A knowledge-sharing forum on ministry of education leadership during crisis

How can ministries of education play a leadership role during crises, what are the opportunities and obstacles? Join IIEP-UNESCO’s three-part series of online events to plan for the future of education, in and through crisis. Please find the registration links to each of the three sessions below. 

 

In recent decades, much research has examined how international organizations and donor governments address crises. However, there has been limited literature and analysis on the role of affected governments, and in particular ministries of education, in preventing, mitigating, and ultimately leading the response to crises. To help fill this gap, IIEP has explored how to strengthen ministry of education capacities for crisis management and how to bolster their engagement and leadership during rapid education responses in emergencies.

 

Drawing from these experiences, IIEP is hosting a three-part knowledge-sharing forum to discuss opportunities for ministries of education to exercise leadership in the provision of equitable, quality education for all in times of crises. In a range of panels and working groups, participants will delve into key concepts on ministry leadership in crises, share country experiences with crisis response and help shape IIEP’s future engagement with countries in crisis settings. This series is made possible thanks to the financial support of the European Union’s Foreign Policy Instrument (EU-FPI).

 

Webinar 1 (roundtable): Using a systems approach to understand and strengthen ministry of education leadership in crisis settings (Monday 7 March, 2-3.30 pm CET)

Join us for a virtual roundtable, during which experts in international education will engage in a moderated discussion around understanding and strengthening ministry leadership in crisis settings using a systems approach. The session will begin with a series of short presentations by the speakers on how they engage with issues related to ministry leadership and crisis in their own work. These presentations will be followed by a moderated conversation among speakers in an online roundtable format. As session attendees listen to the conversation, they will be able to share and react to comments and insights via an online tool called Padlet. The reflections gathered through Padlet will be summarised to share with forum attendees following the event to help keep the conversation going.

Webinar 2 and group discussions: Strengthening system capacities for ministry of education leadership in crisis settings (Monday 14 March, 2-4 pm CET)

During this interactive webinar, we will discuss concepts that are key for understanding strengthening system capacities for ministry of education leadership in crisis settings at different levels of the administration. Representatives of ministries of education from diverse settings will present some of the key capacities and skills within their ministries that have enabled leadership during crises. We’ll also hear from international experts on capacities and competencies that are essential at both the middle tier and school levels of education administrations. After these short presentations, participants will have the opportunity to share their experiences of ministry engagement and leadership through facilitated discussions in small groups. Beyond the key capacities required to facilitate ministry leadership at central, middle tier and school levels, the groups will explore how interactions can be enhanced across levels to strengthen the capacities of ministries of education to engage in and lead a crisis response.

Webinar 3 and group discussions: Strengthening systems’ learning for ministry of education leadership in crisis settings (Wednesday 16 March, 2-4 pm CET)

During the last interactive webinar of this series, participants and panelists alike will collectively reflect on and discuss how to enhance systems learning across all levels of the ministry of education before, during and after crises. Building on presentations from ministry representatives and their partners in the education cluster and UNHCR, participants will also have the opportunity to share their experiences with evidence-informed and flexible decision-making during facilitated discussions in small groups. More specifically, participants will be invited to reflect on leadership using data related to crisis and taking into account the experiences of marginalised groups. They will also explore how multi-stakeholder partnerships can support ministries of education in exercising leadership in crisis settings.
