Global Education Cooperation

The Global Education Cooperation Mechanism (GCM) represents the worldwide community. Its members work on the implementation of Sustainable Development Goal 4 (Quality Education) aiming for collective action and joint accountability for education. 

The GCM includes the following structures: 

  • the High-Level Steering Committee – the governance body of the GCM composed of countries, inter-governmental organisations and key constituencies including CSOs, teaching profession, banks and funds, foundations and private sector, youth and students, development cooperation and multilateral organisations 
  • the Multilateral Education Platform - strategic dialogue among principals of multilateral partners
  • the Global Education Forum - brings together key donor countries
  • the Collective Consultation of NGOs on Education 2030 (CCNGO-Education 2030) - mechanism for dialogue and partnership with NGOs 
  • the SDG 4 Youth and Student network - aims to include young activists in shaping global education policies

The SDG 4 Education 2030 High-Level Steering Committee (HLSC) is the governance body of the GCM. It monitors education for the High-level Political Forum and focuses on: 

  • Evidence - evidence-based education policy formulation and implementation
  • Monitoring - expanded and quality focused data gathering and assessment
  • Financing - protection, innovation and advocacy for more efficient equity focused education financing

UNESCO's Institute for Statistics and the Global Educational Monitoring (GEM) Report are the Committee's official source of comparable data. 

All members of GCM meet at the UNESCO convened Global Education Meetings (GEM). The most recent Meeting was held in November 2021.
