A. Background
UNESCO has implemented the ‘We are ABLE - Achieving Better Living and Education’ project on promoting Gender Equality and Girls’ Education in the Ethnic Minorities Areas of Viet Nam since 2019, in partnership with the Department of Teachers and Educational Administrators in the Ministry of Education and Training (MOET), the Ethnic Minority Policy Support Project Management Board in the Committee for Ethnic Minority Affairs (CEMA), and provincial authorities, with funding from CJ Group (Republic of Korea) through the UNESCO Malala Fund for Girls' Right to Education. More on the project in Annex 1.
UNESCO Ha Noi Office is looking for a company to produce a short video (maximum 4 minutes) to demonstrate key results and impacts of the ‘We are ABLE’ project. The video will use, but not limited to, the existing images and footage of the project. Except for materials provided by UNESCO, the company is required to ensure the legal rights of all materials used for the production of the video, and the compliance with the UNESCO standards, branding and principles in intellectual property rights, gender equality, inclusion and culturally sensitive approach.
B. Assignment
Under the overall authority of the Head of UNESCO Ha Noi Office and under the coordination of the Education Programme Specialist, the contractor shall complete the following tasks:

Propose a script (in English) and storyboard once the concept and outline have been validated by UNESCO. Revise based on UNESCO’s feedback and prepare the script in Vietnamese following the validated script by UNESCO.

Propose voiceover, background music and on-screen text as needed and based on what works best with the footage and video length. It should include a relevant background music though should be able to work without sound as well. Options should also be proposed to UNESCO for voiceover and background music, for UNESCO’s validation.

Produce a draft video in English including Vietnamese subtitles, or English subtitles wherever there are testimonials/interviews in Vietnamese, and in line with UNESCO Education branding guidelines. Each draft will be reviewed by UNESCO. The contractor is expected to equalize and synchronize the audio and visual quality of the various footage provided.

D. Contract amount and Duration
The service is expected to take place from January to March 2023; and
The service shall include all the items, and all taxes and fees, and shall not exceed the amount of 46,000,000 dong.
E. Requirements for the Contractor
Experience in film production;
Fluency in English language;
Good understanding of gender equality and education context in ethnic minority areas;
Commitment to the values and principles of equity, gender equality and cultural diversity;
Experience with International NGOs and/or UN is an asset.

Annex 1: We are ABLE - Achieving Better Living and Education project
Objective of the project
The project aims to improve access and retention of ethnic minority children, especially girls in lower secondary schools, and to improve the employment opportunities of ethnic minority women and girls.
The project has addressed:
(i) the issue of out-of-school children and dropping out of school, especially for ethnic minority girls by (a) raising awareness of the importance of education, particularly for girls, among communities, (b) providing training on school counselling work, which deals with school-related gender-based violence (SRGBV) for lower secondary school teachers and education administrators, (c) supporting lower secondary school teachers to deliver school counselling to lower secondary school students, and (d) organizing dialogues and meetings with parents, family members and students to enhance their understanding and knowledge on SRGBV; and
(ii) the issue of limited employment opportunities for ethnic minority girls and women, by (e) providing improved career orientation programmes for lower secondary school students, especially ethnic minority girls, and (g) providing training courses for community members, in particular female members, to enhance knowledge and skills on income-generation and job opportunities.
Beneficiaries of the project
So far, the project has reached students and teachers in 24 lower secondary schools and community members including:
• 2,136 teachers and educational administrators (1,052 women) completed the online course on school counselling, and 7,124 students (3,741 girls) received counselling.
• 210 key teachers and educational administrators (89 women) participated in the training on the improved career orientation programme, and 3,251 students (1,660 girls) participated in career orientation activities.
• 787 core students (56% girls) participated in the dialogues and training workshops, and 96 school-wide communication events were organized with the active engagement of core students.
• 16,296 students (8,021 girls) benefited from project activities.
• 120 ethnic minority female community members were provided with training on knowledge and skills on income generation
Project locations
The project targets three provinces: Ha Giang Province in the Northern Mountainous region, Ninh Thuan Province in the South Central Coast region and Soc Trang Province in the Mekong Delta region.
Implementing partners
The key partners include the Department of Teachers and Educational Administrators (DTEA) in MOET, and the Ethnic Minority Policy Support (EMPS) Project Management Board in CEMA, at the central level and their provincial and district offices which have contributed to the project design, plan, implementation, management, monitoring and evaluation.
DTEA is the key partner implementing, monitoring and reporting activities on teachers’ capacity development on school counselling, awareness raising for parents, family members and students on SRGBV, and the review and improvement of career orientation programmes. DTEA has directed provincial Departments of Education and Training in Ha Giang, Ninh Thuan and Soc Trang provinces to implement these activities in selected schools.
EMPS Project Management Board is the key partner for the research and consultation on the causes of community resistance to girls’ and women’s education among ethnic minority groups, the collection of good practices demonstrating the positive impact of education and skills training for ethnic minority girls and women, and the dissemination of good practices through communication campaign to promote the importance of education, especially for girls, among community leaders, parents and students. It has also supported linkages with local business/business associations and training institutions for the promotion of skills training and employment/self-employment opportunities, especially for ethnic minority girls and women, in collaboration with provincial Bureaus of Ethnic Minority Affairs.
