Describe the multi-stakeholder consultation process established for the preparation of this report, including consultations with relevant ministries, public institutions, local governments and civil society organizations.: 

This report was prepared in consultation with the Ministry of Information in the Syrian Arab Republic, and with the Syrian Trust for Development as a leading development institution in the social field well-known to the Ministry of Social Affairs in accordance with Resolution No. Q / 4/1261 dated 16/7/2001.

Executive summary: 

The legislative system in Syria guarantees the protection and promotion of the diversity of forms of cultural expressions, within the framework of respect of human rights and fundamental freedoms, and affirms that all cultures are equal in dignity and worthy of respect.
The Constitution of the Syrian Arab Republic 2012 confirmed, in a number of its articles, especially Articles / 9-33-34-42-43 / that the constitution guarantees the protection of the cultural diversity of the Syrian society with all its components and the multiplicity of its tributaries, as it is a national heritage, and that freedom is a sacred right that the state guarantees it for citizens, and citizens are equal in rights and duties, no distinction is made between them on the basis of gender, origin, language, religion or belief, and the state guarantees the principle of equal opportunity between them, and that every citizen has the right to contribute to social and cultural life, and freedom of belief is safeguarded in accordance with the law, Every citizen may express his opinion freely and publicly by saying or writing or by all means of expressions, and that the state guarantees freedom of the press, printing, publishing and the media and their independence in accordance with the law.

The national legislation also reflected these foundations. The Law on the Protection of Copyrights and Related Rights in Syria was issued by Legislative Decree No. 62 of 2013, which contributes to preserving the copyrights of intellectuals, writers, artists, and other participants in the process of cultural and artistic creation, and a new law was also issued No. 7 of 2018, for organizing the Ministry of Culture, which included among its objectives, the popularization of knowledge and culture among the masses, the promotion of arts and literature, the revival of intangible cultural heritage, the creation of an appropriate climate for the involvement of the private sector in cultural activity, and its licensing to establish rehabilitation institutes and artistic centers, cultural forums and clubs., And enhance communication with international cultural and artistic institutions, establish joint activities and ensure fulfillment of the cultural part of the obligations specified in the Arab, regional and International agreements are in force, as the government is nearing completion of preparing a draft law on safeguarding the intangible national cultural heritage, which will contribute to strengthening the protection and preservation of traditions and oral cultural expressions, including language as a medium for expressing heritage, arts and traditions of performing arts ... etc.

National Literacy Campaign

All illiterate from adults who are over 15 years old The campaign aims to transform the Syrian society into a society free from illiteracy, by relying on qualified human resources and the values inherent in it, by developing educational methods capable of developing individual skills and capabilities, with the aim of building an active, open, and able person to participate in the reconstruction process, and to restore what has cracked in the conditions of the crisis and its repercussions.

A copy of the form was transmitted to civil society organizations concerned with its topics (Syrian Trust Foundation for Development - Artists Syndicate - Union of Fine Artists - Arab Writers Union), and a deadline for submitting their reports was established, and the Ministry collected and coordinated answers in the body of this report. -Adopting sovereign standards in measures and policies to protect and promote the diversity of cultural expressions on the territory of the Syrian Arab Republic. - Establishing a culture of recognition that all cultures, including those belonging to minorities, are equal in dignity and respect. - Focusing on the cultural aspects of development, as they are no less important than their economic aspects, and motivating individuals to exercise their right to participate in, and enjoy them. -Contributing to the protection, promotion and preservation of cultural diversity is a prerequisite for achieving sustainable development for the benefit of present and future generations. -To encourage openness to other cultures in the world.

Achieving in the third goal was the restructuring of the existing cultural centers in all the Syrian governorates according to the standards of infrastructures and actual job programs in each of them, so that access to the preparation of cultural programs was appropriate for each center
Describe the main challenges encountered to implement the Convention and the main solutions found or envisaged to overcome them: 
The most prominent challenges that faced the implementation of the agreement are: the destruction of many governmental and private cultural organizations by terrorist gangs. Plans were made to rebuild the affected ones within the limits of the available financial capabilities after the return of safety to them
Describe the steps planned in the next four years to further implement the Convention and the priority areas identified for future policy action based on the conclusions of the current reporting process: 
Steps are being planned in the coming years Literacy as a remnant of war - Complete the legislative basis to ensure the flow of cultural services, such as the issuance of the Law of the High Institute of Cinema, the Law of Intangible Heritage and the Law of Historical Archives.
