Thematic Brief on Innovative Financing for Inclusive ICT in Education in the Pacific and BeyondThis thematic brief was developed through desk-based research, focus group discussions, one-on-one interviews and summarizing of conference proceedings from the UNESCO Pacific Islands Regional Conference on ICT in Education (PIRCIE) under the theme of ‘Innovative Financing for Inclusive ICT in Education’ held virtually on 3 June 2021. The regional conference provided a platform for education policy-makers, development organizations, private sector partners and education sector stakeholders to foster partnerships through building a better understanding of their ICT in education strategic directions, procedures, needs and opportunities.

This brief aims to provide an improved understanding for policy-makers and key financing and education stakeholders of the current contexts, perspectives and experiences of innovative financing approaches for ICT in education in the Pacific Islands region. It explores three thematic areas of innovative financing, namely financing instruments for development, partnership building and resource mobilization.

An overview is provided on the recent acceleration of ICT in education investment and interventions in the Pacific Islands region, within the context of COVID-19 and the United Nations Sustainable Development Goals (SDGs). Next, the concept of innovative financing is introduced, including the opportunities it provides to address SDG funding gaps.

Key findings are then presented that highlight the challenges of innovative financing for ICT in education in the Pacific Islands region, followed by an exploration of innovative financing concepts on the thematic areas of innovative financing instruments for development, partnership building and resource mobilization. This includes short case study examples of leading practices for effective and sustainable financing of ICT in education interventions. Key messages gathered from the research and conference discussions are outlined. Lastly, a set of recommendations are offered for actionable next steps to support future innovative financing approaches for ICT in education in the Pacific Islands region.
