involved in the project were instructed to make interview with the elders, documenting and drawing the elders portraits. In 2017 an exhibition was held to display the portraits and other creativity product develop in the project. The Many Hands International and the involved student have been working on documentation of all information into into film and books as the reference to the next generations.

Main priorities identified for civil society organizations for the future implementation of the UNESCO 2005 convention, are as bellow; 1. Raise awareness of civil society organizations and the communities in implementation of UNESCO 2005 Convention. 2. Continuous promotion of local products (traditional textile of Timor-Leste TAIS and other cultural elements) through women participation in creative industries and innovation, as well as digitalization and basic education of marketing, as a means of guarantying its economic sustainability for women, particularly in remote area. 3. Increase capacity building through training opportunities as one of the important elements in the process of development and promoting diversity of cultural expression. Timor-Leste is country rich in cultural diversity, but most cultural elements have not yet been fully expressed or practically utilized to contribute to the development of culture due to lack of knowledge and creativity. 4. Empowerment programs for women should be activity and training programs that involve all women in the national territory. Due to the traditional patriarchal system, many women are still voiceless, particularly in remote areas. The expectation of this program is to involve women participation in all development processes, instilling confidence in the women to express their related ideas and deal with whatever tribulation that may occur within their community. 5. Use of digitalization and media as a means of cultural expression for cultural professionals to promote local products and enrich their ability to create and innovate. 6. Timor-Leste national plan are more emphasized on public infrastructure development and other priorities instead of culture, therefore, civil societies play important roles on withstanding the cultural development and supporting educational programs in raising students’ knowledge in promotion and development of cultural sector. 7. Collaborate with the national and international development partners to provide cultural internships with renown cultural creative industry institution to raise the youth knowledge and motivate them in development of cultural industries in Timor-Leste. 8. Cooperate with government institution to provide opportunity in developing the youth skills in the field of audiovisual, performing art, fine arts and other cultural and creative sectors. 9. Cooperate with national radio and televisions to support the access of artists and cultural professionals in promoting, advertising and disseminating their skills and creative products on national channels. 10. Promote traditional rhythm of “tebe-tebe” and traditional instrument “Lakadou” and other traditional musical instruments in national events and inclusion into study program of the elementary school to the senior high school and also be used as the study program in informal education.

Implementation of the 2005 Convention in Timor-Leste has taken place since its independence in 2002; way before it even ratified the Convention in 2016. One clear monumental milestone is the establishment of sustainable development on the implementation of diversifying cultural expression, which was designed in the National Policy of Culture in 2009. Additionally, the policy and the sustainable development of culture, both are integrated within the Timor-Leste Strategic Development Plan (SDP) of 2011-2030. This plan has stated that Timor-Leste will invest in its cultural heritage based on Timorese identity to contribute to nation construction in a peaceful, tolerant, and creative manner. Based on the aforementioned legal framework of establishing the development of culture, Timor-Leste has been able to transpire several important measures related to the implementation of 2005 Convention, which include: 1. Establishment of the National Cultural Day on October 14. In dignifying Timorese cultural diversity expressions, public awareness has paid tribute to all who have dedicated themselves in practical artist activities and cultures and enhanced the importance of the country’s sustainable development. On this national day, the government organizes cultural festivals that mobilizes all artists from different modalities within the national territory to participate in various programs and competitions, such as (a) traditional dances, traditional music, traditional fashion shows, paintings, poetry, and lectures; (b) shows and appreciation of artist modality from municipalities; (c) seminars on the theme of culture with the aim to empower participant awareness on the importance of protection, preservation, valorization, and promotion of Timor-Leste’s cultural heritage; and (d) exhibition programs where cultural professionals can show and sell their cultural products. 2. Many cultural groups have benefitted from various government programs that support cultural activity, especially from the State Secretary. From these material and financial support, many groups have created job opportunities for themselves, participated in national and international cultural events, as well as provide capacity building on sustainable cultural marketing programs within the context of the 2005 Convention, in particular, for those who are in need of such knowledge, e.g. youth and local communities in the national territory.

Main Challenges Timor-Leste is a country where most of its society still cultivates culture and tradition. Ratification of the 2005 Convention was a positive initiative from the Timor-Leste government in empowering the advancement of Timorese culture, particularly, its cultural diversity. Despite ratifying the 2005 Convention four years ago, Timor-Leste still faces various challenges in its implementation. Several of the challenges have been identified through the consultation process during the elaboration of this report, which include: 1. Lack of knowledge on the 2005 Convention among government institutions, CSOs, and cultural groups. 2. Lack of sustainability of the Cultural Potential Development Plan, particularly the development of cultural diversity, as it has not yet fully embraced the principles of sustainable development. 3. Unstable implementation of the Sustainable Development Plan due to constant structural changes within institutions or ministries. 4. Lack of relevant statistical data for specific measures in culture and creative industries. 5. Lack of international support opportunities, particularly financial support from IFCD. 6. Inapplicable laws that implement the principals of 2005 Convention. 7. Lack of sharing knowledge on policies and measures related to the implementation of the 2005 Convention, hence, affecting coordination during the elaboration the QPR. 8. Lack of knowledge on the types of programs that reflect on the goals of the 2005 Convention, both programs developed by CSOs and the public sector. 9. Lack of knowledge on evaluation policies and measures related to the implementation of the 2005 Convention. 10. Unbalanced income on the use of traditional culture, particularly local community properties. Main Solution Found From the consultation process and related data collection, the Timor-Leste QPR Committee identified various challenges that appear to have affected the implementation of the 2005 Convention in Timor-Leste. Various related government institutions and CSOs have provided feedback on probable solutions that stakeholders should take into consideration for future sustainable implementation of the 2005 Convention. The main suggested plans and measures are as follow: 1. Community awareness program on the 2005 Convention to empower their view for initiative creations based on sustainable development goals stipulated within the Convention. 2. Reinforce inter-ministerial cooperation in the implementation of national cultural policy. 3. Maximize support for development of cultural groups and 4. Establish an advisory body for monitoring and evaluation for the implementation of 2005 Convention.

The Government of Timor-Leste, through the State Secretary for Arts and Culture, will take into consideration the offered suggestions to reinforce future Timorese policies and measures in culture. From the challenges faced over the last four years on the implementation of the 2005 Convention, related government institutions will be suggested to implement the following plans: 1. Establish a strong committee in handling the responsibility of monitoring and cross checking the implementation of the 2005 Convention, including its intersection with the 2003 Convention on the Safeguarding of the Intangible Cultural Heritage and the 1972 Convention on the Protection of the World Cultural and Natural Heritage; 2. Enhance government policies on supporting CSOs, particularly cultural groups, in contributing to the sustainable development of culture; 3. Proceed the draft of intellectual property law to be implemented in the future; 4. Establish an advisory body for monitoring and evaluation, which has been mandated by the National Cultural Policy No. 10.
