OVERVIEW OF THE FUNCTIONS OF THE POST
A.Background
Within its culture programme which aims to support national partners in strengthening heritage regulatory framework 2018-2021, UNESCO seeks to support the improvement of heritage and visitation data collection between the local and central level. With the regard to the 3rd regional periodic reporting exercise of the WHS in the Asia-Pacific region under the World Heritage Convention which Viet Nam takes part in; it is timely for to finalize and advocate for an improved reporting mechanism between WHS and central level government agencies including Ministry of Culture, Sports and Tourism. It is also timely to address more adequate attention to the preservation of intangible cultural heritage and the benefits of local communities living in the World Heritage sites.
B.Key assignments
- Facilitate the national workshop on preparing the site level and country report to the Third Cycle of Periodic Report implementing the World Heritage Convention;
- Finalize the draft WHS questionnaires and reporting forms, in cooperation with UNESCO responsible officers and focal personnel of Ministry of Culture, Sports and Tourism
- Deliver the training on heritage and visitation data collection in preparation of Periodic Report under the UNESCO World Heritage Convention;
- Conduct a research into the situation of ICH inventory, safeguarding and promotion at the World Heritage sites in Viet Nam, identify good practices, needs support and make recommendations to strengthen the ICH safeguarding and promotion at WHS, together with mechanisms empowering local people’s participation and benefits to and from cultural heritage preservation at WHS.

REQUIRED QUALIFICATIONS
- At least Bachelor’s degree in of Culture managements, Culture or Heritage studies or related Social Human Sciences fields;
- At least 5 years of experiences in Culture and/or Heritage Management, Cultural industries, Policy development/advocacy or related fields;
- Demonstrated satisfactory in research and writing skill.

It is estimated that the Consultant will work intermittenly within the duration from June to November 2021.
