Why is it important for heritage practitioners to be competent in the area of Applying Laws and Regulations?

Applying Laws and Regulations (ALR) is a Core Competence area defined under the UNESCO Competence Framework for Cultural Heritage Management. It aims to ensure that laws, regulations and rights affecting heritage sites at all levels are upheld and enforced.

The newly developed UNESCO Competence Framework for Cultural Heritage Management identifies the competence (ie. skills and knowledge) required to sustainably manage a cultural heritage site. It applies to various heritage practitioners ranging from skilled workers to decision makers and local stewards.
