Context/Overview

In Indonesia, with the adoption of Law No. 33 Year 2009 to support the growth of the national film sector, between 2011 and 2018, the annual production of Indonesian commercial films increased nearly two-fold from 82 to 150. But Law No 33 Year 2009 does not specifically address gender equity as a concern, and professionals in the film industry in Indonesia are still dominated by men, who hold the majority of roles as directors, producers, cameraperson, and so on. The issue of gender inequality in Indonesia’s film industry is also illustrated by the fact that between 1955 and 2018, only three women received the Best Film Director Award at the Piala Citra Film Festival Indonesia compared to 34 men. Furthermore, in 2017, there were only 11 female film directors, which is the equivalent of less than 10% of the total number of film directors in the country. Similarly, only 11.53% of those working in the film, animation and video industry were women in 2018. Finally, women face significant difficulties in finding investors to fund films that promote women’s voices.

This project addresses this issue and focuses on the possibility for gender-inclusiveness as part of policy change in an effort to promote diversity of cultural expressions in the Indonesian film industry

Results

The first ever gender-disaggregated data collection and analysis of the Indonesian Film Industry has been completed by KAFEIN, culminating in a report titled “Gender-Disaggregated Data of the Indonesian Film Industry”. Two online stakeholder consultations have been held to discuss the above-mentioned gender-disaggregated study. A virtual conference, “Women in Indonesian Film and Cinema” was held in the summer of 2020 to get inputs on the status of gender equality and to gather recommendations for improving the situation.

The second phase of the project consists of preparing training guidelines and syllabus on gender-sensitive/inclusive (GESI) film, targeting film schools and film professionals. In September 2021, the expert team finalized the GESI guidelines for Film School and Syllabus for Professionals and had them peer-reviewed.  The project implementing partner, KAFEIN, plans to conduct a stakeholder engagement activity and a socialization event in December 2021 in a hybrid format to present the gender-disaggregated data and the GESI guideline and syllabus by inviting film stakeholders and media.

The last phase of the project will consist of delivering the trainings.
