UNESCO calls for Member States’ reports on implementation of the Recommendation on Science and Scientific Researchers (2017)

Member States will begin preparing collecting data and consulting to prepare these reports in 2020.
This Recommendation is recognized globally in the 195 Member States of UNESCO since its adoption in 2017, and has been notified by governments to Ministries responsible for Research, Innovation and Education.

This instrument was created in order to help model, formulate and execute the most appropriate policy frameworks and institutions and protocols for the practice of responsible science, technology and innovation, in a context of freedom and inclusion to encourage new entrants and excellence in science.
Contemporary challenges such as environmental protection, the encouragement of women in science careers, and handling a transition to greater openness and access to knowledge are meant to be reflected systemically. This Recommendation entails changes which will be made at the national level.

The General Conference of UNESCO, at its 39th session held in Paris in November 2017, has decided to begin a process to strengthen data collection and reports by Member States focusing on 10 key themes of the Recommendation, and in particular requested government data collection on the conditions of scientists.

UNESCO calls for advice and comments from its partners. All stakeholders are invited to contribute suggestions and submit comments as to what should be part of what is monitored. Ideally, any monitoring mechanism should be designed to be as simple and low-cost as possible, and all Member States should be encouraged to fully participate.

On a four-yearly basis, each Member State is meant to report on its experience implementing the Recommendation on Science
Each report is an evidence-based self-assessment in which compliance is substantiated by documentation and references, involving analysis that typically is based on some data collection and consultation to assess the impact of measures that have been taken. Where there is less data, it may take longer to substantiate. It could be prepared jointly with science observatories or as part of other reporting exercises, and these consultations could be extremely valuable to the aim of strengthening these relationships within the STI system.
